FOREIGN EXTRACTS.
From the London Morning Herald of Jan. 13.
There was a rumor afloat in (lie city, that a
email naval armament is about to proceed to the
VVest Indies.—It will consist, it is said, of five
sail of the line, one 50-gun ship, and two frig

called the attention of the public. It is most
important to England and the United States,that
Cuba should not be in possession of any ureat
power. In the opinion of the most intelligent
of the North Americans in London, a Conven
tion has been for some time entered intohotween
our Government and that of tho United States,
of their being harbored by any person.

Havana, would command tho mouth of the
Mississippi. On the contrary, if the United
.Stales was in possession of it, she would have
the power to destroy our trado with Jamaica.

From the Message of the President, it ap
pears that the Manufactures of Cotton and
Woollen Goods in the United States are be
coming very extensive in the operations. Mr.
Adams states as one cause of the deficiency in
the revenue of the United Stales for the cur
rent year, that the Homo Manufactures have
lessened tho demand for Foreign Goods and
thus the duties on imports havo decreased.—
Unquestionably it is a most dreadful policy in
tilts country to continue the execrable Corn
Laws, and so prevont that interchange of com-
modifies with other nations, which would leave
our manufacturing greatness unimpaired. The
Americans are on tho right plan now; unless
we tike American flour, she will, by duties,
restrict tho consumption of the produce of our
looms, and will carefully encourage her own.
It s to be feared that America will feel it ne
cessary to continue tlw protecting duties in fa
vour of her manufactures, even if we relax
Somewhat tho rigour of our system. It will be
a long time before tho manufactures of Ameri
ca will bo enabled successfully to meet us in
Foreign Markets. Wo aro aware that very
large quantities of Calico, of tho manufacture
of tho United States, have bceu sent to South
America, and have, in some places, affcctod the
aalc of British manufactures; the appearauce
and character of the American article being
i]cw and different from our own. A week or
two since, a merchant in this town received a
pattern of thsso Goods; they were sent to Mau-
chestor, and in few days a supply, similar in
appearance, but hotter in quality, was sent off
to South America, to be sold ala price (yield
ing due profits to all concerned) which would
compel tho manufacturer of the United States
to give up tho hope of competing with British
Goods. If the people of England had fair
piny; if tho industry of the laborer, and tho
merchant’s enterprizo, were not in a great meas
ure, absorbed by an intolerable taxation, render
ed still more oppressive by the unsettled state
of our financial system, we should become
truly the “envy of surrounding nations, and the
admiration of the world.”

She had on w hen she went away, a striped calico
frock, nnd a black silk apron. It is probable that some
white person lias given her a puss. She will proba
bly aim for Augusta.
Any person delivering said Girl to inc, in Forsyth,
shall receive (he above reward, or five dollars if lod

Nielson’s Quebec Gazette, speaking of
trado with this country, and the probability of
a retaliatory law interdicting all intercourse
with the British colonies, admits that it is a
matter of the most serious consideration to Ca
nada. Tho Gazotto remarks—”Probably
more than throe-fourths of tho sixty-five thou
sand barrels of ashes exported in 1825 from
Quebec, were of American production. Tho
same may be said of the forty thousand barrels
of flour, and of the pork and beef, and perhaps
of tho staves. The first of these articles form
ed, in the year in question, full a third of the
value of all our exports; and the second, third,
and fourth articles, and tho portion of tho Unit-
■ ed States’ produce exported from Quoboc in
1.825, was noarly, if not wholly, equal to tho
valuo of ono half of all our exports.”

engineer, in tho service of tho Russian govern
ment, thoroughly inspected the cylinder somo

ford, lords Lauderdale, Holland, &c. were ri
ding in it, and has most strenuously urged to
liis government an immediate contract with Mr.
Vallance, to lay a cylinder down in Russia,
from St. Potorsburgh to Tsarsko-solo, the riv
er Volga, Moscow, and tho Black Soa. The
'projected canal to unite Paddington with tho
Thames, it is probable will be superseded by
a cylinder, which will not cost more than one-
fourth of the expense of a canal; several of tho
Mining Companies aro taking up this impor<
tan' discovery very warmly.—English paper.

