could stop the war and arrest even tem porarily the movement of its armies, only on the condition precedent; that the authority of the National Govern ment should be recognized and obeyed over the whole territory of the United States. This point conceded, he assured them that upon every other difference they would be treated with the utmost liber ality ; but without that recognition the war must and would go on. All the conversation which took p lace between the respective parties came back to and turned upon this radical and irreconcilable difference. Neither side comd be swerved a hair’s breadth from its position. And, therefore, the attempt at negotiation was an utter failure.— Upon separating, it was distinctly under stood and explicitly stated that the atti tude and action of each’ Government was to be precisely what it would have been if this interview had never taken place. The Cabinet received these explana tions as complete and satisfactory, and the feeling was unanimous aud earnest that the country mu3t now arouse itself to renewed efforts, and prepare to make fresh sacrifices in defence of the integri ty of the Union and the preservation of the Government. All hopes and all thoughts of a speedy peace, in any other way than through vigorous and success ful war, must now be dismissed. They have been utterly dissipated by this most form ! and imposing attempt at negotia tion on the part of the two belligerents. As you know the source of this des patch, I need not assure you that it is perfectly reliable. It is to be hoped that the President will deem it proper to give the country a statement, in some official or authoritative form, of the results of his efforts at pacification, for the public mind ought not to be misled and abused by the contradictory mmor3 on the sub ject that will be scattered broadcast throughout the land. It is understood that Mr. Fessenden's retirement from the Treasury Depart ment will take place within a few days ; and it is confidently predicted (I be lieve trulyj that his successor will be from the State and City of New York. In the present condition of the finances, and with the certainty that the war is now to be carried on with renewed vigor determination on both sides, this becomes a question of very great im portance. The Gold Room, which was put up 3 a 4 per cent, last night, openeu steady Saturday at 210 a 203 1-2 per cent.; b.ut soon after became excited, under a fresh speculative movement upward, on the various rumors of the Peace Conference. The price ran up to 214 ser cent., and stood about 213 a 213 1-2 at 3 o’clock. The later evening sales finally left off at 208 1-2 per cent. The export by the day’s steamer amounts to $243,447, mak ing for the week $285,407. — Times, 6t k» Washington, Sunday, Feb. s.— Both Houses of Congress have agreed to the joint resolution that the electoral votes of the States of Virginia, North Carolina, Georgia, Florida, Alabama, Mississippi, Louisiana, Texas, Arkansas and Ten nessee shall not be counted next Wed nesday for President and Vice President oi the United States.
