II. That an election b* held in the State of
Georgia, commencing on Tuesday the 39lh day
ol October, 1807, and continuing three day*, at
wiiich the registered voter* of said State may
vole "for a covcfiltou," or “against a conven
tion," ami lor delegatee to constitute the con-
vcniion, in caao n majority ol the vote* given
mi that ipicstion sliall bo fora convention, and
in ease a majority of all registered voter* ahall
liavn voted on the question ol holding such
convention.
11L It shall be tbo duty of ltoarda of registra
tion In Georgia, commencing fourteen day* prior
to the election herein ordered, and giving rea
sonable public notice of the time and place
thereof, to revise lor a period of five days the
registration lists, ami upon being satisfied that
any person not entitled thereto has been regis
tered. to strike the name ot such person from the
list, and such person shall not be allowed to vote.
The boards ol registration aball also, during the
same period, adtfto such registry the names ol
all persons who at that time possess the qualifi
cations required by aaid act, who have not been
already registered.
IV. lu deciding who are to be stricken from
or added to tite registration lists, the Boards will
lie guided by tire law and the acta tupplemenlary
thereto; anil their attention is especially drawn
ui the supplementary act dated July 19lh, 1807.
V. The said election shall be held iu each
countv at the county seat, under the superinten
dence’ot the Boards ol Hegistrittlon as provided
hv law, and in accordance with instructions to
lie hereafter issued to said Boards.
VI. All Judges and Clerks employed in con
ducting said election, shall, before commencing
to hold the same, be sworn to the faithful per
formance ol ttieir duties, and shall also take and
subscribe to the o:\tii ot office prescribed by law
lor officers ot the United States.
VII The polls sliall be opened at aach voting
place during the days specified, at seven o’clock
in the foreuoon, and closed at six o clock In the
afternoon, nml shall be kept open between tboee
hours without intermission or adjournment.
VIII. The Commanding officer ot tbe Dis
trict of Georgia, will issue, through the Superin
tendent ol Uegistration tor that Slate, such de
tailed instructions as may be necessary to tbe
conduct of said election in conformity with the
acts ol Congress, and as far as may be with tbe
laws of Georgia. ... . . ,
I X The returns required by law to be made
ot the results ot said election to the Command
ing General of this Military District, will be
rendered bv tlie persons appointed to superin
tend the same, through the Commanding officer
of the District of Georgia, and in accordance
with the detailed instructions already referred to.
X. No Registrar, who is a candidate tor elec
tion as a delegate to the Convention, shall serve
os a Judge of tlie election in any county which
he seeks to represent.
XI. All public bar rooms, saloons, and other
places tor the sale of liquors at retail at the seve
ral county seals, shall be closed from six o’clock
on the evening of tlie twenty-eighth day of Oc
tober, until six o’clock on the morning of the
tirst dav ot November, 1807. And the Sherill
of the countv shall beheld responsible lor the
Mrict enforcement of this prohibition, by tbe ar-
ii -t of all parties who may transgress the same.
XII The Sheritl of each county is further re
quired to be present at the place of voting dur
ing ilic whole time that the polls are kept open,
and until the election is completed, and is made
responsible that no interference with fhe judges
of election or other interruption of good order
shall occur. And any Sheriff or other civil of-
ticer tailing to perform with energy and good
taith the duty required of him by this order,
will, upon report made by the judges of election,

XIII. Tiie following extracts from General
t irders No 20, from these headquarters, are re
published herewith, for tlie information and gui
dance of all concerned:
“ XU. Violence, or threats ol violence, or any
other oppressive meaus to prevent any person
lrom registering his name or exercising his poli
tical rights, are positively prohibited -, and it is
distinctly announced that no contract or agree
ment with laborers, which deprives them of
their wages for any longer time than that actu
ally consumed iu registering or voting, will be
permitted to be enforced against them in this
District; and this offense, and any previously
mentioned in this paragraph, will cause the Im
mediate arrest of the offender and his trial be
fore a Military Commission."
" XIII. Tlie exercise of tbe right of every
duly authorized voter, under the late acts of
Congress, to register and vote, is guaranteed b’
the .Military Authorities of this District; and a:
persons whosoever are warned against any at
tempt to intcrlere to prevent any man from ex
ercising this right under any pretext whatever,
other than objection by tlie usual legal mode.”
XIV. The State Senatorial Districts ot Geor
gia, ns established by State laws, being found
convenient divisions of the State for tlie purpo
ses of representation in a State Convention, are
hereby adopted, and the loilowing apportion
ment of delegates among said Districts is made
in accordance witli the provisions ot tbe second
section of tlie supplementary act dated March
23d, 1867.

Bryan and Effingham, eight delegates.
To the 2d District—counties of Liberty, Tst
nail and McIntosh, two delegates.
To the 3d District—countieaof Wayne, Pierce
and Appling, one delegate.
To the 4th District—counties of Glynn, Cam
den and Charlton, one delegate.

and Clinch, one delegate.

Gbetlembe—I used, during the part season, one of
'’lugenoll's Portable Cotton Presses," purchased of yon
last September. I have alwaye been prudindiced In favor
of the ‘‘Screw Press,” and nothtug but dire necessity In
duced me to try auy other. I take pleasure, however, In
adding my testimony In favor or its entlie adaptation to
tha wants of ■ cotton plantation. It has surpassed my
most sanguine expuctlons. 1 have packed with bnt two
bands, yet I prefer four—two at each lever. Mv bales all
weighed over 680 pounds. The first lot I sent to market
averaged 682 pounds. My Impression is, that 6161 pound*
Is sbont the rapacity of the Press, and a greater number
of pounds subject the follow-block lo too much rick, un
less the sides of the cotton box was Increased. It would
add grently tn the value «r the Press It tbe cotton box
