STATE PAPER. Tiic following Royal Rescript has been pub lished lately by the king of Prussia : ■-'O THE DEPUTIES FROM THE MARK OF BRANDENBURG. “ Faithful and beloved subjects—l have re ceived at the hands of your deputies, the Coun cillors P.mnwiss, Zicten, and the burgomaster I'reytag, of the choice of whom I must express my particular satisfaction, your memorial of tiie doth instant, relative to the occurrences in tile Middle Mark, l’rignitz and Ukkermark, during the occupation of the French. Great and oppressive as the burthens are, which the unfortunate v. ar now concluded has brought upon nn faithful vassals and subjects in the said provinces, and severely as I am sensible of them, tiie unshaken fidelity and attachment of my subjects is still greater, as their patient endurance has proved. You have by your con duct obtained the esteem of the French, which, if persevered in, will, now that peace is conclud ed, shew you still more of that forbearance, with w hich, when enemies, they endeavored to dimin ish the calamities of war. “ It must first be your care to satisfy, to the utmost of your power, the arrears of the con tributions levied by the French army, since on that alone must depend whether we shall soon enjoy the fruits of peace, and be enabled to heal the sev ere wounds which war has inflicted on our country. To facilitate your performance of this, 1 will endeavor to abrogate the debt which i'e pavment of the contributions has obliged “the country to contract, by every pos sible economy in the disbursement from the revenues of the country for the maintenance of the civil and military state. With this view 1 have already reduced the pension list, and confined it to cases of the utmost necessity, and have made considerable progress in the limita tion of civil and military service, much as it mav pain my heart, especially as I must scpc ratp my self from men of merit, and men who have long served me. I must at all events avoid the necessity of imposing new burthens on my subjects, at a time when it is much more mv duty to support them in every possible man lier. 1 have, by sending general Knoblcsdorf to Paris, done all that depends on me to pro cure a diminution of the contributions, as also a facilitation of the payments, by the accept ance of instalments. All the conditions of the pe n* 1 will certainly endeavor unremittingly to I'ultil—more is not in my power—and I can only refer you to privy councillor Caslach, whom 1 have provisionally appointed to the provincial administration of the electoral mark, and appointed civil commissary general for all affairs relative to the peace of the provinces, and in the city lie will afford you every as sistance.” “Frederick William. “Memel, August 29, 1807.” The deputies of Berlin wrote to the king on the 14th of August, and in answer received the following cabinet letter : The affection with which tiie deputies and representatives of the citizens of my good city of Berlin, in their letter of the 14t'n of last month, have endeavored to console me for the loss of so many brave subjects, has made an in finite impression on me. 1 remember my -lost children with grief and gratitude ; while I give my love undivided to those who remain. 1 anx iously expect the time when I may again see them, and do all in my power to hasten it. On this iny good* citizens of Berlin may rely, till 1 can shew myself to them in person as their gra cious king. “Frederick William. “ Memel, September 6, 1807.” Holstein, September 19. On the 14lh another ordinance was published relative to priv ateers, and the establishment of courts for the adjudication of prizes. These com is are to be established at Flushing, Altona, and other places. As in this ordinance the prin ciple that “ free ships make free goods,” is laid down as net to be departed from, the priva teers are strictly forbidden to bring in any ships cither of friendly or neutral nations, let the car goes appertain to whom they may if the ship’spa pers are found to beregular, and she he not load ed with goods contraband of war, destined for an English port. “ As free ships make free goods,” so, on the other hand, the principle “ that ene my’s ships trfifke enemy’s goods,” is likewise to be acted on, unless it can lie satisfactorily shewn that the cargo is neutral property, and was put on board before the commencement of the war. Berlin, Septemberß. M. Yonßrockhausen, lately envoy at Dresden is spoken of as ambassador to Paris; this at least is certain, that he to-day received an order by a courier to repair mmediately to Paris. Count Lehndorff, late secretary of legation at the court of Russia, has been appointed envoy extraordinary and minister plenipotentiary to the same court, in the room of count Goltz. The following eight ministers have been dis missed : Yon Augern, Von Goldbeck, Von. In gers'.cbcu. Von Massow, Von derKeck, Von lte den, Yon Thulmeyer, and Yon Voss. The mi nister Von Stem has been recalled from his es tates to Mi mel, and received the chief direc tion of the finances, as first minister of that de partment. To baron Schrotter (late chancellor of the kingdom of Prussia, and chief president of tiie west Prussian government at Marienwer der) his majesty has given the superintendance of the department of justice, and of the eciesi astical department, to which is annexed the di rection of every 1 tiling relative to churches and chapels. \ iekva, August 15. The court Gazette of this day contains the following article under the head, Turkey : “ On the first of July the captain Pacha, with his w hole fleet, made anew attempt on Tc-nne dos ; but the troops which had disembarked had scarcely time to get back to their ships. The fleet was defeated, and six Turkish cap tains, and twelve tschauch killed ortaken pri soners, or devoured by the flames, which began to rage on board several ships at the same tune. The well known Bcldr Bey is among the slain. Ihe grand admiral, with his dismasted three derive! - , has returned to the Straits of Constanti nople. “ Oi: the lffrh of July, a dreadful fire broke <ut in the suburb of Galatea, at Constantinople, Thick destroyed many thousand houses.” , t,ojfn ?n, September 14. j \ urious reports are in circulation, respecting the object of the new expedition. Among others, it is said, its destiny is Halifax, a-Scotia. Letters from Lisbon per packet, stated that Spain had demanded six sail of the line and 10,000 troops from Portugal, and that, in com pliance w ith this demand, the ships wereequip ig- Madeira—The quid mines have guessed that the expedition now fitting out at Ports mouth, is destined to take possession of the is land of Maderia ; but it is not to be supposed that ministers have trusted such leaky gentle men with their secrets. A force (said to he 3,000) is ordered to be embarked ; and trans ports have been victualled for three months at Portsmouth. The expedition is expected to sail in September. If Madeira is the object of the expedition its possession will be in consequence of an arrangement with Portugal, as in 1801 ; when we took it by consent of the Portuguese. It was garrisoned jointly by the troops of both nations ; and no change was to take place in the government of the island. Savannah, SATURDAY EVENING, NOVEMBER 28, 1307. A gentleman who left Milledgeville on Sun day last, informs, that the Legislature had pass ed an act, dividing the count) of Baldwin into five counties, and Wilkinson into three ; which eight counties form a fourth circuit. No officers had been elected for this circuit; nor had the new counties yet been named. They had like wise passed an act, altering the sittings of the Mayor’s Court; which is to be as formerly, eve ry month, instead of every three months.’ A bill has passed the house of representatives to prevent profane swearing ; and another has been introduced to punish lying aud drunken ness. The bill to establish a State Bank was still before the senate, and seemed so popular a thing that little doubt was entertained of its passing. Chari.kston , November 24. By the schooner Henry Dennison, w e have been favored with New-York papers to the 15tli inst. From one of the last we copy the following article ; but think it is not entitled to any credit : Boston, November 10.—Last evening a re port was brought to town, through different channels, from Marblehead, stating that one or more fishermen had arrived there from the Banks, which had been spoken by the Revenge, on her passage from England, and informed that WAR WAS DECLARED AGAINST THIS COUNTRY! The 98th and Newfoundland regiments from Halifax, have arrived at Quebec ; in conse quence of which the loth and 100th regiments, lately stationed there, have been ordered to Montreal. Gun-boat No. 16, lieutenant Ballard, sailed for the Belize on Monday last, whence it. is understood she will proceed to cruize off', in the Gulph. Evf.ritt St Evans, In the Intelligencer of the 27th inst. we have the substance of a set of resolutions introduced into the house of representatives by Mr. Bryan, which ape said to have passed with only four or fire disssentient voices. This statement is in correct. The fact is, the resolutions passed unanimously ; and the adoption of them is so ex pressed upon the journals. There was some disagreement as to the preamble to the resolu tions, which was introduced, not by Mr. Bryan, but-by Ebenczer 11. Cummings, esq. of Wilkes county. Z. ISLAND OF ST. THOMAS, Capt. Johnson, of the schooner Amity, arriv ed at New-York on the Bth instant, from St. Themas’s, informs, that on the 10th of October, the day of his departure, alarm guns were lived by the Danish batteries, and the captains and seamen of all the Danish vessels ordered into the forts, as an attack from the British was mo mently’ expected. The British squadron con sisted only of one frigate and an armed brig, but there had been occasionally five vessels cruis ing near the island. Previous to capt. Johnson’s sailing, a flag of truce hud been sent by the go vernor of St. Thomas, to the commander of the British squadron, to ehquire whether war was declared between the two nations, but returned without an answer. Captain Dixon, arrived at New-York on the 12th instant, in 25 days from St. Thomas, in forms, that that place was strictly blockaded, and was then under martial law’—that alarm guns were constantly firing—that the markets were glutted with every kind of produce, and that all intercourse with St. Croix had ceased. One of the Danish cutters that used to carry the mail from St. Croix to St. Thomas, nas beciK taken by the British and sent into Antigua. PORT OF SAVANNAH. ARRIVED. Ship Rufus, Royston, No v-York—B. Our fishermen have all returned, and gene rally with excellent fares. We have 44 sail. By the best calculation, they brought in 50,000 quin tals of codfish.
