Mr. aaulsbury gained the floor immediately afterwards, and affirmed in a ten minutes speech, that if these pre monitory symptoms of a radical outbreak were to be followed by a war upon the administration, then the minority, of which “Vf** a P. art > would accept the wage of such a battle and uphold the hands of the Prwident against all foes. Three o'clock reached, and there was an ”“??* d f»ire to adjourn, but Senator Cowan could not allow the speech of the Senator from Massachusetts to go forth to the coun ty without further protest, and for half an hour he indulged in a keen analysis of the whole attack, with its unauthenticated ac companying evidence, and for the firs; time during the session drew an audible smile and stifled applause from the galleries. Unintentionally anl through the unguard ed whitewashing” qualification ot Sumner yesterday, the issue between the radicals and the policy ot the President has been thus early defined and fully recognized. It is safe to presume that the fortnight for which Congress proposes to adjourn to-morrow will be turned to active account by the assail antt m endeavoring to organize the details of their attack. T*s PnesiwiXT of ihsSs.-u.tk —The Presi dent ot the Senate, Mr. Foster, of Connecti cut, now Occupies, to all intents and purpos es, the position of Vice President of the Uni ted Steles. In the event of the death of . T!‘£ en V 0 r? 80D ’ therefore, in the interval Wlßfeß, Mr. boater, as be now stands, would become President of the United Slates. He is understood to be a sort of semi-radical •enu-conservative Old-Line Whig ; but it is probable that this is not enough for the lead ing Radicals. Hence there may be some truth in the report afloat that there is some tela of a change in the presiding officer of the Senate. Perhaps Charles Sumner may be the coming man. Who knows? In any event, we trust that the life and health of President Johnson may be spared to the country to the end of his present term ofot flee and for many years after its expiration. Ntw York IleraiU. A FasscHMAS’sßLcaDE*.—M. Jules Janin m the fehiUeton of the Paris Debats, writes the foildering sentence : “This century was yet in its tin, an English word which expres ses very well—this country was not yet twenty years old.” Whereupon an English journal remarks: We presume the famous feuilletonist means “teens," which, however, is not applies ble to all numbers under twen- Ij, but only to those alter twelve—thirteen fourteen, &c. President Johnson has ordered the bill re lating to freedmen in Mississippi, prohibit ing th em from renting or leasing lands in that State, to be disregarded, and General Howard has instructed the officers of the Government in that State to continue to pro tect the freedmen in their right to lease prop erty. The Lewiston, Me., children are precoci ous. The Journal says a little girl in that city, before going to bed the other night said she first wanted to ‘ say her prayers and have some whiskey!"
