Resolution to Convict ani> Hano Jbe FER-
son Davis.-r-In the House of Represeutatives
on Thursday last, Mr. Lawreuce of Ohio
submitted a series of resolutions, which, on
his own motion, were U id on the table, and
ordered to be printed for future action, viz:
That public justice and national security
demand that, as soon it may be practicable,
Jeff. Davis, a representative man of the-re
bellion, should have a fair and impartial
trial in the highest appropriate civil tribunal
of the country for treason most flagrant in
character by him committed,in order that the
Constitution and the laws may be fully vin
dicated, toe truth clearly established and af
firmed ihat treason is a crime, and that the
offense may be made infamous, and at the
same time that the v question may be judicial
ly settled figally and forever that no State of
own will has the right to renounce its place its
in the Union.
Resolved, That public justice and national
security demand that in case of the convic
tion of said Jefferson Davis the sentence of
the law should be carried into eflect, in order
'that the Constitution and Jaws may be fully
vindicated and faithfully executed, and the
truth clearly established that treason is a
crime and that traitors should be punished.
Resolved, That in like manner and
for like reasons, such of the most culpable
of the chief instigators and conspirators of
the rebellion as may be necessary to satisfy
the demands of public justice and furnish
security for the future, and those criminally
jesponsible lor the murder and starvation of
Union prisoners of war, should be tried and
punished for the high crimes of which they
have been guilty.
Resolved, That justice should not fail of
its purpose, and that all who are guilty of,
or responsible for, the assassination of the
late President, and the great offenders of the
recent rebellion, guilty of and responsible
for the murder and starvation of Union pris
oners of war, as well as those guilty of or
responsible for other unparalleled violations
of.the laws of warfare, are amenable to and
should be tried, convicted and punished by
a military tribunal authorized by law, and
sanctioned by the common law ot war, and
the usages of civilized nations, whenever
and so far as may be necessary to secure the
ends ot Justice.
Resolved, That the committee on the Ju
diciary be instructed to inquire what legis
lation, if any, may be necessary to provide
juries for trials for treason, for writs of er
ror, and to carry into effect the purposes of
the foregrting resolutions, and that said com
mittee report by bill or otherwise.
Gen. Breckinridge—A correspondent of
the Cincinnati Enquirer, writing from To
ronto, Canada, speaks thus of Gen. Breckin
ridge :
Gen. Breckinridge is here. He looks well
and is in perfect health. It was represented
during the war that his hair had turned from
jet black to silvery white. That was a mis
take; a few grey hairs are perceptible about
the locks, that is all. He is keeping house in
an humble letired way. He is much respect
ed by the citizens, and is invited to two or
three parties a week at the residences of the
first families. He is a great walker, walking
from six to ten miles a day, while the weath
er permits such exercise. He is a ha r d stu
dent, reading a great deal. I could not but
think that it is a misfortune that a gentleman
of hi9 culture and intellect should be lo9t to
his country. h
