the call of litis House, of the 6th Jahuary,
relative to tho prooeedittgs of n Court Mar
tial, which commenced its sitting at or near
Mobile, on the 15th December, 1814, fur
the trial of certain Tennessee Militiamen,
together tvillr tho correspondence hetwcou
the Governor of that State and tho Secreta
ry of War, respecting the length of service
of militia drafts, of that State, during the late
wan
REPORT:
That by the reference of these papers to
yeur committee, they have been unable to
place nny other construction on your order,
than that it was tho intention of tho House,
that they should examine the same, nnd deter
mine whether all the documents had been com
municated, or were on filo in the Department,
necessary to n true understanding of tlie caso to
which the call for these documents, is applica
ble: and, if any were wanting, to ascertain it
tvhat manner tho ddlicicnt papers could ho
supplied; and in reporting upon the nature of
tho transaction, which tnu papers disclose, to
dutcrmino whether the legislative interference
of Congress be necessary, as to uny amend
ment, oitbor of the v Rules and Articles of War,
or tho laws governing tho militia of the United
Suites.
In tlie. discharge of this duty, your Commit
tee will proccod saccindy to state to the House,
the character of the documents transmitted by
tho Department of War, tho periods and c-
vems to which they are applicable; tho law and
public exigency under which.tho Governor of
Tennessee, during the las* war,«ordered out
the militia daafts of that State, for the common
defence of our country; aud, lastly, the crimes
and offences committed by a portion of the
militia drafts so ordered out, wnich produced
a necessity for the examples wlitch were made,
and which are disclosed in the proceedings of
the Court Martial, convened at or dear Mo
bile, on the 5th.of December, 1814.
The first criticism to which ;he correspond
ence transmitted, in obedience to the ordor of
this House, by the Department of War, is lia
ble, is the numerical classification, made by
that Department, of the letters composing this
correspondence.
Tlie Secretary of War, has transmitted
iwclve letters, which passed between tho thon
Secretary General Armstrong and Governor
Blount. Instead of commencing the scries of
loiters first in date, by which tho inducement
would he shown for the reply, this order is in
verted, aud the series commences with n letter
from the Secretary of War, of the 3d of Janua
ry, 1814, marked No. 1; and his letters are
continued No, 5. Tt so happens, that the first
letter itidaie, isaslowdown us No. 6. Govern-
orBloult’s of the JOth of December, 1814, and
the second letter in date, is No. 7 Governor
Blouni’sof the 24th of December, 1813; to both
of which, the letter of tho 3d of January, 1814,
of the Secretary of War, is itn answer.

Indian Spring Deserve.
I N conformity to an act of the legislature of the 22d
day of De-ember last" to dispose of the McIN-
TQSI1 REBERVES in the county of Butts,” the un
dersigned Commissioners have had the Ocmulgee Re
serve laid off Into “four lots as nearly square us prac
ticable.” embracing 030 acres, end have ascertained
that there will be 32 lots of two acres, on the Indian
Spring Reserve—14 do. of four acres—10 do. of twen
ty acres, and 16 do, of thirty acres—total 72 lots.
They will therefore offer for sale, on Monday the 2i»t
day of April next,
THE 4 LOTS
of the Ocmulgee Reserve, at the house of Mr: Alex
ander, on said lands, and invite the’ attention of all
those who wish to purchase- Valuable lands. And on
the next day, Tuesday, the *2d of April, they will
commence selling
THE LOTS
at the Indian Spring, on that Reserve, beginning on
the two acre lots; then the lour, aud so on in regular
.order, until all are sold.
Tlie two acre lot, No. 2. has on it a large house, 74
feet by 50. built for a TAVERN, with a kitchen and
out-house. There arc, also, other lots, that have hou
ses, or summer tents, calculated for rent, or occupan
cy, the ensuing season.
Tlie sales will be made, each day, until nlf are sold,
between 10 and 2 o’clock, and one fifth of the amount
oftlie purchase money must be paid on the day of sale,
in terms of the law, aqd the balance “in four equal an-
nuul instalments.”
A plan of the tots will he left with Col. Balev, el
the Springs for the insjiection ol all persons who may
call.
It is expected by the- Commissioners, that the ad
vantages of the village contemplated at the Indian
Springs, in the use of Mineral It filer, and other pros
pects ofhealth, ought, and will bring together a Inrge
number to compete for choice, at the time of selling
the leta. _

The injustice, which, by a confusion of dates,
would lie done, even by possibility, to the par
ties concerned in the transactions of the militia
draffs of Tennessee,-which were nmdo for six
months in 18l4, by applying the letter of the
Secretary of Wur, of the Sd ofJauuary, 1814,
to subsequent draffs foe six mouths, instead of
those which were' made in 1813, lor throe
months, has induced your ,Committeo so to
arrange ' the correspondence, that the leading
letter, should come out first, and the st&suquent
tenors fellow in the natural order oftnotr re
spective dams. This obvious just classifica
tion being observed, it will he perceived, that
the letter oftlie 3d of January, 18J4, ijus no
bearing upon the draff* of militia, winch were
afterwards made for six months, in the prog
ress of.the year, by the Govoruor of Tennes
see, of which the regiment under the command
of Col. Pipkin conqtosed a part. V.;- ->j
