la a gentleman and a man of merit. He has
done all ho could, professionally, Ibr the poor,
but, the held of labor being so large, had it not
been for aid received from other professional
gentlemen, lie could not have supplied the de
mand ol Hie poor lor attention lu sickness. Tim
aslsrv of the present kneumbeut, 1 understand, is
#1 ,500, with the additional expense of medicines
furnished, which, doubtless, will amount to
fei.OOO. Now lor the suggestion : Let tlm Coun
cil appropriate $3,000 to the purchasing ot drugs
and medicines tor the purpose ol dispeusiug
medicines to the |<oor, to be under the direction
ot a competent druggist, authorizing the sale ot
medicines as Irom any other drug establishment
In tills way it could be made self-sustaining, and,
in my opinion, even pay s decent profit to tho
city. When it was once well known tiiat such
an establishment was in operation for the poor
ot the city, druggists at a distance would, not
unfrequkntly, contribute liberally by way of do
nntions to the general stock.
Now lor medical attention. Let every rtguUxr
physician, who can produce a diploma, be con
stituted "city physician, ’ and receive for each
visit lie pays to the poor, fifty cent), making n
monthly report of his visits, and proven by a
Justice ot the Peace, to be paid out of the city
funds. A system adopted upon this basis would
allow every poor man tho right tochoosehis own
physician, and at tho same time compensate
every practicing physician for labors bestowed,
perhaps enough to meet his taxes due the city.
My views are ucw,aud I hope some one of our
City Fathers will take this matter into considera
tion, and periect a plan which will ultimately
cover nil my suggestions; whicli I think are
plausible, and just to ail parties.

Cotton.
The murket was quiet yesterday, and a bait to
three-quarters ot a cent below tho prices ol Die
ravious day. The receipts amounted to about
100 bales, which were purchased from wagon at
1-! to 12$ cents, tax unpaid. There were sales
mm warehouses at 12$ to 12|, but the transac
tions were small. The claims of Atlanta as a
rno9i attractive cotton market are being recog
nized, os the liberal shipments will attest. It
the price was only more favorable we should wit
ness a traffic in cotton in this city far greater than
anything hitherto known. Onr dealers are nu
merous, and have exhibited a boldness in hand
ing tic staple that baa tended to increase tbe
irailt- to tbe highly respectable proportions it haa
wimcd this season. Our warehouses are caps-
K>it“ and it the producer or speculator desires
i hold for better figures, every facility la afforded
nr Murage. To be brief, there is no more favor-
able point in the interior to dispose of tbe staple,
