The acting Governor of Florida declares Mr.
White the duly elected delogato of that territory.
National Republican Convention.—Delegates to
this convention, from various parts of tho United
States, to the number of about one hundred and
forty, (says tho National Intelligencer) assembled
in tne Athenteum, in Baltimore, on the 12th inst.
Tho meeting was called to order by Mr. Liv
ingston of New Ybrk, who remarked that he
would beg leave to recommend to it, as chairman
pro tcm. preparatory to its organisation, the
name of a gentleman from Pennsylvania, distin
guished for his talents, and applauded for his in
tegrity nud firmness, throughout a loug life of pub
lic service—that individual was Abner Lncock.
Tho question being ppt on the appointment of
Mr. Lacock, it was unanimously determined in
the affirmative.
On motion of Mr. James Barbour of Virginia,
Thomas P. Ray- a delegate from tho same State,
was then unanimously appointed secretary—

One would suppose, that amidst such delights
ns here prevail, the wisdom of the State would
give itself up to sensual enjoyments ! No such
thing. Partizaus are more active, if possible,
than ever. If politics ran high at the first of the
session, they run higher now. Like the Tobcsof-
ky in a wet spell, they overflow every thing—
causeway and all! What was mere politics be
fore, is now boiled-down, granulated partyism—
and so virid, that tho very air hero w as contagi
gious as a pest-house.
There is no telling when or where tho Session
will end. Scnrely a single bill has yet passed
tlie second house; and very fewread the first time
after leaving the branch where they originated.
I was told this morning, that 201) bills were be
foro tho House of Representatives, waiting a se
cond rending.
The Yankees fare hut middling, in the hands
of this Legislature. They undertook the other
day iu tho senate, to nullify tho whole nation of
them. Tho way Dr Darnell rind some others
chewed them up, wasn’t slow. They commen
ced on the tin pedlers—who were soon blown to
grass, with their own horns. The venders of
wooden clocks and other notions were encounter
ed next, and fared no hotter. What a pity, that
rascality could not bo exterminated with theped-

Tho Senate occupied tho whole of today, or
rather wasted it, ou tho Decatur contested elec
tion. Why can’t Counties decide their own elec
tions ? Tins affair, of so little importance to tite
people, has cost them more than the county is
worth; and might have been determined, atoncc,
equitably, had not party feelings been enlisted.
And the abominable Ciurkmcn, not having tho
fear of “Troupand the Treaty” before their oyes
hold on to their obstinacy, like Pharaoh of old
Their enemies said, the Devil was in them. But
tlie question is at last decided, it is to be hoped.

The most important matter heforc the-IIouse of
Representatives today, was tho bill to abolish
Pciiiteutiniy punishment. It was taken up the
first thing in tho morning, and occupied nearly the
whole of tho forenoon session. Borne excellent
arguments were advanced onbothsidcs. Among
other reasons for its abolishment, was tho power
ful ono, that it wonld prevent Drunkenness and
Dyspepsia! These complaints, when whipping
and hanging were in fashion,’ were seldom heard
of—but now, overy body suffered under them
What was this to be attributed to ? Tho Peniten
tiary system, to be sure.* And why ? Because
there aro no excitements, nowadays: we havo
no puhlie spectacles—co hangings—no whippings,
or the like. Wc have nothing to be excited a-
hoiit—the human system needs excitement—it
can’t exist without excitement. Every body stays
nt hums now, drinks whiskey, and dies of Dys
pepsia! Oh for the good old day3 of branding,
and cropping, and burning at the stake! _ Then,
people could havo excitement without whiskey—
and eonid die without Dyspepsia. Thcse wero

A Committee of tho South Carolina Legislature
has reported agajust the petition of tho Rail-road
Company for a loan. - ,
In the same body the Comiuittoo on Federal
relations mado a. report on tho Letter of Gen.,
Jackson to tho Union party, which concludes as
follows. The minority made a counter report.
The committee in conclusion would distinctly
declare, that tho threat contained in the Presi
dent’* letter is equally impotent and unwise; and
that South Carolina, regardless of menace from
whatever qunrterit may proceed, will persist in
usiug such means of protecting her citizens a-
gainst manifest oppression, us the necessity of tho
case may demand, and her constitutional rights
will justify.
Influenced by theso considerations, your com
mittcc ask leave to submit tho following resolu
tions, viz: ’ •
Resolved, That the letter of the President of
tho United States to.a portion of tho citizens of
Charleston, bearing date 14th of Juno, 1831, is at
once at variauco with his duties and the rights of
tho States. , . y
' Resolved, That whether tbo threat cnntnmcd
in that letter was aimed at tho freedom of discus
sion, or at tho soveroiga authority of South Caro-
liun, it is nqu illy entitled to.tho decided repre
hension'of this Legislature, and is incapable of
exciting any other than an augmented resolution
to maintain inviolate the federal principles of
tho compact.

eight young men of gaud moral characters, between

tion in the various branchi s of Education, in Agri
culture, and in the Mechanic Arts. Apparatus to il
lustrate the sciences of Chemistry,’Astronomy, Nat
ural Philosophy,&c. will be procured and a Mccbau-
ic shop erected.
Schools of this kind, established in Tennessee eud
in the Middle nnd Northern States have flourished
boyond the expectations of the most sanguine. Hun
dreds of applications to enter students have been re
jected during the year for the want of accommoda
tion. Tho writer has been urged hy several respecta
ble nnd literary gentlemen, who bare promised their
son-, to open a smiler one in Georgia end he now de
sign! to moke the experiment. - So many mouths
haveeispsediu fixing on a site, since he formed the
determination, that he hat not now time to state eil
the particulars of his plan; nor will he make high pre
tensions in rr.gerd to bis qualifications norths amount
that shall be learned. He will endeevorhowever to
impart instruction as far and as well as he is able.
Assistance will be procured in teaching the mrchanio
arts and some of Inc common branches of Edccatlon,
The object is to mske practical men and qualify
them to'become good teachers of schools.
In government, be will endeavor to act the part ot

the week. Care will be taken, as the weather grows

they become inured to athletic exercise, by employ
ing the mornings and evenings. So many hours will
not be requisite all tho year, but In a busy season,
somewhat more.
Each student will provide himself with sheets, tow
els and blankets—and it would he economical for him
to have a coarse suit to wear during the hoursofie-
bnr. Books, stationary, oil, See. will be furnished
those who need them at the lowest price. The times
of emminations and vacations cannot new be aamed.