BOARD OF PHYSICIANS
Of the State of Georgia.
T HE following extracts from the Bylaws adopted
by the Board at their first meeting, are made
bile, tor the information of candidates who may in
pul „
future apply for License to practice Medicine, dec.
1st. Applicants for examination shall be required to
write and present a Thesis on some medical subject,
and hand the same to the Dean on or before each an
nual meeting of the Board.
2d. The Board will require of each candidate a
impetent knowledge of Chemistry, Anatomy, Mate-
na Mcdica, Physiology. Surgery, Midwifery, and the
Theoiy and Practice of Medicine, and will not grant a
license to any candidate who is materially deficient
id any of those branches.
3d. In future, applicants having Diplomas, shall be
expected to send them to this Board tor examination,
and that in no case shall a temporary or permanent
license be granted upon tho testimony of a member of
this Board, or any other individual, without the Di
ploma.
4th. A re-examination will be granted by the Board
_ . tree mulatto woman, for the sum of two
hundred dollars (to enable her to purchase her hus
band named Richard, or more commonly culled Dick
Youngblood, well known in Barnwell District, South
Carolina) bound three of her girls, named Becky,
about 17 years old; Teeua, about 14 ; and Darcas,
about 12, to me, to servo as indented servants,—
and on Thursday, the 8th instant, she inveigled them
from my service, and removed to parts uuknowo,
taking with them my three servants.
A reward of twenty dollars will be paid for appre
hending the said Jemimah, her husband Dick, Becky
nnd Teena, and securing them in any jail and giving
me information, or five dollars for either,of fifty dol
lars to deliver them to me or in the Augusta jail.—
They have besides five smaller children, one a suck
ing baby, and may probably have their son, named
Daniel, a tall likely young man, about twenty-five
years of ags, all mulattoes, ten or eleven in num
ber. They started with a cart and white more. It
is not known xvhere they are going, as they told many
contradictory stories of going Back to North Carolina,
Ac.but it is supposed they are going in company with
a Mrs. Aikens, or some such name, from Barnwell
district, 8. C. whose husband absconded, and is in
Florida—and one other tall, lank looking svhite man,
as ono was heerd in Mr. Payne’s shop here to ask
Dick to take him along, and offered to lie his protec
tor. It is supposed they are gone to St Mary’s, the
Floridas, or Alabama.
A further reward of §25 will l>e given for the ap
prehension and prosecution of any white person who

and light complected mulatto, illiterate, but keen, art
ful and sensible, well acquainted with the world. It
will taken very wise person to detect and keep him,
for it is ten to one if be don’t talk himself off, as be has
a hundred plausible stories to endeavor to enlist the
feelings of others in his behalf. Jemimah is a tall,
long visage, and rather a dark mulatto, about 35 or 45
years of age. Becky, a plump, bright complected
mulatto, about 17 years old. Teena and Darcas, long
visage and darker, 14 and 12 yean old. All penons
in 500 miles round, who may have seen or heard of
them, are invited to call on me, or send all the infor
mation they may have to communicate, which will
be recorded by me; and whomsoever gives that infor
mation which will lead to their detection and appre
hension, will be entitled to a reward of $25.

most permanent fabric of society; and piety, the
source of the sweetest nnd sublimest pleasures, now
reside in our village. The gentleman whom we have
employed as Rector of our Academy, - Mr. Wit. H.
Bukcii, has come most cordiaily recommended, by
the Trustees of tbe Gerraanton Academy, North Car
olina, as their former teacher. Under the instruction
of this gentleman, students will be prepared to join
any College that parents or guardians may select
We flatter ourselves, that, from the salubrity of this
situation, the excellence of its water, and the evinced
reputation of our present Rector, the institntion will
receive a general patronage.
Geography, English Grammar, and other sciences
will be taught at $5 per quarter. The Latin and
Greek at $6 per quarter.
Parents and guardians may rest assured, that the
most diligent attention will be taken to advance the
students both in morals and literature.
