Individuals, bat not States, may be punished lor treason and other crimes. Rather than not rule they would leave their country a howling wilderuew tor the want ot more rictim* to wtisfy a raging thirst tor blood. Read the letter I send you, when I think you will discover that I am a true friend of my country and ol the Union. In conclusion, I am exceedingly anxious to bave the Southern States restored, and participa ting in the legislation of the country.
