We have not as yet had time or opportunity to ex-
aniae the mass of evidence through which the com
mittee have waded to the conclusion which produced

proof that the manufacturers of certain articles do
ared further protection. This Bill differs from the
Woollens Bill of last session, inasmuch as it provides
I (protection for the growers of hemp, wool, grain, sugar,
Ac. and also provides guards against evasions of the
►'venue laws; whereas the Woollens Bill looked to
fee relief of the manufacturers of woollen goods alone.

During the past year there were inspected
in Cincinnati, Olfo, 18,000 barrels of whiskey,
9,000 barrels of llixseed oil, and 58,554 bar
rels of flour—anil it is estimated there were
15,000 barrels not inspected.
The schr. George Elwetl, of H ngham, was
upset in a squall, ofif C tmden, about sunset on
the 15th tilt. The crew consisted of the mas
ter and three men; there were also two pas
sengers; all on board perished, except a young
man by iIip name of Elwell, who got on the
bo'ont of the vessel, where he remained until
10 P. M. when the vessel struck on a ledge;
he lemained on n rock until 9 in the morning,
when lie was taken off by Capt. Alexander, in
Beverly schr. badly frozen and nearly ex
it atisted. He says the captain might have been
saved, bat in attempting to relive his brother
lie perished.

periment has been made in tins prison, of the
effect on health of cu.ting offbabiiu.il drunkards
at once from the use of sp>rituaus liquors, in
every form, and confining ihem to cold waier:
1: has been found invariably benuficial. They
seem to renew their youth; and a more bale,
healthy, muscular hody of nten cannot be found
in prison, than the cold water convicts in the
quarry of the Maine prison. Ii is an experi
ment also >0 show that hard labor can be per
formed on good food and cold water. As an
evidence of this, it is only necessary to see
these, men handle rocks.”
THE FRIGATE PHILADELPHIA.
Tins Fiigtyte, under the command of Com
modore Bainbridge, was stranded oil the Bar
bery coast, in ihe year 1804, and resistance
being impossible, she was taken possession of
by the T ipolitaus, and her crew made prison-
The Frigtile was afterwards got off, and
fitted for sea by the enemy; and it was while
she was anchored in the harbour, within pis,ol
hot of the whole Tripolitan Navy, mounting
100 pieces of heavy cannon, and ,-lso under
the piotection of formid-tble land batteries,
that the then Lieutenant Decatur formed the
bold resolution of entering the harbour by night,
and re-capon ing the Frigate. The particulars
of this gallaii' action, are thus detailed in the
Report of Col. Hayne, lately nude to the Sen
ile, on the petition of Susan Decatur, praying
compensation for the officers and men engaged
on 'hat occasion: ,
Ho immediately communicated the daring
schemo to his commander, and volunteered
his services to execute it. After duo delibera
tion on the proposal, Commodore Preble ap
proved of ihe plan, nnd accepted the offer of
Decaiui’s services. Fully aware, however,
of ihe extreme hazard of such an undertaking,
anil that its success would entirely depend an
the secrecy, celerity, and gallamry of its exe
cution; -and conceiving that any attempt to
bring out the frigate, if captured, must be ai-
ended with extraordinary danger to the cap-
tors, and expose the vessel to the risk of being
retaken; nnd believing, mmeover, that the
destruction of the Philadelphia would suffi
ciently restore the Superiority of his own fleet,
Commodore Preblo gave peremptory orders
in Lieutenant Decatur not to attempt to bring
the Frigate out of the harbour, lint “in case of
success, to hr. sure to set fire to ihe gun-room,
li-rths,'cockpit, store rooms forward, births on
ihe hir:li deck,” and, afier “blowing out her
bottom,” to abandon her. In the execution of
hese orders, Lieutenant Decatur m-nned a
small sketch of about sixty tons, (which he had
just before taken fi ont die Turks,) with seventy
officers and men, all volunteers, and soiled
front Syracuse, where the American Squadron
