The Convention rejected the autendmeut of
Mr. Norn*, *nd adopted the following substitute
to the section offered by Mr. Semple, ol Mout-
No person shall be a Representative
unless he is eligible, ns an elector, to vote lor
members of the General Assembly.
[The above section makes negroes eligible to
any office In tbe State or United Slates.]
Sir. Strange, from the Committee on Ordi
nances. reported adversely to the ordluance to
confiscate a certain portion ol the Selma and
Meridian Railroad, and other roads said to he
constructed iu eld of the rebellion; also, favora
bly to tbe ordinance to abolish Colbert county,
and reported on a number of other ordinances.
The several reports were tabled, without read
ing, and ordered printed.
Mr. Burton reported a memorial to Congress,
pravlng the repeal of tbe tax on spirits of tur
pentine. Tabled, without reading, and ordered
printed. ' ,
Mr. Strange, Horn the Committee os Corpo
rations, pneented a report, which waa ordered
to be printed without being read.

Mr. Peters, ot Lawrence, from tbe Special
Committee to devise waye and meant for paying
(be expense* of this Convention, reported the
following ordinance:
An Ordinance to provide for the levy and col
lection of a tax on tha property of this Stato
to pay the expenses ot tbe Constitutional Con
vention of the State of Alabama, convened
under tbe acts of Congress.
Be it ordointd, de., That an additional tax of
ten per cent, on the taxae otherwise assessed on
the taxable property In the State ot Alabama
shall he assessed and collected by the officers
charged by law with that duty, in the same
manner that other taxes are levied and collect-
c l, which ehall be paid Into tbe Treasury of the
State lor the purpoae of paying the expenses of
this Convention, the same to be assessed and
collected during the tax year ot 1868. The or

a Mr. Bingham, (torch and turpentine) gave no
tice that he would .introduce an ordinance on
Monday to raise money by immediate sale of
State bonds to pay tbe expenses ot this Conven
tion.
Tbe Convention resumed tbe consideration of
tbe article on the Legislative Department. Tbe
article was amended and adopted, and referred
to tbe Committee on Constitution.
BILL OF RIGHTS.
The Convention resumed the consideration ot
tbe Preamble and Bill ol Rights for the Consti
tution.
We give below tbe Important section* a* amen
ded sod adopted by the Convention:

We, the people of tbe State of Alabama, bv
our Representatives, In Convention assembled,
in order to establish Justice, ensure domestic
tranquility, provide for tbe common defense,
promote the general welfare, and secure to our
selves and to our posterity tbe right of life, liber
ty mid property, Invoking the favor ol Almighty I
God, do ordain and establish tbe following Con- j
stitmion and tot in of government lor the Slate
of Alabama:
ARTICLE.
Declaration of Iliyhu—That tbe great and es-
seuti&l principles ot liberty and tree government
may be regognlzed and established, we declare—
sec. 1. “That all uten are created equal; that
they are endowed by tbelr Creator with oertain
inalienable rights; that among these are life, lib
erty, and tbe pursuit of happiness," and that all
persons and classes in this State, wbo are, or
r.my lie deolared cititens of tbe United States, by
the Constitution tbereol, are hereby declared cl
tireus of the State of Alabama, possessing equal
civil and political rights and public privilege*,
"i hout distinction of race, color, or previous
condition.

and political equality on railroads, steamboats,
omnibuses, Ac. Buck, of Mobile, made a speech

ditary distinction, privilege, honoror emolument
■hall ever be granted or conferred In this State ,
that no property qualification shall be necessary
to the election to or bolding of any office in this
State, and that no office shall be created, the
appointment to which shall be for a longer term
than during good behavior.
Sea 84. That hereafter no form ot slavery

voluntary servitude, other than for the punish
ment of crime, of which the party ehall have

tected by law, regulating elections, and prohib

This eectlon threw a Are brand Into the Con
vention. It was opposed by Messrs. Saffold,
Simple, Morgan, ana others, and waa strongly
supported by all tbe negro delegates, Including
Griffin, of Mobile. RapTer, Gregory, Carraway,
and other negro delegates delivered inflamma
tory harangues, demanding entire social equality
with tbe whites. The speeches and section cre
ated a aentattou. Action on the matter was fi
nally postponed until Monday morning, and the
Convention adjourned to that hour.
