Present—Bishops Andrew Paine and Pierce. Bishop Kava naugh was detained in Missouri, having to preside over the annual Conference of that State, which met at about the same time. Bishop Soule was also absent. We learn that nearly the entire session was occupied in the preparation and discus sion of the Address of the Bishops, which will soon be published. The appointments for the Ist, 2d and 6th Districts, embracing Missouri, Kansas, Ken tucky, Tennessee, Arkansas, Virginia, North Carolina, Texas, Indian Mission, Louisiana and California, are imperfectly known to us, and we therefore await their official publica tion. Deserters from the Armt.— Great trou ble is experienced in keeping tbe cavalry and Infantry sent to the Plains for service against the Indians. There has been a re gular stream of desetters from the time of crossing the Mississippi river, and at Fort Leavenworth the discontent among tbe men has sometimes broken out in open mutiny. Tbe 6th West Virginia cavalry to the num ber of two hundred were placed under ar rest lately at Fort Leavenworth for muti nous conduct. Tbe 13th regular infantry (Gen. Sherman’s old regiment; is now In camp in tbe suburbs of St. Louis, and has .lost, according to an uncontradicted, unpub lished report, sixty men from one battalion in a single week, and deserters are even quite common from a company of the 61st Wisconsin, now doing provost guard duty in town. . An old prediction of Napoleon is recalled by one of our cotemporaries. At St. Helena he said Ere the close of the nineteenth century, America will be convulsed by one of the greatest revolutions the world ever witness ed. Should it succeed, her power and pres tige are lost; but should the Government maintain her supremacy, she will be on a firmer basis than ever. At a meeting held In New York on Friday last, in which the principal Freedmens’ As sociations of the country, East and West, were represented by prominent gentlemen from Boston, New York, Philadelphia, Bal timore, Cincinnati and Chicago, a national association was organized nnder the title of “The American Freedmcns' Aid Commis sion.” Bishop Simpson was chosen President; Wm. Lloyd Garrison and John V. Farwell, Vice Presidents; Fred. Law Olmstead, Gen eral Secretary; Jacob R Shiperd, Associate Secret at y, and George C. Ward, Treasurer ; which officers, with J. Miller, McKirn and J. M. Walden, Corresponding Secretaries of the Eastern and Western Departments, con stitute a Board of Managers The commission comprises a number of prominent and active friends of the lreed meu's cause sufficiently large to represent this work of benevolence in every part of the country, and make it reallv national in its character. Its object is to promote the elevation of the freedmen, and to cooperate to this end with the Freedmen’s Bureau. The Military Department*. The army of the United States which, five months ago numbered a million strong, ha3 already been reduced to about 200,000, of whom more than one-fourth are in Sheri dan's Division, near the Mexican frontier. The whole army is divided into five divisions: 1. The Atlantic, General Meade, head quarters, Philadelphia. 2. The Mississippi, General Sherman, St. Louis. 3. Tbe Gulf, General Sheridan, New Or leans. 4. The Tennessee, General Thomas Nash hville. f«. The Pacific, General Ualleck, San Francisco. St. Louis, Aug. 19, 1865.—The interest in tbe refractor}' disloyal preacher is on the in crease. It is reported among Catholics and believed that Archbishop Kenrick had noti fied the clergy in his Archbishopric that they must not take the oath prescribed in the new Constitution under the penalty of being sus pended from their functions by him! This alleged order strengthens the backbone of the wavering Presbyterians, South fide Meth odists, disloyal Baptists and Episcopalians. The latter have taken the cue from a hand ful of their brethren in this city, headed by the Revs. S. J. P. Anderson (a convicted disloyalist), and James H. Brooks, whose congregation split on Union principles. They have issued a seven column address to the Clergy in the State, advising disobedience to the law. The responses are beginning to come in from tbe country, and the offenders are already comparing treason to the martyrs of the church in the time of James 11, who refused to surrender their privileges. Now, of all those refractory clergymen, the great est trouble may be expecte*! from the Cath olics. Gov. Fletber has expressed bis inten tion to enforce the law. Suppose a priest in St. Louis should be arrested for refusing to take the oath. Naturally it may be expect ed the ignorant Irish will spring to arms and resist the officers of the law; then a riot, then a reign of terror. Despite these con tingencies the Governor authorizes his friends to say he will enforce the law upon Protes tant and Catholic alike and take the conse quences. Indeed, as the time approaches when this issue must be decided by firm ac tion on one side or tbe other, the anxiety of the people about the result becomes painful. In a letter commending emigrants to make choice ot Tenucsssee, Gov. Brownlow says: “ I may be a little selfish, as my home is in East Tennessee, os my wife and children were born there, in giving that division of the State the preference. 1 have heretofore said, and I repeat, in no spirit of blasphemy, that I would not leave Eastern Tennessee to go anywhere but to the Kingdom of Heaven.” The Parson is perhaps not the only man that would rather rule in East Tennessee than serve in Heaven.
