Health and the City Marshal, (sec notice of the

the pestilential atmosphere which greets our ol

“reporting” did any good in our case! We hope

The Rome Courier contradicts the statement
that Bishop Quintard is lying ill in that city.—
The reverend gentleman did have a short illness
several weeks ago, but recovered, and is uow in

Another Counterfeit.
The Macon Telegraph has been shown n coim-
terleit $10 United States currency that, is well
calculated to deceive. The bill is generally well
executed, especially the signatures, but it differs
Iroin the genuine in many important respects.
The paper is heavier, the green coloring ot n
lighter shade on both trout and back, the face
of Mr. Lincoln is a bad likeness with the eyelids
raised and the ground in lines instead of dotted,
and the female figure at the right hand end lias
a wholly different expression. The words in the
the lower left lmnd margin, “ Printed liy the
National Bank Note Co.” are close down against
the line of X’s, while in the genuine they are
some lines above. It is generally believed that
some swindler is moving about Macon circula
ting these bills, as large numbers of them, to
gether with $t’s and $2’s, have come to light.
The commercial community of Atlanta would
do w’ell to watch out lor the new counterleils,
lor, if not already here, they will certainly he
introduced among us.

ing resolution, adopted at a meeting of the
Board of Health :
“Remlced, That the citizens of Atlanta are
hereby requested to report to the member of the
Board in their respective wards, or to the City
Marshal, any cause of complaint over whicli this
body has jurisdiction, in order that the same may
he presented for its consideration.”
Prompt adoption ot the suggestion contained
iu the above will tend to facilitate the abatement
of any nuisance that may properly come under
the cognizance of the Beard.

instructions front headquarters Bureau Registra
tion to publish it lor the benefit otull concerned,

This is a modest request that we don’t intend
to heed, simply because wo don’t like to he ad
dressed in this wny by either military or civil
functionaries. We have no comments to make
upon this, except to state that it is due the peo
ple ot Georgia, aud tiie whole country, that some
sort ol an explanation should be given for the
revoking of this privilege. It is usually custo
mary in civil and military departments, when
ever nn order is rescinded, that some cause
should he assigned; and while we do not assume
to dictate to Mr. ilulbert, who modestly forbids
us to comment on his strange proceedings, we
cun say that it would afford our citizens no small
degree of satisfaction to know the cause of this
n ystcrlous movement.

more should have been so misconstrued as to
g ve the impression to the editor ot the Savan-
n tli Republican that I intended, by an order, to
restrain him from making such comments on
General Pope’s order as he might choose to
make. I did desire that the order should be
published without comment, for reasous not ne
cessary here to mention, but I did not intend to
make an order that it should he so pub’ished. 1
have no authority to interfere with the freedom
of tiie press, and certainly did not intend to as
sume lo exercise any such authority. General
Pope did not reseind any order made by him.
His order telegraphed to Captain Wctmore was
to correct a mistake made by the Board of Regis
ters in Savannah in construing instructions is
sued from the Headquarters of the Third Mili

tion l'liud.
To Hus Citizens of Atlanta:
Acting under authority of tho agent of the
Peabody Education Euud for the Southern States,
we wish to present some facts relative to the in
troduction of a common school system in your
midst, since sucli an organization constitutes tiie
only medium through which you may become
the beneficiaries ol a portion of that munificent
donation.
It is proposed liy Mr. John E. Amos, tiie
Southern agent, in Hie event of your raising by
subscription tiie sum of six thousand dollars, to
add thereto from tho Peabody Fund, and other
sources, tiie additional sum of five thousand dol
lars. A lew’ prominent and enterprising citizens
have already subscribed one-third ol the amount.
We believe Hie remainder can be obtained witii
little additional effort on tiie part of our
citizens.
It is not tho design of the trustees of this fund
to establish schools on their own account. They
simply propose to co-operate witii the people and
to aid them conjointly in the cause of education
Nor do they desire any control or direction of
the schools whatever, beyond a proper applica
tion of the fund given by them. They ask the
joint effort of the citizens in building up a com
moil school system throughout tho country.—
Tho only condition imposed liy the trustees is
that the schools shall be free. Nor do they im
ply by tho word “ free ” that they shall be open
alike to the whites and Hie blacks. For tho edu
cation ol tlic colored population, they establish
separate schools, supported by them entire. We
do uot understand that'they propose, in extend
ing aid to white schools, in any event to assume
their control. The selection of school houses
ami employment of teachers is to be subject
alone to tiie wishes and discretion of the citizens
co-operating with them. Their mission is, in a
word, to lend support to existing school organ!
zations, leaving the people to direct their manage
meat and control.
In order to perfect tiie system and secure the
permanent benefits ot this luud, it will become
necessary in future to renew the subscription
unless Hie more equitable plan of corporate tax
ation is resorted to. To such as arc familiar
with the operations of the system elsewhere, we
need advance no argument In its behalf. In Hie
cities of Charleston, Baltimore, Nashville and
Louisville, the common school system has been
in reduced with tiie most gratifying results, aud
that, too, long anterior to I he war. In several
of these cities it is supported by corporate and

tli -y afford are not inferior to the best Institutions
of learning in tho land. In addition to primary
departments, flic higher branches of a regulu
co leginto course are taught.
We are assured by the General Agent of tiie
ahody Fund in Hie United States, that, by
tailing Hie initiative, Atlanta being a radiating
ce iter, such means and agencies will bo concen
ruled at this point as may be necessary to pro
mole the cause of education from the central to
the remotest circles ol Hie Stale.
The advantages resulting to Atlanta in u mu
nicipal capacity from Hie introduction of a well
ulated Common School system, may be best
illustrated by their practical results in those
Slates where they have long been organized. 1
Connecticut, (or instance, the system has attain
ed ils greatest perfection. There, every child
a beneficiary of the Common School. The tax
aumtally levied to support the school is so small
and the facilities it provides for an education so
ample, that the child is educated at compare-
ivcly little or no expense to the parent.
Kentucky, tho system is correspondingly hencli
ial in its results. There, it is supported by
Stale tax of two cents on the hundred dollars
taxable property.
Atlanta, following in Hie wake of Charleston
Baltimore, Nashville, and Louisville, might in
ailguralu a similar system to theirs at a compare
tivcly small expense, when imposed alike ou all
with the most gratifying results. It should be
remembered also that these cities in the organ!
/.ation ol their comniou school systems, were not
aided liy the Peabody or any similar fund,
view ol tiie fact that no corporate plan can
adopted in time to secure flic benefits of the Pea
body fund, at least for Hie present year, the only
tangible mode ol securing it is by individual sub
scription. Hence, they wifi he called upon soon
to show their liberality in this laudable enter
prise. We leel assured Hint their enlightened
judgment will respond liberally to tho demands
of a measure, which cannot fail to address it
self forcibly and feasibly to their understand

The assessors on damages iu opening and
idening streets, submitted their report ou dum-
'es to Geo. T. Ogletree, in opening Crew and
Jones streets. The report was referred back for
correction.
The City Treasurer reported tiie receipts lor

The building inspectors again reported the
house occupied by George P. Frazer, on .Mari
etta street, as dangerous, and recommend certain

On motion of Mr. Holland, the tiino allowed
