however, shews us more (fits importance. His
squadron has now been increased to ten sail of
the line, consisting of the following ships:—Hi
bernia, 120; London, 93; Ponipee, SO; Vali
ant, “4; Captain, 74; Marlborough, 74; Mon
arch, 74 ; Bedford, 74; T.liZabtth, 74; York, 74;
all picked ships. Several frigates accompany
him, and he will have at least 5000 troops.—

The preparations for this expedition have been
going on for several weeks, but they had in some
ports, the appearance of being intended asrein
forcenicuts for that in the Baltic. Sir Sidney
bmith i*. expected to sail in a few days.
There is now at a coach maker’s, inLongacre,
two beautiful carriages, of fanciful form, with
harnesses, for Christophe the sable chief of Hay
ti. The arms are a sun rising Iran the sea, sur
rounded by bees, emblematical of anew nation
rising by industry. The crest is a black, hold
ing the cap of liberty.
The gazette of Tuesday st iles, that his ma
jesty Ims been pleased to grant tile dignities of
baron and viscount unto the right Iron. William
Baron Cathcart, by the titles ot baron Greenock,
of Greenock, in the county of Renfrew, and vis-

distribution of the British naval force, up
to this day, is as follows :—At sea, one hundred
ships of the line; eleven from 50 to 44 guns;
one hundred and forty-one frigates; one hun
dred and seventy-five gun-brigs and smaller
vessels—,miking a total of six hundred and two
ships of war, which, added to those m commis
sion and under repair, including uic'guard-ships
give 140 of the line; twenty-one from 50 to 44
guns; one hundred and eighty frigates; two
hundred and nineteen sloops; and two Hundred
and. twenty-four gup-brigs, &c. making a total
of seven hundred and ninety -ships of war. Lx
cUisive of these, there are 44 sail of the line
budding, and 45 in ordinary, forming the proud,
the unparalleled aggregate of two hundred
ami-thirty-five sail oi the line, independent of
the Danish fleet.
November 7.
We yesterday hazarded an opinion, that the
secret expedition fitting out at Ply mouth, will
be upon a much larger stale than report first
represented it. It is now said that admiral lord
Crumbier will nave the chief command, and that
sir Home Pophavn will be captain of the fleet.
Tile latter will leave town this day for Ply
mouth.
A gentleman arrived yesterday at Ramsgate
from Caen, winch he left on Thursday. He
w., at Paris ten ffiiys ago. No intelligence
h .and arrived there of the French having entered
Portugal. Bonaparte was at Fontainbicau.

The preparations for the sailing of the new
expedition are understood tx be in such a suite
of-’forwardness, that the gentlemen connected
w. the snipping interest in the city, are in
daily expectation that an order for an embar

in’- i. The ships of the line which arc to form
tile fleet, are said to be all in readiness. Tiie
light infantry of the German legion commenced
t icjr march from Deal, on Monday, for Ports-
Hi ,o.ii, where, it is supposed, they will embark
to proceed to Plymouth, and form a part of the
military ton e of the expedition.
Parliament was yesterday prorogued to the
17th c3 December, and it -s generally supposed

The court martial on general Whitelock is
convened to sit at the royal hospital at Chelsea.

Mr. Kaye, tiie messenger, arrived yesterday
Sj the foreign office with dispatches from our
minister at the court oi’St. Petersburgh. A ca
binet council w-ns assembled at the foreign of
fice, after Hie arrival of these dispatches, and
•also took into consideration dispatches received
from Lisbon. The council delibe
ration until eight o’clock last night.
There have becu several arrivals from Por
tugal besides tile Townsend packet, mentioned
i par last. The latest accounts are brought by
hi- majesty’s brig Raleigh, which lias arrived
at Plymouth from Oporto, and which sailed
from the latter port on tho .list ult. If we may
c -edit tiie intelligence brought by this vessel,
t u. Portuguese government, have abandoned the
T ‘tendon of removing to the Brazils, and hate
yielded to tiie mandates of Bonapaite.
EXTRACTS OF LETTERS.
Lisbon’, October -IS—Nothing particular
his occurred here since my last, ot yesterday’s
date, but we are informed that troops are in
m ion throughout the whole of Spain. The

1 < October 20.—The Drench trodps are not cw
expected here immediately, OCr first visitor
are to be our neighbors, the Spaniards. The
Portuguese troops indeed seem to be paving the
wax for their entrance, for they are abandon
ing the provinces, and concentrating them
selves on tiie coast. The preparations for the
emigration of the court to the Brazils are con
tinued apparently with vigor. In the mean
time our ships of war have been recalled. The
fleet of observation w hich was cruising before
Algiers, has arrived here. The large army
which the French have assembled at Bayonne,
is now expected to be stationed at Fcrrol and
Corunna. It is thought that it is the plan ol
the French government to assemble a number
of ships at these ports, and to risk an expedition
from them against Ireland during the winter.
In the midst of all our confusion, the priests
continue the ; r influence over the minds of the
populace, and indeed, the higher ranks also.
The host has been exposed ; and religious pro
cessions are daily followed by the nobility, both
male and female. The theatres are shut; and
on the one hand the greatest apathy, and on the
other the greatest alarm prevails. The crisis
is dreadful, but there is this consolation, that in
a verv short time our fate will be decided.
We stated in our yesterday’s paper, that ail
friendly communication between this country
and Portugal had now finally terminated, and
to-day we are sorry to confirm this account
by inserting the following proclamation of the
prince regent, brought over by the Auckland
packet, just aarived at Falmouth, in eleven
days from Lisbon :
EDICT BY THE PRINCE REGENT OF PORTUGAL.
It having always been my greatest solicitude
to preserve within my dominions, during the
present war, the most perfect neutrality, upon
account of the acknowledged benefits resulting 1
therefrom. It being, however, impossible to :
preserve that neutrality any longer, and con
sidering besides, how desirable a general paci- 1
fication is to humanity, I have been pleased to I
accede to the cause of the continent, uniting -
myself to his majesty the emperor of life ;
French king of Italy, and to his catholic ma- j
! jesty, with the view of contributing as much ;
as in my power to the acceleration of the ma- :
l-itime peace ; wherefore I am pleased to or- ■
der, that the ports ofthis kingdom shall be im- ■
mediately shut against the entry of the ships .

enter under the name of the Auxiliary army of
Portugal.
GREENOCK, November H.
There is no further intelligence from Portu
gal. The report respecting an insurrection in
Madrid, and the death of the king of Spain, wc‘
understand is mentioned in sex-eral private let
ters. The prince of Asturias, it is said, was
killed, ’•int the report of the prince of peace
having suffered the same fate, is contradicted :
on tiie contrary, he is said to have seized upon
the government, which he directs in concert
with the queen. There is, howe'-er, nothing
like certainty in any of these rumors.

The French ship Patriot got tinder way
from Hampton roads and proceeded to sea this
morning. The British ships have not been
seen on our coast for some days, and it is be
lieved they have quitted this station.— ib.
A letter from Washington, dated Dec. 18,
receiv'd yesterday via Nexv-Yotk, mentions,
that it was reported that Mr. Rose, the nexv
British minister, had arrived at the mouth of
the Chesapeake, in the Statira frigate.
By a decree of his imperial majesty Bona
parte- dated 7th October, citizen Pi chon, con
sul general and charge d’affaires near the Unit
ed States of America was deprived of his func
tions for having (amongst other charges) gone
beyond the powers with which lie was invested.
Courts Martial are ordered to be held on
commodore Barron, and some of the officers
oi tiie Chesapeake, ol which court, captain
Rogers is president.
