Aii Act, Supplementary to the act intituled “An act making provision Jur the redemp tion of the whole of the public debt of the United States .” \ WHEREAS it is desirable tn adapt the nature cf the provision lor the re demption of the public debt to the pie s’ nt circumstances of the United States, which can only be done by a i oiuntary subscription on the part ol tlie creditors, Sec. 1. BE it enacted by Ihe senate and house of representatives of the Uni ted States of. hntrica, in congress as sembled', That a subscription to the I'uii amount of the old six per cent, deferred and three per cent, stocks be, and the same is 1 ueby pic posed ; for which purpose boohs :■ hall bo open and at the treasury of the United States, and by the several commissioners of loans, on the first day of July next, to co:.tii.ue open until the seventeenth day oi Alareii next following, inclu sively, the fourteen last days of each quarter excepti and, for such parts of the above-mentioned descriptions of stock, as shall, on the day (1 subscription, stand on the book , ol the treasury, and of the several commissioners-: of loans, respectively, which subscription shall be effected b\ a transfer to the United States, in tlu manner provided by law for such transfers, of the credit or cre dits, standing on die said books, and by asurrencLr of the certificates of the stock subs* ij!xd. Sec. 2. And he it further enacted , That lor the whole oi any part of ai \ sum which shall thus be subscribed, in old six per cent, or deferred stock, credits shah be entered to the respective sub scribers, and the subscriber or subscri bers shall be entitled to a certilicute, or certificates, purporting that the U nited States owe to the holder or hold ers thereof, his, her, or their assigns, a sum to be expressed therein, equal to the amount of principal of the stock thus subscribed, which shall remain unredeemed on the day of such sub scription, bearing an interest of six per centum, per annum, payable quarter, yearly, nom the lirst day of the quar ter, during wnich such subscription shall iiavc been made transferable in the same manner as is provided by law for the transfers of the stock sub scribed, and subject to redemption at the pleasure of the United States : Provided, That no single certificate shall be issued for an amount greate r ihciii ten thousand dollars : And provid ed further, That no reimbursement shall Ire made except for the w hole u mount of any such new certificate, nor till alter at least six months previous public notice of sucli intended reim bursement. Sec. 3. And be it further enacted , That for the whole, or any part of am sum which shall thus be subscribed in three jx r cent, stock, credits shall like wise be elite i ecl to the respective sub scribers; and the subscriber, or sub scribers, shall be entitled lo a certili cate, purporting that the United States owe to the holeler or holders thereof, his, her, or their assigns, a sum to be expressed therein, equal to sixty live per centum of the amount of principal of the stock thus subscribed, bearing an interest of six per centum, per an num, payable quarter-yearly, from the first day of the quarter, during which such subscription shall have been made and transferable and subject to re demption in the same manner, and un der the same regulations and restric tions, as the stock created by the pre ceding section of this act: ‘Provided, That no pari of the stock thus cicateu f Whole Number, 507. j shall be reimbursable, without L e- a - ol the holder or ho.dels oi sin stock, until alter the whole if (he e igut per cent, and four and a halt per cent, stocks, as well as all tl e six per cent, stock w hich may be create cl tn \ irtuc of the preceding section, ihali have been reeicc med. And be it further enacted, That the commissioners ol’ ihe sinknnr n fund shall be-, and they are hereby au thorized to appoint an agent in Lon don, and another in Amsterdam, whose dmy it shall be to receive subscrip tions and transfers, and to issue lew certificates in the mam er, and at the times above me ntioned, and as the edii cers of the treasury department, er the commissioners of loans might do ; that is to say, the agent in London, in favor of such stock-holders residing in the dominions of Gre at Bi itain in Europe, and the agent in Amsterdam in favor of such stock-holders residing in ary other part of Europe, as may respec tively become subscribers : Provided, That the ee rtificates issued In the said agents, shall bear interest only from the iirst day ( f the quarter i ext succeed ing that in which the subsci iptii n shall have taken place, and that in relation to | subscriptions mr.de in old six per cent, j or deferred stocks, the sums express* and j i:i such new certificates shall be equal 1 to the amount of the prii cipal of the old six per cent, or deferred stin ks thus subscribed, which shall remain . unredeemed, fur payment e i'the divi dend payable on such stock, on that I dr y from w hich the interest on the i e\v certificates shall commence. I commissioners of loans, respectively, triplicate abstracts ol the certificates of stock subscribed, and of the new cer tificates issued by them, during each quarter, in order that the proper cre dits may be entered on the books of the treasury, and of the commission ers of loans, as the case may be, to the holders of such new certificates. And the said ngc nts, before they t rite r upon the execution of their several offices, shall, respectively, take an oalh or af firmation for the diligent and faithful execution of their trust, and shall also become bound wilh one or more sure ties to the satisfaction of the commis sioners of the sinking fund, or of the secretary of the treasury, in the penal sum of twenty thousand dollars, wi’h condition for their good Lclcviour in their said offices. Sec. 5. And be it fur liter enacted , Tl at the holders of old six per cent, deferred, or three per cent, slock, who may become subsci ibers as ; fore said, either in the United Suites, or in Eu rope, and who, on the lirst day of juy next, and also on the day of the sub scription, shall be resident in Europe, may, at their option, which must be made at the time of subscribing, re ceive the interest accr uingon the stock, created by virtue of the preceding sec tions of this act, either in the UukcJ States, as father creditors, or at London or Amsterdam; that is to say, the stock holders residing, at the times above mentioned, in the dominions of Gre: t- Britain in Europe, at London, and t the rate of four shillings and six pci e sterling, for each dollar; and the sm k holders residing, at the times above-
