Rkoirtration closed ill the Second Ward
yesterday afternoon. Tlio total stands: Whites
'.'114; colored 204. It will thus bo seen that,
contrary to expectation, there is a majority of
:I0 in this ward in favor of the whites, which
added to tbo majority gained by them in the
First Ward, gives a total of about 70 ahead lor
the whites.
Tuk summer thus far in this latitude lias been
a particularly delightful oue. In no instance
lias the mercury iudieatcd a degree of boat that
could be characterized as positively uncomforta
ble ; while for weeks past we have been favored
nearly every day with either a delightful shower
or a heavy rain storm, accompanied with suffi
cient lightning to purify llie atmosphere. Our
fresh mountain breezes are peculiarly exhilara
ting, and to pnrties from the seaboard in search
of health and comfort we can heartily commend
this section. We observe the arrival and de
parture each day of numbers of pleasure and
litalth seekers.
A notorious character known as John
diaries, who was sentenced to the chain gang
about ten days ago, and afterwards made his es
cape, was captured yesterday by Capt. Ed. Mur
phy, and now remains in confinement. A negro
in the vicinity of the cemetery was found har
boring him.
We regret to hear that Ai.iion Chase, Esq,
an old and prominent citizen of Alliens, is lying
so dangerously ill at his homo that Ids recovery
is despaired of. A dispatcli has been received in
this city to tiiat effect.
Attention is called to the 1st section of the
amendment of the City Charter, approved 12th
of March, 1806, published in Council proceed
iugs, authorizing the Mayor and Council to col
lect a license tax of twenty-five dollars from
each person,firm, or corporation engaged in any
business, trade, or profession in said city. The
recent decision of the Supreme Court iu the Sa
vannah license case does not apply to tiiis city,
as there was no such clause iu the charter of Sa-
viinnah.
We have been shown by C. D. Owens,
Esq., the General Western Agent of the Great
■Southern Freight Line via Charleston, S. C.,
dispatch from Col. E. W. Cole, General Superin
fendent of the Georgia Railroad, lo the follow
ing effect: “We are delivering freight at
Charleston in twenty-four hours from Atlanta.
No transfer at Augusta. The wheat that left
Atlanta on the 2d instant left Charleston on the
morning of the 4th—this will insure its dell
at New York within six days. Our friends in
Charleston are waking up.” By reference to our
exchanges we nnu uiey nave three steamers
week to New York, as well as u weekly line to
lo Baltimore and Philadelphia.
Water from the Mineral Spring of this city
is now kept constantly on draught at the drug
bouse of Redwine & Fox. Aside from the bene
fits to lie derived from its medicinal properties,
it will he found a delightful drink, drawn ns it
from ice in tho same manner as soda water. In
valids will make a note of this, as well as others
in want of a little iron in their blood.
Fire Lant Night.
A fire broke out last night at 12 o’clock in the
grocery store of W. L. Adamson, on Peach-Tree
street, which entirely consumed the building
and contents. An explosion of powder in ttic
building produced some sensation, hut we be
lieve no harm resulted Ilicrcfrotn to any one.
The lateness ol the hour compels us to omit
particulars. To No. 3 Fire Company belongs
the credit of throwing the first water.

Atlanta, by invitation of tho Conservative Union

A jolly party of gentlemen, about twenty
number, belonging to the Harmonic- Verein,
Augusta, reached the city yesterday on their re
turn trip from Lookout Mountain, whither the

organization existing among the German rest
dents of our sister city, Augusta, of which t

low-citizens so well understand the welcome due

The books of registration lor the Third Ward
will he opened at tho Cily Hall on Monday
morning, anil we again urge our white citizens

are capable of thinking. Every consideration
of interest, policy and duty, present and future

Tho Impoverished condition of our people,
nod tho general Stagnation Hint for so long a
lime has paralyzed commercial circles, should
warn the property owners of this city that their
interests are being placed in jeopardy by tho
high rents now exacted of tenants. High rents

the lace since the rejuvenation of Atlanta was
first commenced, two years ago. Thcro was
some apology Tor it in 1865 and 1866, hut none
exists now, and tho sooner our laudlords arc
made sensible of tho fnet that business will not
arrant tho present high rales, tho sooner will
we have in this locality an easier state of affairs
financially, and a consequent greater certainty
paying rents when due. We read that lately
Mobile, so determined were llie tenants to
avo mercy and justice, and so universal was

