What do we find at each of these placis? That the *rafiic <■! the country at each ot these places is litt< r ally starving. I menu that railways at pre sent do not accomplish the cud intended, or realize the amount of good that should resu't from them. I maintain that when railways are completed, the most injudicious thing in the world is to starve them tor the accommoda tion of sidings or rolling stock. All of you will understand me. You know that the first cost of the line itself is the main expend iture. and that all improvement made after ward lends largely to profit it judiciously ap plied. [Cheers.) Until you have accom plished the full intention and object of rail ways—namely. by carrying all you can upon them—every thing you need in Ihe shape of rolling stock is a subtraction from the profits of the s road. [Hear, hear.] We are prepared to recommend, on our return to Eugland, such an expenditure of capital as will lead to a full and fair and free development of your commerce. [Cheers.] That will be our in terest. We claim nothing in Ihe way ol thanks for that—because it will be our duty, as representing a large amount of capital, to see how that capital can he more largely in creased, and new facilities given for its < ui ployraent. | Cheers. ] 1 do not hesitate to sav that the Atlantic and Great Western j Railway ought to have a double track j throughout; hut it is useless to do this unless the outlet to New York be doubled also. •JURAT BRITAIN. Revival of trade Between Liverpool mid the Southern States. [From the Liverpool Post, Sept. B.J At last the trade so long suspended be- | tween Liverpool and the southern ports of America has returned to its legitimate chan nel, aud the docks at Liverpool present a sight which must gladden the hearls of those poor people who suffered so deeply aud so bravely the privations consequent on the in terruption ot commercial intercourse between the Mersev a-:d I ho Sou them ports. Within the lo t lt-tv days--there were two arrivals from New Orleans, viz : the W.-goland and the Apolonn ; wit lie tin re sailed to New Or leans, the Matilda, the Yumuri, and the Belcarriz; to Mobile, ti c Maxwell, Joliu May all,''and Aline; to Cry Point, Virginia, the’S. Z Tilley; aud to Charleston, the Amalia. There are at present lording in the Liverpool docks the febowing vessels: for Charleston, the Florence Chiptnan; lot Mo bile, the Margaret Pugh, Chance, Dakotah, Norwood. Princess Royal, and Shakspeare ; lor New Orleans, the Alabama(s.) Merchant, and Tecoinseh; and for Richmond, Virginia, the S. 15. Thompson By the last news flora the United States we learn that the well known trader, Francis B. Cutting, had clear ed from Mobile for Liverpool, with a cargo of cotton valued r.t $ ',80,0 0. C ondition of tlie Crops. Hon. Isaac Newtou, Commissioner of Agri culture, authorizes the following statement as to the condition of the crops on the first day of September: The wheat crop has re ceived no additional injury from the weather since his report of last month ; but the quali ty of the crop is not good, especially in the Western States, where it was affected by blight and rust, as well as by the wet weath er during the harvest. Os the old wheat on Hand there is not as mucj as was supposed in the hands of the farmer; lor mucu' of it was bought in July aud August. Iu the Eastern aud Middle States there was but little at any time during tuc latter par ii f the summer. The oat crop received no great deal of in jury freer tae wet weather, un i it may tie regarded as one .of the largest out crops evet* raised in ihe country. Tue injury to the liny iu the West was very great; in the Erst it received hut little damage trum wet weather. Generally tire quality is go id, except iu the States of Ohio, Indiana, Illinois uul Missouri. The corn crop, owing to the continued heat and moisture of the weather, lias escap ed material iujury. In the West it may be j regarded as tire greatest crop vet raised iu the loyal States. The condition of die t .bacon crop W as fa vorable. the weather helping it wry much hug ae reported last month, the amount planted is much lei--., than hint year, especial ly in the largest tobacco producing States. Sorghum, like the corn crop, is excellent. Buckwheat, if not injured by a premature trust, will be good. Potatoes—!u many localities there were indications of the rot, and iu some places the crop was much injured by it. The continued not and moist weather since the first ot Sep tember occasions apprehensions that this disease may prove very injurious but still the yield may be good, as the amount planted was so much greater than usual. In all tfie Stales except Xew York hops have ripened well; hut ia that relate tne crop Las sustained nu injury of four and a quarter tenths from lice. Tne crop is, there fore, injured seriously, lor ra IsCU New York produced nine million seven hundred ami titty thousand pounds of the eleveu million raised iu the whole country. Hoots and gar dens were never better. Every 81 ate returns a iloereasp in the num ber of fattening bogs. Tue general decrease, is about one tenth from the number last year-. So far as returns were published of the nurt ber packed last year in the West, it was 422,779. A tenth decrease on this number would be 242,277.
