this view of thp matter, which is certainly pie-
seined in a conciliatory spirit, one ofthe ob^ia-
cles to a complete understanding between out-
count! ies can be removed by the United Stains’

that blockade when they can he justified in ask
ing a repeal of the orders, and I may commu
nicate this to my government,it will u-'uotibf-
ctlly be vciy satisfactory : but I beg distinctly
to disavow having made any acknowledgement
that the blockade would rea>c merely in con
sequence of a revocation ol the orders in coun
cil ; whenever itclc.es cvase.it will cease be
cause these will be no adequate fotcc applied
to maintain it.

praying for compensation for his services while
employed in the navy department (presented ,

On motion of Mr Rhea, the comruittcron post-
offices and post-roads, were instructed to report
a bill authorising the members of the senate
and house of representatives to frank the pre
sident’s jr.essage with the accompanying docu
ments; at the opening of the session, notwith
standing they may weigh more than two
