I. Three free public schools for the educatioo of
white children of this city; viz:—one primary ami
t .vo grammar schools, will be established, nnil will
open on the 2d Monday in May, or as soon thereafter
as practicable.
11. The Board of Education will be composed as

of Common Schools, and will, in conjunction with the
Board of Education, at once proceed to organize the
schools provided for in par. Ist—such buildings as be
ing available and the most suitable will be assigned by
the Post Q. M. for school purposes.
IV. The Board of Education will be divided into
three visiting committees, being one committee for
each school, whose duly it shall be, to visit the respec
tive schools at least once a month, examine the class
es. and report in writing to the Board of Education—
which shall meet at a stated time once a month.
V. Mayor will be cx-offldo Chairman df the
Board of Education, and will make such rei>orts to
the Commanding General from time to tjrae, as he
may think the interests of the public schools require.
VI. The following will be the mode of selecting
teachers: The Superintendent will advertise for ap
plicants, stating the positions, requirements and sal
aries of each grade. In due time au examination of
the applicants will be conducted by the Superinten
dent iu the presence of the visiting committees for the
schools in which the position !is to be filled. On the
result of the examination, the Committee and Super
intendent will recommend those deemed best fitted
to the Board of Education for election—the election
to be subject to the approval of the Commanding
General.
VII. The salary of the Superintendent shall be at
the rate of S3OOO per year. That of first a-.sistants, of
which there shall be three, at the rate of S9OO per
year,—and that of the second assistants, of which
there shall be three, at the rate of $750 per year, pay
able from the civil fund on a certificate of service ren
dered, signed by the chairman of the Board of Edu
cation and approved by the General Commanding,
VIII. The Board of Education, in conjunction with
the Superintendent of common schools, will establish
such rules and regulations for the government of, and
discipline in their schools, as shallto them be dsemed
advisable, and all 3he children will be admitted free,
subject to such rules and regulations.

Ou March 7th, 1865, a party of colored soldiers and
scouts, thirty In number, commanded by Sergeant-
Major Henry James, 3d U. S. C. TANARUS., left Jacksonville,'
Fla., and penetrated into the interior through Marlon
County. They rescued ninety-one negroes from slave
ry, captured four white prisoners, two wagons and
twenty-four horses and mules; destroyed a sugar mill
and a distillery, which were used by the rebel govern
ment, together with their stocks of sugar ana liquor,
and burned the bridge over the Oclawaha River,
When returning they were attacked by a band of over
fifty cavalry, whom they defeated and drove off with
a loss of more than thirty to the rebels After a long
and rapid march they arrived at St. Augustine, on
March 12th, having lost but two killed and four woun
ded.
This expedition, planned and executed by colored
men under the command of a colored non-commis
sioned officer, reflects great credit upon the brave par
ticipants and their leader'.
The Major-General Commanding thanks these cour
ageous soldiers and scouts, and holds up their conduct
to their comrades in arms, as an example worthy of
emulation.

The Commanding General announces with emotions
of profound sorrow, that a great and overpowering
grief has fallen upon the nation.
Our venerated and beloved President, ABRaHAM
LINCOLN, has been taken away from us by violence.
In the very midst of our uational rejoicings over the
recent triumphs of the national arms, and on the an
niversary of that dark day upon which our noble Flag
received its first iusult from treason, and which had
been specially set apart by Executive order os a day
for its triumphant restoration to the place of its form
er humiliation, and while the heart of the nation,
buoyant with the renewed hopes of an early and a
lasting peace, was overflowing with emotions' of fra
ternal forgiveness towards its worst enemies, the hand
of the stealthy assassin was invoked to perform the
dreadful deed.
Language can but leebly portray the enormity of
this crime, or the infamous guilt of those at whoso in
stigation it was committed.
The murderer and bU .abettors will alike be con
signed to the execration of mankind for all time.
Befitting ceremonies will doubtless be ordered by
the War Department as a tribute of resptet for the
memory of our lamented chief.
• Meanwhile, in the discharge of our present duties
to our country and to our fellow men, let us emulate
his transcendent worth as a man, his zeal and fidelity
as a patriot, and his cons stency of conduct and con
scientious discharge of duty as a public officer.

