Uhm Kurt.jM- i» In a late number of the New 'i ork VforUl appears an article off the present • political eondition of Europe, which, as giving some insight into the situation there, uud being in itself both instructive and interesting, we j subjoin the following extracts: The European journal? are filled with ru tnoiyof the revival'of the Emperor Napo- j leons project of a continental congress to ' re adjust the political relations of the Old World, and definitely reconstruct the “Map ol Europe.” So far, no'eonfirmation of these rumors csines to ua from Paris ; and it is in and of itself most improbable that the Emperor of the French Will renew a proposition which he sees it to be likely will toon be pressed up on himself by the Very powers which foi merly decline 1 It would he the-most brilliant, if no: : . most solid, diplomatic triumph of his reign to compel Europe into acknowledging the hopelessness of auy other issue out cf her existing complication:* than that which he originally suggested, and France, in any Congress which the Emperor might now consent to join, would fled her selt more than ever the mistress r.nd r.rbiircss of the European position. But if Napoleon gives no sign af present, the situation of affairs on the continent abun dantly accouuts for the signs which arc made in his napne by all manner of publicists, from London to Vienna. Things caDnot possibly go on long without an explosion in one 01 another quarter, which must slialte the whole political fabric, unless the great power* set themselves seriously to work to solve cxist ng problems, and to provide against ntfar and impending perils. The invasion made by Germany upon the ! rights of Denmark and the public law of the j world has resulted in driving the two great | German powers into an antagonism more I open and threathening than at any previous ] moment since 1848. Prussia, under the con- j trol of her obstinately visionary king and bis reactionary ministry, insists upon appropria- ; ring the territory wrenched" from the Scan- : dinaviau monarchy. To this Austria refuses to assent, declining to see Prtissia flcvatcd * to the rapk of a . great naval power by the I possession of, Kiel, and put in the way of “rounding " her dominions, eventually, by the incorporation of a|i North Germany from the Russian frontiers to the Rhine. It is true that the peace seems to lie commanded between these angry states—on tlioside of Prussia by the profound of her existing government, and on the side of Austria by her financial insolvency and tlm'ltalian ulcer on h6r Hank. But each power has a huge army in the field, and the possible unreason ableness,of royal and Imperial personages is a force for mischjef which can never be mathemetically estimated. A recent semi-official Austrian journal hints that Austria might be ’induced to ac cede to the annexation of the Danish Duch ies by Prussia, if Austria, in return, were permitted to “rectify her frontiers in Silesia" by taking back a part of (he territory' which she lost in that province to the great Fred erick, and to extend herself comfortably to ward the Black Sea by incorporating the * Durmbian Principalities -with her dominions. What could lie more fair than an exchange ot duchies on the Baltic for principalities on the Danube? Unluckily for this otherwise admirable project, the people of the princi palities and the other great powers of Europe ale not likely' to consent that so important a transaction shall be carried out with an ex clusive eye to the pacification of Germany, uud tiie mutual advantage of the* two heads of the Tuetonic eagle. Still something must he done to put this matter at rest. They are pressing lor wajd eagerly and nobly in the. career of in dustry and material development opened »o them by the events of 1800, and they are naturally* impatient of the expenses and in conveniences to which they are subjected by the attitude of the Pope toward themselves and the French Emperor, and by the policy of Austria. Grave as are U>t> problems whichthe civij war has imposed upon ourselves for solution, and seriously as the necessity lor solving them must confine us for some time to come to a foreign policy rather of observation than of assertion, it.is quite as plain that the Eu ropean powers are involved in difficulties and straits at ler.st as absorbing as our own.— The ill-temper of a German minister, or the death of a moribund old roan,. may at any moment compel the Old World to choose peremptorialy between Napoleon's European congress and a chaotic, convulsive, and convulsing general war, whereof no rational man dare predict tbe issues. ' The Only Nation that has paid its debts, "Peterson’s Philadelphia Counterfeit Detec tor” says, is tfce United States. It paid, says ifiat financial chart, every cent of two Na tional debts, .each greater in proportion to the population and resources of the people than the present prospective debt. On the first of January, 5590, the public debt was $76,462,170 : this was successively reduced until 1?12 when it amounted to $45,737,G00. The war of 1612 raised it to $127,334,988 in 1816 ; the debt was throughly cancelled in 1886, "ni-in addition. $28,900,000 of surplus divided proportionately a'tnong the States. > The t-nited States has the rare honor of being the only Government that has paid her. .debts, with a surplus, and this without liav :cg • oppressed her people with excessive taxation.
