The hill for incorporating the Planters Bank,
agreeable to the late modifications, has passed
both houses of the legislature, and was, accord
ing to last accounts, waiting the Governor's
sanction. As soon as we receive it, tn its pro
per shape, it shall be given.
Gabkikl Doval, esq. the present comptrol
ler of l’ue Tieasuij of the United Slates, and
Joseph Stohy, esq. of Massachusetts, have
been ap|<ointed by the president and senate of
the United S a es, to be judges of the supreme
court of the United Slates ; the fotmer to sup-
ply the vacancy occasioned by the death of
judge Chase, and the latter in the place of J. Q.
Adams, esq. who is understood to have declined
the station.

rived ai this port the fine, last sailing schooner
Ma ia Louisa, capt. Stowell, in 37 days ftom
La l es'e, (from which-she sailed on tho 15th
ot Ocifbci) with a very valuable cargo. Capt.
S. informs us that the emperor Napoleon had
45one to Holland, whither he tiad been followed
by the new American minister, Mr. Barlow;
. that reinforcements of troops were constantly
1 maichii g into Spain ; and that a war between
Fiance and Russia was si ill the subject ol con-
vfttsaiton. The American frigate Constitution
tvas at Cherburg. No new seizures of Ame
rican vessels had taken place in the French
pops; but several had recently been released.
Capiuin Stowell has btought dispatches lor the
-Seci ctury of State.
The U.States fiigatc President, commodore
Flodgeis, and sloop of war Wasp, sailed lrom
this port on Thursday last ; and yesterday
■ morning the frigate U. States com. Decatur,
.on a cruize.

>Insurrectional Gdadaloufle.—By th* arriv a!
yesterday mort png of the brig Abeona, captain
.Watson, in 18 days from St. Croix, \j[c learn,
that - , an jntended insut lection at Guatlaloupe
has been lately discovered and the leaders ar
rested and secured. The scheme was plan
ned by two Frenchmen, who, at the tune the
island was surrendered to Ute British, were
permitted to remain on their parole ol honor
without taking the oath of allegiance. One of
tiicse, Mnns. Davite, a merchant of high stand
ing at Point-Petic, was to have been, in case of
success, the governor of the island, and the
o'her, who was iormerly an aid to Eurnouff,
was io have-been the military chicltain.
The insurgents had been scctetly supplied
with five thousand stands of arms by merchants
at St. 'Bartholomews, 'll is said, that the plan
was thoroughly organized, and every part of it
in readiness for execution ; and that ..bout an
hour before the general 'slaughter was io have
commenced, a violent -dispute atose between
two civil and military leaders, which tlisaimed
them of their discretion, and led to a discovciy
of the plot. These particulars wete received

Philip Stagg, ot the city and county of New*
Yoi k, belt g duly sworn, deposclh and saith
that he sailed second-mate of the ship Tiavel-
3c, capt. Pendergrass, horn this port, on or
about the 29 h December last for Bordeaux ;
and from Bordeaux for New-Yorkpih or about
the 5th day of July last ; and was captured on
the Adi of August last, weslwaid of the banks
ol Newfoundland, by the Little Belt, and car
ried into Portsmouth, England—thut the depo
nent perfectly well knows that among the crew
of the Traveller were two men before the mast,
one by the name ol John Aikins, and the other
by the name of Stephen Blanchard, which two
:ncn continued on board of said ship Traveller,
until she was taken by the Little Belt, and car
ried into Portsmouth as afoicsaid. And the
deponent further saith, that he particularly well
remembers that the said John Aikins was dis
tinguished by a white lock of hair on ilie fore
pat t of his head—’hat on boatd the same ves
sel was a man by the name of Joseph Dehague
from Canada, and he has often heard the said
John Aikins say that lie and the said Dehague
were horn in the same place. And this depo
nent fuither saith, that the said John Aikins
came home with him in the Criterion, which
arrived in this port on or af er the 6 h of Nov.

of "fifteen, in all 422. This enumeration was
made and is certified by Hosea Holcombe and
William Jackson, who suppose that several of
tbe descendants of Mrs. Edmondson were not
included, as being unknown to tbero. They
also add, that very few of the four hundred and
twenty-Uvo enumerated descendants of that-la
dy were dead at tbe time of her death.
■ ", oo the 2d of October last, in Green
ville district, South Carolina, colonel John Tho
mas, aged 93 years. Col. Thomas was a uative
of Pennsylvania, was in Braddock’s defeat in
1755, in the expedition against the Cherokee
Indians in 1762, and served with reputation to
himself and usefulness to his country through
the revolutionary war.
Died, at Boston, on the I3:h ult. Robert
Treat Paine, jun. esq. the splendid poet of
. America.

Died, on Saturday last, at New Providence,
E^sex county, of the consumption, Mr. Daniel
Mulyord, formerly principal teacher in the
academy in this town, and la’ely a practitioner
at law in file state of Georgia, aged 30 years.
Seldom does the pen of euiogium and a char
acter more worthy to dwell upon, than that of
the deceased. Possessed of a strong and ar
dent tr.ind, he arose, by self directed applica
tion, to a conspicuous standing in the ranks of
j science ; and but for the ravages of premature
disease, would probably have become one of
the first in his profession, and an ornament to
his country. In his disposition he was noble
and generous—in his friendship ardent and
sincere. Finding liis constitution gradually
undermining, he had been in the habit for se
veral years past, of removing to, and from this
place, and the state of Georgia, in order to take
advantage of the climates ; and last spring pro
bably under the anticipation of his end, he
came to the northward for the last time, and
retired to New-Providence, the place of his
nativity, where, during several weeks confine
ment the lamp oi life gradually became extin
guished ; and he died with a serenity of mind,
which leaves his .friends, the animating hope
that he has gone to enjoy a blessed immortality.

At a meeting held at the Exchange, on

proceeds thereof divided among the stockhold
ers. The consideration of which motion, will
