General Hamilton said that the Union must rest on voluntary consent. Any other principle, he argued, was incompatible with a confederation of States. Even those ■who justified the application ol force to co erce the Confederate States back “into the Union” were compelled to assume the posi tion that the authority of the Federal Gov ernment was paramount over that ot the States; that the latter could not exonerate their citizens from tbeir ailegience to the for mer, and that consequently they are liable to tbe penalties of treason. It seems a cor ollary Iroiu this doctriue that the Confeder ate Stales are still members of tbe Union, despite the action of conventions absolving them from all political obligations to it. If the right of secession is ignored, the right to punish is perfect, let the authority be what it may uuder which the jurisdiction of the United State 0 is resisted. The right to pardon, to grant an amnesty, flows neces sarily from the same doctrine. This is easily comprehended as the consequences of the dogma that secession is not a reserved right, and ihat nothing cun release any number of the States from the obligations of the Union. The whole question resolves itself into one of construction or interpretation The moderate portiou of the Republican party who profess to be guided by tbe Con stitution are perfectly consistent, therefore, in their doctrine. But the extremists—those who attach themselves to the school of Stevens, Sumner, &c.—are grossly inconsist ent. Tiiey entirely put aside the Constitu tion while pretending to vindicate it. Their only rule of action is the law ot force, the right of the conqueror—the seizure of the possessi- >ns of the vanquished, confiscation, deprivation of all civil rights, &c. These are among the rights of conquest, but not among the penalties of treason, at a period before civilization had softened the barba rous rules of warfare—befoie international law had ameliorated the usages of nations win.se only arbiter was the 9word. Mr. Raymond, by bis speech in Congress, has placed this subject in its true light. In reply to the arguments of Messrs Stevens anti Sumoer he said that the inference from the position assumed by them was in favor of the doctrine of secession. Peter Cove.—We regret to announce the demise of this esti mable citizen of Georgia, which occurred a t bis residence, in Bulloch county, on Satur day moruing last. The deceased wa9 over stveuty-years of age. For forty-two years or tweuty-oue terms, he served Bulloch county with abiliiy in the State Senate, in which body he was known as the senior mem ber. Geueral Cone was a man of ster ling integrity and ardent devotion to the wellore of his native State. For many years 11 Hon. Peter C me was Major General of the First Division Georgia Militia, to which position he was eiected by the Legislature over his competitor, Geo. Charles Floyd. Jo the last war he served under General Andrew Jackson as a captain, and was in command of his company at the taking of Taliabasse by tbe Indians. G neral Cone was born in Bulloch county. His funeral will take place to-day, and his remains will be deposited in tbe family vault in that county. IN GENERAL.. — Gerritt Smith has finally commenced bis libel suit against the Chicago Tribune, laying his damages at $50,000. The suit is entered in the United States Circuit Court, before Judge Drummond. Mr. Smith was willing to forego the judicial proceedings if the Tribune would publish a retraettiou dic tated by himself. This the Tribune refused to do, preferring to fight it out in tbe courts. Wirz’s body has not been exhumed and sent South, and no request has been made for his remains. —Stewart, the New York dry goods prince, owus four theatres. — The sale of articles in the dead letter otlicc is taking place in Washington. — “Traitor's Lot” is tbe name given to the burial place of Surratt, Paind, Wirz, &c. — Human fiDgere are among the contents of the Chicago hydrants. — Fauuy Kemble is “reading" successful ly iu London. —A magistrate in Brooklyn, N. Y., bas been convicted of keeping a “gin mill,” which subjects him to he seat to the peni tentiary. —“Old Bets," nn Indian squaw, aged 120 years, is still alive, and hale and hearty, at St. Paul. —John S. Rarey, the famous horse-tamer, is sutteriug from a severe attack "of paralysis. He resides at Grovenport, Ohio. — The North river is frozen across to Al bany, but the ferry boats manage to ^.ush their way through, —During the week 4,000 European immi grants have arrived at New York. —Brigham Young, Jr., is preaching Mor- monisrn in England. —Hog cholera is said to be very fatal in Adams county, Pa. —Gen. Grant’s pay as Lieutenant General amounts to $9,240 per annum. —A gentleman having a large six shooter in his hand was asked, “Pray, sir, is that a horse-pistol 7" “No, sir,” he replied, “it is only a Colt'9.” —Why is President Johnson like Chim borazo ? Because he’s the greatest of ail tbe Andies. —The total revenue from the tax on chew ing tobacco for the last three years is nearly eighteen millions of dollars. —AH the horses loaned by the United Si ales Government to tbe farmers in North Carolina, last summer, have been ordered I from the Chit anooga Gazette, Dec, St.] Fiendish Oatmg* by Negroes. The entire community were shocked yes terday morning by the reception of a rumor that a mo.-t diabolical outrage bad been per petrated on the family of an old gentleman residing about two and a half miles from the city, and familiarlv known as Antipas Moore. He is a gentleman of excellent standing in the counry. We shall not attempt to detail the boirors of the crimes we an* about to mention, but simply make a brief statement of what we understood to be the facts. It appears that at about eight o'clock on Friday a squad of negroes, either soldiers, or dressed as such, visited the house of Mr. Moore and demanded admittance. The in mates refused to open the door, when the ruffians attempted to force it open. For some reason or other, Mr. N. G. Moore, a son of Mr. Thomas F , made bis escape into the woods, the scoundrels firing at him a9 he rau. Tbe fiends then succeeded in breaking open tbe door and entered, when they de manded money, and their exactions not being complied with, they knocked down the old gentleman and threw him out of doors, and beat him so severely that be could no longer make any resistance. They placed a guard over him aud re-entered tbe house, when they demanded of Mrs. Moore information as to tbe whereabouts of her husband’s money —they had already taken all that he bad iu bis pocket—which she peisistently retused to give. They then knocked her down, and several ot the indescribably diabolical w'retches violated the old lady's person. They also treated in tbe same manner her grand child, who is not over ten years of age. After helping themselves to what they desired they left tbe terribly abused and out raged family. No traces as yet have been found wbicli may lead to tbeir discovery. Mr. Moore and his son—the latter of whom professes that he hid himself in lue weeds while his father was being, so far as he knew, murdered, and his own aged mother was suffering a nameless outrage— were in the city yesterday, and at the Head- quarles of Col. Win. B- Giw, Post Com mander, signed the following statement : TKSTIMONV OF NICHOLAS O. MOORE. Last night six or twelve colored men, I can tell you how they were dressed, I think some of them wore short coats or jackets, with guns, and some wore overcoats, came toiny father's house, neqr Mission Ridge, about two and a half miles from town, about eight o’clock and demanded admittance into the house ; the door was not opened at their demand; 1 looked out of the door when some one or more fired two or three shots; I then fled into Hie back yard and hid myself iu the weeds.
