The Savannah Daily Harald. KtfltoAY' ftEPTK.MBKK 39, If. 85 * I-etlrt* from Ei*Qor Bron n. A stai.eni.ut Raving appeared in the Cliat l!UMK>Rft Gazette, that G<>\ Brown issued orders during the war to cruelly tron' pris oners taken in the State R.*ad, that gent e inan lias written the annexed letter on the subject. Amm, Si'pl. 11, 1 stir. Jo the Kdttor.hf the tiazette: It was represented as I passed through Hast Tennessee that the railroad men who were in the service of the Tubed States, •luring General Shermsn's march through Georgia, have been informed and generally believed, that I issued an order to the troop under my command that they should execute all prisoners taken on the State Road- Tin report does tr.e gross injustice. I never sit any time issued an order to any troops or persons under any command to execute, abuse or cruelly treat any person in the ser vice o[ the United States, who had, or might surrender himself as a prisoner; ne.r did 1 ever encourage or sanction the execution of, or any unkind treatment to any persons. No part of the troops who operated in the rear ot General Sherman's army, w hile upon the State Road, were at any time under my command. All such, when called out as State troops, were directed to report to the 1 onfederate General in command, and were subject to his orders, under such officers as he might assign to the direction of that ser ' ice. Jos. E. Brown. A Peep at tiie Tycoon. The principal item of news from Japan is that the Tycoon lias passed through the for eign settlement of Kanagawa, Permission was asked and obtained for foreign residents to witness the procession, and accordingly nearly all the foreign community turned out, selected a convenient spot, and made a pic nic of the affair, waiting cheerfully from nit e in the morning until three in the afternoon, about which time his highness passed amidst a geneial kow totv-ing of officials. The Japan Herald of the loth June sup plies the follow ing particulars : "The Tycoon passed through Kanagawa to-day. The exceeding promptness of the foieign authorities in adopting, a portion of the suggestions of our correspondent, ‘Sera iiuuquam est," whose letter appeared in our daily issue on the f.th inst,, secured for for eigners the privilege of witnessing this pro cession. It was notified by circular, and by advertisement this morning, that an applica tion having been made to Yeddo, permis sion had been granted and a spot selected for the purpose. From nine o'clock A. M., therefore, until two P. M„ there was a con tinuous stream of foreigners from Yokohama to their appointed rendezvous. A g'reiit number had determined to make a regular pic-nic of it, and abetter locality could hard ly have been selected It was on a small knoll under the shadow of line umbrageous trees, and separated from the Toltaido by about halt a stone's throw, at a spot where for a hundred and fifty yards there was a ces sation of buildings, and consequently an un interrupted view. To those who arrived early, the uncer tainty of seeing anything and the idea that the straggling parties of soldiers or baggage carriers might be all that would bo seen, was a little trying, for the army of the T.coon marches very differently to European armies Armed retainers ol Dainties walk along ap patently without object, sometimes iu twos aud threes, and even sometimes singly, and appear to be only strollers along the road, j The baggage is carried by coolies in the man- ! uer thatjprlvate (gentleman have Iheir per j sonal baggage conveyed, but except that the I stream was a little more continuous, it hardly | indicated anything v€ry much out of the com j mou. At last, however, acleatiug of the road, j by order of the Vice-Governor of Kanagawa himself, who arrived on horseback, put every ] one on the r/ui vUe. It was a pleasant incident | too—that the people were driven awayespe- j eially, who whould haye interfered with dtp ! foreigners' view. The vice governor then ! dismounting, remained there until all was j past. At ten minutes past two, a distant ! beating of drums was heard, and shortly, ■ iorth came the vanguard. Two drummers lu front—the chief officer of the infantry, bod .- I guard on horseback, following—then several | imall field howitzers, drawn by siugie led j ponies. Then came a regiment or about tiOO men four deep, armed with Enfield rifles I and bayonets. Their dress was a hybrid be- j tween Japanese and European. Thetrouses were of the latter cut, only loosely tied round the ankle, the rest of their costume being Japanese. They were in heavy' marching order with knapsacks, aud eacli had driuT mg utensils, &c. They marched with utmost regularity, and showed at least good drilling | to that extent. They were followed by an other regiment, preceded by about twem v drums Their dress and arms were purely ! Japanese—and the variety of Dolor of thru * italics made a very pleasant sight. The tn,>- f immediate body-guard followed —first a * ' <! lacquered box containing the atu>' ' f ‘“p Tycoon; this box as it passed *■ JOl , to by many of the officials, ' , “bw'-towed cade of about twenty horse- ? oav !l: rials, amongst whom \va» -mat nil high offl was pointed out as- l * ie Tycoon. He the centre of the O' “ young man riding in 00 lor embroid*' ftlcsidci iiis surcost tiuti t reat on t A ' eJ with gold, with u large The oo p lievo t> - circumstance that leads us tobe tlje ..at it was actually he, is tue tact that ’ . vice-governor kow-towed to him— bond ing his forehead to the very ground. This to us seemed confirmatory- ot the asserliou of the Japanese custom-house interpreters, who pointed him out to us at first. The proces sion after the passage of the Tycoon, grad ually became more straggling aud less inter esting, and all came to an end by about ten minutes to three. On the whole it was a sight that, ‘in this dull place,’ everybody ought to have seen, and almost everybody did witness. Di *th's Harvest. —The deaths in New York duting last week were 570—a decrease of ;. from the mortality of the previous week, ami an increase of 10 as compared with the mortality of the corresponding week of 1804. Ot the deceased, 226 were chil dren tinder 5 years of age. The mortality by disease was as follows :—Consumption 67, cholera infantum :.4, intantile convulsions 37, inflammation of the lungs 28, disease of the brain 21. diarrhu-a 24, typhoid lever 17, deaths from external causes 43—among which are reported 11 premature births, 1 death from starvation, 2 drowned, 15 killed by accident. Ten acres of the Antietam battlefield have been purchased, near the bridge wheie Burnside's troops fought so bravely, as a sue for a cemetery in which to bury me remains of the men who fell in that battle. The work of interring the remains in tne Ceme tery is now in progress There are tome ,000 or 8,000 buried on Hie field Thus far, 2,000 bodies have been identified ; 1,700 by name regiment, and State, and 910 by their jespective States Tocchi.ng —A pleasant story is told of a rather aged lady who has recently married a young and rather last man. She accompa nied him to the laiircad station when he wi.s e i ooyoj* on aomc private utiairs. Alter au catbracc of the most loving character, she put hci head in the carriage and said, "Dear Charles, remember you are married." To which be replied ; “Dear Caroline, I will make a memorandum of it,” and he at once tied a knot in his hankerebief. It is odd enough that while in this coun try we aredisoussing the policy of allowing negro suffrage, in Hayti the negro revolu tionists are demanding that all white resi dents shall be denied any governmental privileges. The Tribune’s Raleigh correspondent says the convention which was called by some of the leading colored men at Newborn, for the 29tli inst, is to be postponed by request of the Raleigh people, who deem it injudicious to call their convention so near the time for me meeting of the Slate convention, on the of October.
