New York Times sees in the certificate of
the ratification of the Constitutional amend
ment by the neceasary number of States, an
official recognition by the government of the
Constitutional equality of the States lately
arrayed agaioat the Federal Government
with the other Slate*; and very properly de
clares that this act, while making an end
„ forever of slavery, at this time, “vitalizes
llc ’ 8y the essential principle of restoration. We
quote: „
••It is impossible tor the Government
which has recognised the v«icfc of South
Carolina to be equally P ol entwith that of
Massachusetts' aud that of Georgut to have

amendment of the organic law of the Union,
to deny them equal functions in the Union.
The very highest power of a State is
to say yea o r nay to a proposed
amendment to the Constitution. The active
exercise of that function necessarily in
volves all other powers. The Executive De
partment, which certifies to the ratification
of the amendment by eight of the late Insur
rectionary States, is but consistent in remit
ting to them, as lust as possible, the full ex
ercise of all power. Congress, however,
urged by extreme men, will not dare to dis
pute the ratification, and undo, the legal act
of the certificate. And yet it must either go
that desperate length, or soon, by an inexora
ble logical necessity, admit the right of all
the Slates to be constitutionally represented
in their seats."
There is nothing new in all this—but it is
uttered by a party organ, who-e accociates in
Congress are every day and almost every
hour in the day, fighting this principle of
the equality of States, It is amusing,
says the New York Express, how one hold
ing such opinions can vote to send States
and Stale Representatives thus recognized to
the vortex of a committee created to destroy
the unity of the Government and its great
principle of representation in Congress.

OT the City Of Savannah, in Council aeeenMed, and
it is hereby ordained, by the. authority the trine.
That on and after the Bret Gay of January next, llk6,
taxes'and reVeuue for Ihe support of the government
of the elty of Savannah and for the advantage aud
benefit of the Inhabitants thereof, shall be aaaemed,
levied and raised at and after 4he following rates,,
that Is to say : '
1. At the rate of oae per centum per‘annum, on
the valuation for the year eighteen bandied and
sixty, of all real estate lit the city limit*, deducting
from such valuation sod* depreciation a* nfty have
occurred by fire or military occupation, and where

from any business transaction (other than sap* of
merchandize) bv any factor, auctioneer, broker, for.
warding, shipping, or commission merchant; and
one per centum on the value of all furniture, Jewelry
and plate worth over three hundred dollars.
5. One per centum on all Incomes iterived from
salaries, and the portrait of any profession, faculty,
trade or calling whatsoever.
6. One per centum on gross receipts of any basi
ns transact iofb not Included to the foregoing, and
Includin',’ all insurance companies and agencies, gas
companies, express companies, cotton presses, all
receipts for freight and for passage money which
are payable in this city, und all hotels anil restau

Sec 2. And be it further Ordaluedby the Authori
ty aforesaid, That, wherever, under this or any oth
er ordinance of suid city, any return may be required
or uny tax lie assessed or due, by or from any non-
resident company or corporation, the return shall be
made aud the lax be payable l))r the agent or other
manager or director or such company or corpora
tion ; and for every default, execution -ahalllHne ac
cordingly ; gnil 'that lu lire case of person
or persous liable or subject to make a return under
this or any otbor ordinance, aud where deftim may
be made execution shall issue far a double tax 04
