or action had, on the recommendations ot our
predecessor* that wo deem recommendations ami

opinion it is impossible for litem or any other
jury,constantly interrupted by special jury cases,

investigation, and we llicrcloru repeat the recom
mendations ol our predecessors that the Court
appoint it commission and make suitable provi
sion for their services, and that such persons ap
pointed report in lull, with tabular statement ol

We would also renew the recommendation ot
a former Grand Jury that Iho City Hall building
be enclosed by a neat and substantial fence.
We believe llmt all jurors should be paid, and
therefore recommend lo the next Legislature tin-
passage ol an act providing lor the payment ol
all Grand and Petit Jurors.
We would do violeuce to our feelings were xve
lo close these presentments without cxpiessing
our acknowledgments to his honor, Judge Col
lier, foi ids uniform courtesy to us, and our high
admiration lor his character and legal ability.—
