* bhok, rvtners, clothes, S:e. rvhic'n were shore, effected his escape in the course ul’ ... A few days previous to the 2d, a French frigate of 36 guns, provisioned fora voyage oi seven months, proceeded from Ciierburgh to Brest. There was in the for mer port a French corvette, carrying i 6 guns, lately returned from a cruise. She had been to sea for some weeks, and during her cruise fell in with the homeward bound East . India fleet. It was this corvette that boarded the Ford Eldon Indiaman, in Portland roads, and was so gallantly repulsed : she was comman ded by the nephew of general Moreau, who lost his life at the wheel of the Lord Eldon, b\- a sabre blow from captain Young, which se vered his head from his body. The American . ship Victory, had been seized at Cherbut gh, on account of the captain having made a false declaration, and not as has been reported for having rum on board: It was necessary be fore his inward clearance could be effected at the custom-house there, that he should prove ho had no goods of /finish manufacture on board; that he had not touched at a British port, -and that he had not been detained by a British cruiser. The cap’ain acknowledged his deten tion for five hours by au English cruiser, and this was deemed sufficient to seal his condem nation. Such are the statements,of the Ame rican captain. According to information received yester day from Plymouth, through a vessel which ha just arrived there from St. Andero, the prohibitory decrees of Bonaparte against our commerce are in futuietobe enforced iu the .Spanish ports with the utnmt rigct.r. An f order had been received at St Andero just be fore tins vessel sailed, enjoining, that no wool should be exported to any part of the British empire. As wool is the the principal article of Spanish produce imported into the united kingdom, one may infer from this order the total prohibition with Spain, as far as the or ders of the government cun be effective. Government, we understand, is determined not to suffer any foreign vessel to land a single passenger in this country. A vessel arrived at Yarmouth a day or two ago, from a Dutch port, with passengers ; but they were ordered away immediately, without any of them being suf fered to set a foot on shore Sheerness, December 3. Orders have been just issued to the men of war at i hi. port, to seize all Russian ships of war and merchant vessels they may fall iu with. T e:;th Congress ot the United .States.
