There are many who associate the increase of riches with the progress of an effimiuate luxury, iso strong is this association that in our day and very recent times advocates have been found in legislative bodies in favor of sumptuary laws- The progress of luxury in the Northern States denotes the rapid in crease of wealth. Former periods of war have been connected with the dimimuiou ©1 productive power, and the stationary, if not declining, condition of States who have en gaged in this expensive game. The causes are yet to be investigated which have pro duced within the last four years an inversion of this state, of things. The ratio ot both wealth and population has augmented, con trary to all example wilhiu that period in the .Northern States. Whether they are to ex perience a collapse—whether this state of palmy prosperity is to be followed by an op posite social condition—is one of ihe secrets of futurity. One thing, however, is certain, that the Northern people are iu the enjoy ment of their present prosperity to the full measure of that prosperity. As an evidence of rapid accumulation the public amuse ments afford a snre index. The North ern theatres are crowded every night with anxious spectators the opera is throng ed with auditors entranced by the strains of European artists ; the matinees are crowded as much by day as the various places ot public amusement are thronged by night.— In dress, equipage, residences, furniture, there is no tormer period that surpasses, if it equals the present in luxurious living. The censors of the public morals are loud in their denunciations of those whose exam ple in wasteful expenditure is said to be con tagious. The corruption of- manners is now the favorite theme of the public Journalists. Now, while this is the prevailing feature ot Northern society, Southern society is said to present the o pposite characteristic. An exhaustive -war has not only reduced our people to poverty, but destroyed much ot that capital which was the basis of future prosperity. Perhaps history does not pre sent a similar example of two sections of the same country living under similar institu tions, and in such near proximity, exhibiting so great a social contrast. The Action of Mississippi on the Negro Question. —Mississippi has taken a some what different attitude on the negro question from either of her neighbors, Sout h Carolina or Alabama. Got. Sharkey, acceding to the proposal of Col. Thomas, Assistant Com missioner of the Freedmen's Bureau in Mis sissippi, has directed that the cases of freed men, instead of being adjudicated upon as hitherto by the Freedmen's Bureau, shall come before the civil courts, due regard being had to the existing laws of the State; that freedmen shall have the right to sue and be sued, and shall be entitled to the protec tion of person and property. The Jackson News denounces these concessions as in fringements upon the rights of the white man, and doubts whether they wiii be sup ported by the people. Aerial Navigation. In September, 1863, Mr Solomon Andrews, of Perth Amboy, N. J., demonstrated byac *Uw‘''xPl'riu)i-n’ that he was able to navigate a balloon ol a certain form either with or against the wind. The experiment was wit nessed by a large number of scientific and practical men, who admitted that it was perfectly successtul. NotwithAahding tbl however, the public looked on the invention ■\vith distrust, uud uli Mr. Andrews* efforts 10 get practical men to take hold of it were un availing Last evening several scientific gen tlemen heard Mr Andrews’ explanation of the manner in which his aerial machine was constructed, and witnessed a number of ex penments, all of which tended to convince them that the era of successful aerial navi gation is not very far distant. . Mr. Andrews said that all he claims to nave done is to convert the perpendicular motion ot the ordinary balloon into a hori zontal one. He demonstrated the; this de pended entirely upon the shape of the b»l- j toon. The ordinary spherical balloon rises perpendicularly, wuilo an oblong „no-a cyhndre id—well rise at an angle of about forty-five degrees. By placing two or three cylindroids together, this angle may be re duced to about fifteen degrees. Lateral mo tion is controlled iu the same way as that of a ship, by means of a 6mall rudder. Mr Audieivs showed, last evening, that a model machine could be made to navigate the length of a couple of ordinary rooms, °and that a very small itidder perfectly controlled its movements. To descend, all that is necessa ry is to make a slight alteration in the posi tion of the ballast and to let out a small quantity of gas, when the upward pointing end of the machine points dowutverd, and a rapid but sale descent is effected. Mr. Andrews desires to interest practical men in bis discovery. B<> vain have been all efforts to peuetrate this literary secret—to remove the veil of seeresy that has been woven with so much skill—that lit erature has ceased to be vexed wish the the question, who is Junius? It was with some surprise, thetefoie, that we perceived that this literary controversy had been re vived in the pages of the "Federal American Monthly," a magaz ne published in New York. ’ Avery ingenious and plausible case lias been made out in favor of D. Horace W a- j pole as the author ot Junius. Ihe writer of j the antielc in the Federal American Month ly parses in review the pieten9ions of all whose names have appeared in the dia logue of claimants for this distinction. The claims of these, commenting with Lord , Chatham and ending with Hugh Boyd, are j investigated and dismissed as untenable. The last is one whose pretensions to this honor are new to us, as it must he to the literary world. Horace Walpole is a name of distinction,both in the literary and po litical world. A wit, a bou vivant, a gossip, a brilliant epistolary writer, he was a mem ber of the ministry during n part of his father's, Sir Robert Walpole’s, administra- tion ; but that he bad access to thn sources of information, which Junius possessed is not established to the satisfaction of the im partial reader. That Horace Walpole had malice enough to havo penned those celtbratedepistles can not admit of dispute. One of the strongest proofs of similarity in this respect is the spirit of personal malevolence towards George the Third evinced by Junius aud Walpole, respectively. The points of resemblance between them might he multiplied and still the proofs of identity would be imperfect. As far as regards style aud similar pecu liarities there is a far greater resemblance between Junius and Horace Walpole than between the former and any of the other candidates for the distinction. There is much similarity between them in powers of iucicive sarcasm, in epigrammatic and anti thetical composition, and in nervous, com pact expression. If tvu except Sir Philip Francis there is not one of the persons named that approach any similitude to Junius, neither Lord Chatham, Mr. Burke, Horne Tooke, or either of those supposed to be the author. Ou the whole there is no one who exam ines these evidences of identity, but must conclude that the coincidences are accidental. In England were every clu j to the authorship has been explored and trace of resemblance examined the name of Horace Walpole, has not. to our recollection, been once men tiuued. IN GENERAL. Sir Morton Peto aDd the English capi talists have returned to New York. W. 11. Trescott, of Charleston, has been appointed by Gov. Perry to look after the interests of South Carolina at Washington. Alexander Maoraconadato, a celebrated Grecian statesman, died on the 18th of August. W. Molt Brown has been elected Mayor of Nashville, Tenth, by 475 majority iu 22,833 votes. The miners in the Lackawanna Coal District have resumed work, and coal is ex pected to fall in consequence. The first steamer of the Baltimore and Liverpool Line sailed on the 30ih ult. Bal timore celebrateted the event. - - The Chlucso government, as appears by the recently published foreign correspond ence. by proclamation prenveuted the Ala bama and other confederate vessels from en tering the ports of that country. L. Pope Walker, of Huntsville, Ala., his brother, Percy Walker, of Mobile, and James L. Pugh, of Alabama, were pardoned last week. Hon. James L. Orr has accepted the nomination of a large number of the meru b.-rs of the South Carolina Convention for Governor of that State. Hon. B. F. Perry is to be n candidate tor U. S. Senator. Mayor Macbeth resumed, on Wednes day last, his functions as Mayor of the city ot Charleston, having been informed that he would be permitted so to do by the military commandant. The engineers of the Central Pacific Railway have demonstrated the prntieability ©f creasing the mountains of Sierra Nevada lit a gradient of only ninety feet to the mile, wheat the expected gradient was one hundred mid live feet.
