Tub coming election of to a State Couvea ion, wuich i3 to take the first stops tor restortug G mrgi.i to the Union, an J re-estab lishing self-government to a people so long either fully or in a great degree restricted by military law, is an event sufficiently impor tant oi itself to claim the constant attention of all voters. Governor Johnson has fixed the time for tbs election on the first Wednesday in Octo ber, aud the Ci«nve|ttion itself three weeks later, thus giving sufficient opportunity for all voters to qualify themselves by taking the Amnesty Oath, tue only condition requir ed outside ot the constitution and laws ol the Slate of Georgia, and to become thor oughly informed on the subject. • Tue Governor has wisely abstained from obtrudiug any vexing issue, leaving to the people only the duty of electing men of their owu choice. Irorn among themselves, to do their Oiddiug in the Convention at Millcdge- Ylne. Wo know not what especial issues are to be raised in this canvass. It may be that the quesliou ot negro suffrage will be discuss ed aud acted upon primarily in it, but we doubt it. Tue Governor announces that voters in this delegate-election must be qualified as such uuuer tue Constitution and laws of Georgia in force before secession, thus put ting all who take the oath back on their old status as regards the elective franchise. We have oniy two things to suggest. One is that every man who has qualified or can qualify himself, appear at the polls on the day specified, aud vote as his judgment and conscience dictate, giving at this primaiy expiession of the public feeling, as true and hoaeet an indication of his sentiments as can be exhibited in a choice ol candidates lor so important an office; and the other is, |hat in the choice of nominees, intelligent, candid, honest ineu be carefully selected, and dema gogues, large or small, no matter what their political complexion, be carefully ruled out. Tucre should be ho men in the convention Who arc seif-selected, with a view to gaining notoriety from windy speeches; no fire brands, full of mischief, incapable oi aud potent for evil. If ibe tricks of demagogues aud the intrigues of olflce-set-kiug politicians had ceased a few years ago, aud the people North aud Soutu had expressed their real sentiments at the poils, as they had a right and the ability to do, we might havft Lad no war ; let tuern do it now, and if democracy is not a total humbug, wc shall soonest secure the fuil blessing of peace. . * Let not a vacancy occur for want of elec tion ; and let every qualified voter be on hand it he has any interest- in the welfare of th« State. A Telegraph Lime to Florida.— The Government is now making preparations to immediately construct a .(pile of Telegraph from Savannah to TallahflHe, Fla. Prior to the war a lice was constructed from Savan nah to Ceda Keys, Fia., under the auspices of what was known as the Cuba Telegraph Company, of which Mr. C. C. Walden was President. From Cedar Keys, the line was to be ex tended by submarine cable to Key West, and thence to Havana. We hope that with in forty days tbe line between Savannah and Tallahassee will be in working order, with branches to Darien, Brunswick, Fernandina, Jacksonville and St. Augustine. Savannah is now by telegraph, via Hilton Head, connected with Charleston. A per manent land line is in pi ogress of construc tion, on the line of Charleston and Savannah Railroad. Florida.— Maj. Gen. J. G. Foster, former ly commandant of the Department of the South, has been assigned to the Department of Florida, with headquarters at Tallahassee. VUOH HILTON HEAD. [Sped*! They have one of the neatest encampments we have visited for many n day. The band of the 6th play quite often, and we miss the old bund the less. the sew department. By orders received day before yesterday from Washington, the State of South Caroli na constitutes anew department, to be call ed the department of South Carolina, uuder command of Maj. Gen. Q. A. Gilmore. The first Special Order, No. 1, was that of the leave of absence of C'api. J L.,Kelley, A. Q. M. CHANGE OF STEAMERS. In all probability the Illinois, Government Steamer, will be here next, in place of the Fulton. The Arago may make a few more voyages, but we incline* to the belief that some other steamer will shortly take her place on this Government line Speaking of steamers, remiuds us that Capt. Crooker, foimerly of the Cosmopolitan, ani who brought that steamer iuto this Department, has again been put in corumaud of her by Maj. Thomas, Chief Quartermaster. The Canonicus, .lately commanded by Captain Cates, is now in command of Capt. Tilton, the popular Captain of the late steamer Dela ware. the araqo • takes North about 120 cabin and some in the steerage. The 17th Connecticut, Lt. Col. Allen, numbering 27 officers, and 611 men are among the list of passengers. By same mail you will receive list of cabin pas sengers. The next largest body of troops, aie 180 men of the Ist New York Volunteer Engineers ; also 140 men of the 26th Ohio Volunteers. These men are mustered out and discharged. Reg. —The final muster out of tiie Ist Battalion of this rogi ment took place on the I9th instant, and of ficers and men went home on the Arago yes terday. This Battalion, under command of Lieut. Col. James E. Place, consisted of Cos. C, Cadt. V. W. M. Brown,* Ist Lieut. Water man in command ; Cos. A, Capt. P. McGuire; Cos. L Capt. Rickard Butt; Cos. G, Ist Lieut. W. M. Edwards. The 2d and 3d Battalions arrived in New York on the 3d instant, uu der command of Bv t. Brig. Gen. J. F. Hail, having been mustered out at Richmond, Va. The Theatre is closed for the present, but there is soma prospect of a re-openiug. Brevet Maj. Gen. Potter, and Brevt. Brig. Gen. Littlefield, are north on leaves of ab sence. St. John’s College. —Among the pre miums lately distributed at this institution, at Fordham, New York, we distinctions bestowed upon a Classical Instructions, Un- in the department of Rhetoric-Distinguished for Proficiency, William O’Byrne, Savannah, Ga; also in Latin Discourse qpd French Composition. Mr. Q’Byrne also received premiums for ex cellence in Latin Poetry and Greek. Fight Hooks a Day’s Labor is the last idea dhcus9ed among the mechanics of the East ern States with a view to having it adopted by the Legislature. As machinery increases in productive’ power, mechanics’ labor de creases, not because machinery supercedes It, but because it contributes so largely to wealth and cheapens product that a man can enjoy more of the comtor*s of life with less laboy. Tbe tendency of the accumulation of wealth is all the time to diminish the neces sity of labor for a mere living, and conse quently affording more time to labor to pro cure some oi the luxuries of life.
