~.ored us with the following copy of a letter, con
taining an extract from the Peruvian Minerva
Extraordinary of Lima, of the 18th and 22d of
August. We hasten to lay this pleasing intel
ligence before the public in an extraordinary
Aurora.
Lima, August 18.
By an express dispatched by the intendant of
Areq'uipa to this government, we have received
early this morning, the pleasing intelligence of
the total destruction of the English in the river
La Plata.
Don Joseph Fernando de Abascal, of Souza,
gentleman of the order of Santiago, marshal ot
the corps of the royal armies, viceroy, govern
or, and captain general of Peru, &c.
We seize the earliest moment to make known
to the beloved people, the great news we have
received by an extraordinary courier. The en
emy, to the number of 8000, attacked the city
of Buenos Ayres—the valor of our troops com
pletely routed them, with the loss of 2000 killed
and wounded, and an equal number ot prisoners,
amongst these are 103 officers, including gene
ral Crawford, 5 colonels, 2 sons of noblemen,
and one lieutenant-colonel. The remainder
took refuge in the square Del Uetiro, where, to
sue tlieir lives, they saw themselves nccessita
tecl to capitulate—amongst other things, they
arc to leave the river La Plata, and evacuate
Monte veido.
This glorious action confirms me in the opin
ion that 1 had formed, contrary to the erroneous
opinion of the English, that the American Span
iards do not yield in valor to those of the mother
country, and will prove that, if the enemy shall
again have the temerity to attempt to invade
this viceroyality, they will not leave it on more
favorable terms.

Relation of the Victory at Buenos Ayres.
On the 26th June, eight vessels made their
appearance before Buenos Ayres. On the 28th,
8000 men landed from them at Ensenada de
Barragan, under the command .of generals
C rawford and Wlritelock, and marched imme
diately towards the said city. On the first of
Julv they encountered our army, commanded
bv the brigadief Don Santiago Liniers, and had
frequent encounters and skirmishes until the
sth, when the enemy advanced with the inten
tion of entering the city, but they were then at
tacked by our forces'from the several entran
ces of the streets, squares, galleries, and balco
nies, and after four hours of action, were entire
ly killed, wounded and made prisoners, with the
exception of a picket of 800 men, with which
general Whitelock took refuge in the convent
of Santo Domingo, without the walls. 1 hey
were here battered in breach, until after a se
cond request made to general Liniers, they
were admitted, in concert with other generals,
to the following capitulation:—
Art. 1. From this moment hostilities shall
cease on both sides the river La Plata.
2. The troops of his Britannic majesty shall
retain for the period of two months, the fortress
and pla,ce of Montevideo, and the country con
tained within a line draw n from San Carlos; in
the west, to Pando, in the east ; which shall be
considered as a neutral country—and no hostil
it .es shall Jake place with this line* understand
ing bv this neutrality that each nation shall live
there, subject to their own law s.
3. A reciprocal restitution of prisoners shall
he made, including the whole, which have been
made in South America, from the beginning of
the war.
4. For the more speed , dispatch of the ves
sels and troops of his Britannic majesty, the
provisions they require shall be sent them to
Montevideo.
5. The period of ten days is given from this
dav for the re-embarkation of the British troops,
that they may repair to a certain point in the
river La Plata, taking with them such arms as
they possess, with the artillery and ammunition
remaining, and they shall embark at such pla
ces as arc the most convenient for them, and
such provisions as they stand in need ol shall be
furnished at their cost.
(>. ‘Piie place and fortress of Montevideo shall
be left in the situation in which they took pos
session of them, and all artillery taken there
shall be delivered up.
7. Three officers of superior grade, shall be
given as hostages mutually, until these articles
are complied with, and it is hereby understood,
that the officers of his Britannic majesty cannot
serve against South-Amcrica until after tlieir
arrival in Europe.
Done in the- fortress of Buenos Ayres, on the
7th day of July, 1807.

A letter from a member of the legislature, to
his friend in this city, dated Millcdgcvillc, 12tli
November, mentions, “ That a BILL for alter
ing the Mayor’s court to its former sittings, has
passed the lower house and is before the senate.
The BANK BILL is also before the senate,
w here it originated—l expect the United States’
Branch Bank will be taxed severely.”—Mc-

The sloop Harriet, capt. Petit, from Charles
ton, bound to St. Augustine, lost her mast and
was driven on the Florida shore, in lat. 27. 16 N.
lon. 81. 16. in a violent gale of wind on the Bth
ultimo, vessel and cargo entirely lost—crew
saved. After getting from on board, the captain,
and people were reduced to the greatest ex
tremities, having been obliged to travel up
wards of a hundred and seventy miles, destitute
of almost every necessary, through a part of the
country quite uninhabited. The owner, his la
dy and the captain arrived here on Sunday last
in the sloop Patty, capt. Stewart, from St. Au
gustine. Capt. Petit informs, that there W ere
many wrecks on the coast. Among others, a
brig with “ Charleston” on her stern. Several
boxes and flour barrels were observed along the
shore, marked T T F, G W, &c.
Colonel Burr arrived in town yesterday (the
4tliinstant) from the southward.— Phil. pap.
Captain Foster, from Malaga, who arrived
in the outer harbor yesterday, in a short pas*-
sage. Says, it was reported there that French
troops were to occupy the ports of Spain. Such
may be the pretence, to conceal the design and’
preparation for an attack on Gibraltar—Bos
ton paper.
Orders were received on Monday, the 2d
inst. from the department of w ar, to discharge
captain Nestle’s company of Artillery, and cap
tain Reid’s company of infantry. As these
were the only companies of militia in actual
service, their discha.ge has a pacific appear
ance.—NOßFOLK PAPER.
The court of inquiry held on board the Che
sapeake, closed their proceedings the 4th inst.
and adjourned sink die. The proceedings,
with the opinion of the court, will be transmit
ted immediately to the navy department.—iu.
The observatory of Seebergh, founded by
the late duke ot Saxe Gotha, which had been
nearly abandoned since the death of that prince,
is about to be restored to its former activity,
under the superintendance of Dr. Olbers, the
expected successor of M. De Zache, who ac
companied the princess Dowager into Italy.
Died, on Friday evening last, in the 60th
year of his age, Mr. William Guides, a na
tive of Maryland, and a resident of this place
for many years past. He was a man of up
right cnnduct, and benevolent heart, and is
much regretted by all who knew him.
Died, oil the 17th inst. after a long and pain
full illness, Mrs. Mary Suder, wife of Joseph
Suder, daughter of Charles Watt's.
