Ueneral Orders No. 80.
In uecorilanco witli an act ol Congress, sup-
plementary to nil act to provide a more efficient
government lor the rebel States, Ac., dated
•March 2d, 1807, tlie following arrangements are
horem made lor the registration of voters in the
Stales ot Georgia and Alabama:
I. The States ol Georgia and Alabama are di
vided into registration districts, numbered and
iKMindcd, as hereinafter described.
II. A Board of Registration is herein appoint
ed lor cncli district, as above mentioned, to con
sist ol two white Registers, and one colored
Register. In the State of Georgia, whore only
tlie two white Registers arc designated in this
order, it is directed that these while Registers
m each district immediately select, and cause
to lie duly qualified, a competent colored man
to complete tlie Board ol Registration, and re
port his name and postoflicc address, without de
lay, to Colonel C. C. Sibley, commanding district
oi Georgia, at Macon, Georgia.
ill. Each Register will be required to take
and subscribe tlie oath prescribed by Congress,
by an act dated July 8, 1802, and an additional
oath to discharge faithfully tlie duty of Register
under Hie late acts oi Congress. It is not be
lieved llmt any of the appointees, hereinulter
designated, will lie unable to take the test oath
above mentioned. Blank forms of these oaths
will l)u sent to the appointees at once, and on be-
mg executed and returned to tlie Superintend
ents of State registration, their commissions as
Registers will be issued, and forwarded to thorn
immediately.
IV. In order to secure a full registration of vo
ters^ it is determined to fix tlie compensation of
Registers according to the general rule adopted
in taking the census. In tlie cities, tlie competi
tion is fixed at tiltccn cents for each recorded
voter; in the most sparsely settled counties and
districts, at forty cents per voter. The compen
sation will be graduated between these limits,
according.to the density of the population, and
the facilities ol communication. Ten cenls per
mile will lie allowed for transportation ot Regis
ters oil' the lines of railroads or steamboats, and
live cents per mile, when travel is done on rail
roads and steamboats.
V. It is hereby made tlie duty of all Registers,
and they will lie expected to perform it strictly,
to explain to all persons, who have not hereto
fore enjoyed the right of suttruge, what are their
political rights and privileges, and the necessity
ol exercising them upon all proper occasions.

three successive days at the county seat ot such
county, to register such voters, as have tailed to*
register, or been prevented from registering in
their respective precincts, aud to hear evidence
in the cases ol voters, rejected by the Registers
in the several precincts, who may desire to pre
sent testimony in their own behall.
VIII. Unless otherwise instructed hereafter,
Boards of Registration are directed, iu determin
ing whether applicants to register are legally
ipialified, to hold that tlie terms “executive and
judicial,” in the act of Congress of March ‘id,
LW, comprise all persons whomsoever, who
have held office under the Executive, or Judicial
Departments of the State, or National Govern
ment,—in other words, all officers not legislative,
which last are also excluded by the act. IVr-
soiis who apply to register, but who arc consid
ered discpmlitied |,v th« hoards will nermilted
to take tlie required oath, which, Witli the op
jections of the hoard, will be held lor adjudica
tion hercalter.
IX. The lists ot registered voters, lor each ol
the precincts, will In; exposed in some public
place iu that precinct, for ten consecutive days,
at some lime subsequent to the completion ol the
registration for each county, aud belorc any elec
tion is held, in order that all supposed cases of
fraudulent registration may be thoroughly inves
tigated. Due notice will be given and provision
made lor the time aud place lor the examination
ami settlement of such cases.
X. Blank books of oaths, required to he taken
by voters, and blank registration lists, as also
hill and detailed instructions for the performance
of their duties, will he at once forwarded to the
Boards of Registration, appointed in this order,
and it is enjoined upon these boards that they
