For the information ol the foregoing default- ‘
ers, and all others whose names are not therein
mentioned, but who am nevertheless in de
fault, the following erti.wt from the Tax Laws,
of this state, now in force, arc published, and to
which particular attention is retained, as the
laws will be it forced:
An ACT to raise a Tar f r the xufifiort of
Government, J r the year 1805.
“Sections. That if any person or persons
shall neglect or refuse to give in a return of
his, her or their taxable property, or shall be
convicted of fraud, or making a false itturn
thereof, he. she or they shall be liable to pay io
tne clerk of the inferior Court of the county,
a flue <A ten dollars lor every hundred dollars,
valuation so neglected or concealed,” k<.
“Section IS. Every person or persoi s, refus
ing or neglecting as aforesaid, shall forfeit and
pay for every such neglect, the sn-r. ol one dol
lar lor every l ee m..k, above the age of twenty
one years; and the sum oi one dollar foi very
nc. “ j; the sum of eighty cents on every bun
dled dollars value of every lot, whaf, lands and !
buildings, within the limits of any town, village
or boiough.”
“ Section it). JEhereas divers persons, now
resident in this state, irnpoi t large quantities of
goods, wares and merchandize, and evade the
payment of taxes, by nor being in this state at
the time usually prescribed for making leitiiT.s
for taxes : For remedy, Me it enacted, That
any non resident who shall expose to sale, any
goods in this state, shall, on his arrival, or with
in seven days after enteiing the same, make
returns, on oath, to the receiver of tux re turns,
and give security to the tax-coilector to pay the
same, on or before the lime specified for pay
ing taxes, imposed by this act. Provided, ‘1 hat
such goods shall not be liable to pay the tax
when they may be exported, orplar.d ::i the
hands of a vendue-master, to he actual:/ dis
posed of bv him or them. And on failing to
comply asafoicsaid, it shall and may he lawful
for the tax-collector to proceed against him or
them i;i like manner as against persons about
to remove out oi the county.
“ Section 2D.” That it shall be the duty of
the judges of the superior courts, st the
next term after the returns of the receiv
ers of taxable property shall have been made,
agreeably to this act, to give it in charge to
the grand juries of the several counties,
that they do present all such persons as nuiv
be defaulters under this act. Provided, ne
vertheless, That where any person or pe.tsons
who may be a defaulter shall, before any
information or presentment be made against
him or tin to, go to the clerk of the supe
riu court ot his county, and give in a list
of his property, upon oath, in the same man
ner as ought to have been given to the receiver,
such person or persons shall be exonerated
from the pains and penalties ( f this act. And

All ACT to amend and continue hi force the afore
said act.
“ Section 2. That the clerks of the superior
courts shall not be at liberty to receive any re
turn ol taxable property, as directed in the be
fore recited act, but it shall be the duty of the ;
des ks of the inferior courts, in the different
counties, at any time before a digest of the
taxes should be completed (and not after) on
application, on oath. Sec.

The hill supplementary to the act levying
an embargo was discussed in the house, when j
about ! o’clock, on motion of .Mr. Randolph, it 1
was postponed. j
Air. Randolph then rose for the purpose of
making a motion and giving information to the
house which he had just received. This was
a duty which he owed not only to himself but
to the enlightened and independent freeholders
who gave him a seat on this floor, and to the
country at large. Within a few days informa
tion had been put into his possession, of a na
ture and on a subject which he deemed it pro
per for the constituted authority to enquire in
to. Had this information come earlier into his
possession, he should not till now have delayed
gi\ ing it publicity. He would first state certain
faw.a- and those facts would be the ground of
his motion, bn which he should offer no argu
ment. Mr. R. then read the foliowing docu

Between my repeated declarations to many
of my friends and acquaintances (I must say iff
with a blush) and ibis certificate there is a mu
nilest contradiction. And between this same
certilicrtc and the deductions to be drawn horn
my declaration before the Richmond con 1,
there is an apparent inconsistency which it is
now my task to clear up and reconcile.
Duimg general Wilkinson’s residence in
New-Orlcans last winter, I used occasionally
to visit him a few days before he icb t v
leans I waited upon him one morning, aiu'i ~f-ter
ter some conversation on certain transactions
that had taken place at a former period in the
western country, and on the delicate situation
in which his conduct during the winter was
likely to place him, he asked me if I h.jfi a ny
objcction to give him a certificate that might
help him to silence that foul-mouthed Brad
ford, and refute the assertions of the editor of
tile Western World. J replied without h sl
tation that I hat! none- and would give him one
with pleasure, provided he promised me it
should not be published. On this l ;e assured
me that the only use he proposed to make oi
it, was to lay it before the president, with the
view to prove the falsehood ofthe charges cir
culated against him, vindicate his character
and secure the confluence cf the executive

might not make it out entirely to his satisfac -