and put a charge therein for the purpose of
shooting his Superior Officer,Sergeant John A.
Brown, Cos. C, 32d U, S. C. T. This at camp 32d
U. S. C. TANARUS., near Deveaux’ Neck, S. C., on ths
12th day of January, 1865. ••
To all of which charges and specifications the ac
cused pleaded, "Guilty."
Finding ; _
The Court having maturely considered the evidence
adduced, confirm the plea of the accused. =
Sentence:
And they do therefore sentence hjra. Private Arm
stead Holmes Cos. C, 32dU. S. C. TANARUS., to be dishonorably
discharged the service of the United States, and then be
confined, at hard labor at Fort Marion. St. Augutsine,
Florida, for the period of tico years, arui to wear a24
pound ball attached to his right-leg, by a chain eight feet
long, fifteen dans out of each month during the term of
his confinement.
11. The proceedings, findings and sentence in the
foregoing case are disapproved. There has been much
difference of opinion, whether the words “Superior
Officer" in the 9th Articles of War, apply to a non
commissioned officer, but-the Judge Advocate General
has finally decided that they do not. According to this
opinion, the offence should have been charged under:
the 99th Drticle. Private Holmes will be released from
confinement and restored to duty.
. The General Court Martial of which Major Frank
Place, 167th N. Y. Vols., was President, is hereby dis
solved.

I. General Orders No. 6, from these Headquarters,
dated January 17th, 1865, -is hereby amended to read
as follows:
A military tax of one per cent, will be levied ou all
goods brought into this Department for the purpose
of trade. The value of such goods will be determined
by the invoices of purchase, to which an affidavit will
be required from the consignees certifying to their cor
rectness.
The fund accruing irom this tax will be used for the
purpose of providing Steam, and other Fire engines,
repairing wharves, roads, public buildings, and other
necessary civil expenses, for the several Cities and
Towns within the limits of this Department.
11. The military Supervisors of Trade for the various
Posts, or where the Post Commander has not appoint
ed such a Supervisor, the Post Treasurer, will attend
to the collection of the tax Imposed by this order, and
make semi-monthly returns of all monies received to
Brevet Major Geo. E. Goubacd, Acting Assistant In
spector General of the Department, who, in addition
to his duties as such will act as Treasurer of the fund
accruing from this tax, and attend to the disburse
ment of the same, under the direction of tha Major-
General Commanding.
111. The Acting Assistant Inspector General of the
Department, will also exercise the supervision of stores
and trade within the Department required by Para
graph IV, of Special Orders Nd. 13, from the Head
ijuau ters of Military Divjsion of the Mississippi
IV. LieuSol.’ James H. Strong, Ist N. C. Union
Vols., is hereby relieved trom duty as Collector of the
Department Military Tax, to which he was detailed
by General Orders No. 5, current series from these
Headquarters.
V. Lieut. Frank Geise. 32d U. S. C. TANARUS., is hereby
relieved from duty as Acting Military Tax Collector,
to which he was assigned by General Orders No. 27,
current series, from these Headquarters, and will at
once turn over to Brevet Major Goubacd, A. A. In
spector General, all money and property pertaining
to the office for the collection of the Department MUL
tary Tax, who will receipt to him for the same.

The General Commanding announces a farther sus
pension of hostilities and a final agreement with Gen.
Johnston, which terminates the war as to the Armies
under his command, and the country east of the Chat
tahoochee.
Copies of the terms of the convention will be fufn- *
lshed Major Generals Schofield, Gillmore and Wllaon,
who are specially charged with the execution of Its
details In the Department of North Carolina; De
partment of the South, and at Macon and In Western
Georgia.

Is hereby designated to receive tne arms, Ac., at
Greensboro, ana any Commanding Officer of a Post
may receive the arms of any detachments, end sta
that they are properly stored and accounted for.

blanks and supply the other Army Commanders that
uniformity may prevail; and great care must be taken
that all the term- and stipulations on our part b# ful
filled with the most scrupulous fidelity, whilst those
imposed on our hitherto enemy be received in s spirit
becoming a brave and generous army.
Army Commanders may at onco loan to the inhabi
tants such of the captured mules, horses, wagons and
vehicles, as can be spared from immediate use, and
the Commanding Generals of Armies may issns pro
visions, animals, or any public supplies that can be
spared, to relieve present wants and to enconrage the
inhabitants to resume their peaceful pursnits, and to
restore relations of friendship among our fellow-citi
zens and countrymen. . *
Foraging will forthwith cease, and when necessity
or long marches compel the taking of forage,, provi
sions, or any kind of private property, compensation
will be made on Ihe spot or when the disbursing offi
cers are not provided with funds, vouchers win be
given in proper form payable at the nearest military
depot.

Persons bringing produce and live stock to the Sa
van nan market will hereafter be permitted to exchange
the same for goods and supplies not contraband of
war, for the use of themselves, families and employes,
and to transport the same beyond the lines of actual
military occupation. Persons within the lines will also
be permitted to go out for the purpose of bringing to
market such produce and live stock as they may be
able to procure, and to bring the same in.
Restrictions upon passes are removed to this extent
—that resident citizens having important business in
the interior will be permitted to go out in order to
transact the same ana retarn. Resident citizens living
ontside the lines will in like manner on good and sui
ficient reasons, be permitted to visit the city and re
turn to their homes again.