Hie Savannah Republican believes llmt land
lords will continue to impose this crushing bur
den upon our destitute people, who are to day
battling hard to save themselves from actual
starvation, until universal insolvency overtakes
our merchants, and tho honest poor, longer una
ble to satisfy their landlords, are reduced to utter
beggary, and forced to play the role of tnondi-
inuts in our public streets. We would not he
understood as asserting that this spirit of cu
pidity burns so strongly in llie bosoms of every
indlord, lor we know Unit there are exceptional
eases.
In protesting against this illiberal policy, which
unless remedied, threatens to entail upon thu eti
tire community great hardships and additional
misery, we are actuated by no motives other Ilian
desire to respectfully invite thu attention of
nndlords to the important subject, in which
thousands of helpless people, and hundreds of
widows and orphans, plead piteously for charily.
II our humble suggestions in tlicir helialf shall
avail any good, or tend to alleviate their distress,
we shall feel duly grateful and amply rewarded
for our efforts. Wo firmly believe that the land
lords, who are fully aware of the embarrassing
stale ol pecuniary affairs, will cheerfully consent
to make an equitable abatement.
As nn evidence that this crying evil is attract
ing considerable public attention elsewhere, ivc
will stato that in Louisvillo, Kentucky, a large
and enthusiastic meeting of tenants was held
list week, at which were present several hundred

He it ordained by the Mayor and Council of
the city of Atlanta, That the President, Chair
man, or other officers, or committee of men, or
any person who desire or intend lo call a public
meeting of the citizens, for political purposes
shall notify tin- Mayor or Chief Marshall ol such
desire or intent ol llie time and place of meet
ing, twelve hours before said meeting is held, nml
upon failure to do so, upon conviction llterccil
before the Mayor,or in his absence three members
if Council, shall be fined not exceeding filly dol-
urs and costs, or imprisonment not exceeding
thirty days, in discretion ol the court.
Sec. 2. lie. it further ordained, That upon re
ceiving such notice, it shall he the duty of the
Mayor or Chief Marshal to attend such meeting
with a sufficient police force to preserve peace
and order.

I herewith submit a report for the quarter end
ing June 30, 1867:

“ That rents have been too high cannot he
questioned, nnd it certainly needs no labored nr
gument to prove that business men are less able
to pay high rents now than formerly. It any have
a doubt of this, we would refer to a reduction in
incomes, as shown by the recently published
list, which is significantly bare of merchants’
names, tiono lint property holders having in
conies to report.
The present stagnation in business gives assu
ranee that the next list will lie even more re
duced than the last.
The present is dark indeed; hut the future
shows nothing but gloom to the mercliaut. With
profits for a year, and no hopes of any in the
immediate future, we must curtail our expenses

rent.’
These views were the unanimous expression
of the meeting; it was resolved to wait a rea
st nable time, and if the request was not com
plied with, to close their places of business and
removo to premises that could he leased for
fair price. The petitioners state that they hope
with tiiis prudent precaution, to pass safely
through the financial storm; or that, perchance
it may happily blow away, and they may again
be. aide to pay the rents whicli liavo been so re
munerntive to their landlords. It was developed
nt the meeting that so great was the depression
of business, and so tight the money market, that
self-preservation bad actually forced the tenants
to take prompt and decided action, or submit to
bankruptcy and general ruin. No better proof
is required of the stagnation ol trade than a pe
rusal of Hie long list of mercantile firms, the
staunchest in Louisville, who are engaged in this
movement. Merchants who, prior to the war
were so prosperous that the price of rents were
considered of minor importance, now lead the
call for retrenchment.
We earnestly invite tho attention of the land
lords of tiiis city lo the subject, for it is by no
means an unimportant one. It lias to do largely
with onr prosperity as a city and as a people,
