Fawkkxer. London, November 2R. Sir Robert Wilson, arrived at the f,.reign of fice this morning, with dispatches from lord Le vison Gower, at the court of bt Petersburg!). A Russian messenger also arrived, with dis patches ox the greatest importance. A strong conviction appears to prevail in the city, that a correspondc ,ce on t.ie subject of , eace is maintained between our government aid that of France. This opinion seems tode ive some probability from the gradual rise of me funds for some days. Consols this morn nig uivanced to 64 for money, and 64 3-4 for the upemng. iJispatches have been received from admire Purvis, of a very recent date. They state that die Cadiz fleet, consisting of eleven s„,f of th line, were equipped and ready for sea. Tnc were in the Outer harbor, with sprihgs on then cables. Admiral Purvis, with nine .sail of tnc one, was closely watching them, and suclr was As mdefatignnle ntteiidon, thn't he ohiy kliowed ■it rase ts two hours rest at a time. < , Sir John Warren took leave of tile admiralty ■. yesterday, previous to his departure fur Hali fax. Letters from Madrid of the sth instant, were’ received yesterday. They express the strong est apprehensions'of the approach of the most mport&nt events. Tulle, rand’ and Bcrthier were reported to have arrived there, and the execution of the perfidious designs of the Corsi can was looked forward to with the deepest sen nations of dread and horror. According to the new regulations, which were sent to ihe Custom-Hou ,e on Thursday, we understand that neutral vessels are to pay dutie-. both inwards and outwards in our ports, before they are licensed to pioceed to France under the late Orders of Council. The effect of the new dudes wall be to raise the price ol colonial produce to the continental consumers about fifteen per cent. From this a consider able accession of revenue is expected, while the subjects of Bonaparte must be compara -1 lively injured. The French troops, in great lorce, are in full march through Dalmatia Baltimore, January 9. Rumor, generally deserving but little atten tion, this morning circulated an ccount wnich we deemed worthy of further enquiry. We were favoured with a few minutes conversa tion with an intelligent gentleman from Wash ington. He concludes, from the opinion and speculations in the higheat circleh there, that if Mr. Rose is clothed with ample powers, and is so disposed, an amicable accommodation may he speedily expected with Britain. Norfolk, January 11. We have just perused a letter from a re spectable merchant in Baltimore, dated Friday last, to his correspondents in this place, “ In telligence has be n this moment received from II aslijngton stating that orders had been issued by tlii govermen; to arrest .the celebrated French general J/oreau, who lately went u the western country, on his way to New-Oi leans.” /Fe give this as report, St although the respectability of the source from whence vu. have received it, has great w eight with ns, we feel reluctant to believe that this great man. has engaged himself in any dishonorable plans against this government. The Alexandria Packet went down to Hamp ton Roads on Friday last, to take Mr. Rose from on board the frigate Statira : but from bail winds, she was detained until yesterday, when she Sailed for Washington with a fair wind, which continues. MAts'flrvuT'ov, J<m. 9. A/r. Rose has not arrived, but may he ‘hourly expected, ‘flic clufiiculties which he Supposed to exist to his landing have been removed by the goverment. SAVANNAH, Tuesday Evening, January 20, ISOS. Leonidas will excuse us for omitting his favor this afternoon. ‘I he late foreign intelli gence by the mail of last night, and the ad vanced state of our paper at the lime of its ic ccipt, rendered the omission indispensable. It shall, however, have a place on Thursday. We were not able to procure our papers by the Itoodrop Sims in time for this day’s ga zette. H e have conversed with a gentleman who was a passenger on board. He states that all intercourse is prohibited with ihe domini ons of France, and indeed with the whole conti ■ent ot Europe, in neutral vessels—that, being 1 native of America, he applied to our minister Ur. Pinckney, for his opinion, respecting his icmiening in England—that he strenuously ad vised !tim to return home immediately. From this anil liis general conversation, the gentle man concluded that il was his opinion hostili ties would take place shortly against this coun try. The people of England were much op posed to the idea, and the Ameiican merchants hud held u Ir.ee 1 ing to take into consideration the stiiro of affairs. The. present ministry of ; England, toe wavs, afe cOmsEercfl as being very hostile to the AinciiOrtns.-- .City Gazette. Since the embargo has been laid on, thr ci tizens ot Aal imore have held several meetings on the subject of taking into consideration the expediency of commencing lie manufacture of wool and cotton. It appears that the opinions 1 of hesc meetings have been favorable to the ; plan; lor, in the last p pels we find iuvitn'ions given to all persons skilled in those branches to make themselves known tothech lintnm of the nn:eU!)!f; and no doubt many persons w ill be found in the United States, as well qualified m conducts spinning machines as any in Great- Britain or Europe.
