lars, and to the contractor for the army the

Specially authorised by the last legislature ; but
the second was drawn from the. military fund
after the enemy had invaded the state, at a
period when the contractor’s' department was
utterly destitute of funds and uoabln to snpply
the troops in service without such. aid. .
Both, these advances of twenty And thirty
thousand dollars have, however, been recog-
nized by the war department, and-'their re
payment assumed. Theexeeutive has not long
inre been notified, that tbe funds were,ready
for their discharge at the city of Washington,
and the necessary drafts baVe been transmitted
there for that purpose. We have also good
yr rounds for the expectation, that the expendis
tare for fortifications on the. sea coast wilt be
reimbursed to us whenever the proper vouchers
eun be transmitted to the seat of government.

relating te these'subjects, will accompany this

It is proper farther to mention,. tliut divers
smaller advances have at different periods
been made, when they appeared indispensable
for the promotion of tbe public service. These
^j.ave been so ■ guarded as to leave,,.ho doubt of
r their reimbursement. •' '
The legislature.will hate an opportunity to
discover, from personal observation, tbe pro
gress which hat been made in the erection of
the penitentiary edifice. A report will in due
time be laid before them from the commission
ers, detailing tbe expediture of. the monies ap
propriated for that object. It will be seen on
inspection, that much of the interior work re-
. mains to be done ; and it is believed - that a
completion of the whole of the present bail-
ding, including the necessary wall, can hot be
reasonably calculated on earlier than the next
meeting of the legislature. The intervening
time will afford an opportunity Tor revising and
rendering more perfect the penitentiary code
The Introduction of a system ofpunishments en
tirely new in the state, und the accommodation
of that system (in a certain degree.necessary) to
the existing state of society here, was a work
jn which it mast reasonably be expected that
many imperfections will bn founq on experi
ment. Some it is believbd will be . discovered
on a revision, which require correction before
the code goes into operation. The legislature
alone can direct the course proper to be pur
sued for the accomplishment of this object.

From these papers we have made the intereat-
ing extracts to be found . in the following, cot-
umna.vCarthagcna, it seems, has been attacked

darknes as to the truth of the case. We^hink
the. former, however, entitled to the grlatest
share of credit, as it is better digestei and
more particular than the latter.

Colonel Mariano returned from his mission
into the interior, and is adjutant-general. We
have heard of hi, brother colonel Thomas, be
ing on his way back from Santa Fe. The Popa
is a second Gibraltar, strongly defended by a
body of fine troops, and many.pieces of superi
or- artillery, with excellent breastworks, be
sides which the accessible parts of the moun
tains have been cut down twenty feet up and
down. St. Philip is also strongly garrisoned,
and commanded by colonel Rieux, and many
distinguished Venezuelean officers, with a com
pany of foreign volunteers. Boca Cbica is also
very strong, completely garrisoned .with choice
troops. Passa Caballo is defended by a division
of gun-boats, as also the whole of the, bay, un
der general Castillo’s brother. 'Boca Grande,
defended by a^hip moored in th,- passage, is
well equipped, mounting 24pounder, on-pivots,
commanded by a' distinguished officer of the
Cumana array The Savannas are commanded

borhood have been burnt and the cattle driven
in. In tbe town there are npwards of 3000
men nnder arms, besides which the navy con

has often reconnqitered the . position, he has -
not attempted, an r attack, and if he should
venture, he will regret it, with the gyrrison
now in it. .The fort of St. Lazarus is equally
well defended. The cavalry under the orders

heavy artillery, in Order to establish their ap
proaches, without getting possession of the
