SAVANNAH, GEORGIA, THURSDAY, JANUARY 11, 1868. The Savannah Daily Herald EiMbl(ihmc*t of Negro NiiMnlc LoilgK In the South. [From the Richmond Times, 27th.] We published the other day, with com- meut, an extract from the Anglo-Africau re lative to the establishment of negro Masonic lodges in the South under the alleged au thority of the Grand Lodge of the State of New York ; also, an extract front uNew- bcrn, (North Carolina) paper commenting upon the establishment ofSone of the lodges in that towu. In explanation of the matter, we gladly make room for the following com munication from a New York Mason : Richmond, December 22, I860. “To the Editor of the Richmond Times : “Sir—In your issue of this morning is publjshed an article on Freemasonry, con taining statements in Fegard to the Grand Lodge of New York which, if true, would not be very creditable to such an intelligent body of Masons ; but it is incorrect “The Grand Lodge of Masous of New York do not now and never have recognised colored lodges ; aud the Grand Lodge spoken of in the extract from the Auglo-African is no doubt that of the colored people calling themselves Masons. There is no legal Ma sonic Graud Lodge in the United States that I am aware ot which institutes colored lodges. A New York. Mason.” WAR DEPARTMENT, i Bureau of Refugees, Freedmen, and ^ Abandoned Lands. ' Washington, Dec. 22, 1865. Circular,) No. 22. ; The attention of Assistant Commissioners is called to the report of the Lieut. General, dated Dec. 18, 1865. The most thorough in spection will at once be made, aud the evils complained of corrected. No order from the War Department makes the Bureau ‘inde pendent ol the military establishment,” and Agents should be furnished with complete instructions, according to the Orders aud Circulars issued lrom this branch of the War Department- Any Agent or Officer who presumes to act contrary to such instructions will be forth with removed or reported to the Department Commander for trial by court-martial. In all matters of a military character, the Officers and Agents within a Military Depart ment are under the direction of the Depart ment Commander, in the same manner as an officer of Engineers building a fort in the same Depnitment, who reports directly to the Chief Engineer. Every Assistant Commissioner will con stantly Beek co-operation with the Depart ment Commander, and must keep him furnished with all information in his posses sion- His formal approval must be secured, when possible, to all Ordei’9 and Circulars issued by the Assistant Commissioners. O. O. Howard, Major General, Commissioner. The Detroit Tribune is responsible for the following important disclosure: “We learn from an entirely well informed source at Washington, that all the books and docu ments left in Canada by Jacob Thompson, the most active and debased of all the rebel emissaries in that province, containing bis correspondence, documents and accounts, sbowiug the disposition of the rebel funds in his bands, have been secured, and are now in the possession of the Government authorities at Washington. These papers will be of rare interest, particularly to the frontier cities, Detroit included, against which a great portion of the machinations of Thompson and bis cut-throat gang were directed.” Married or Not Married.—While a cou ple were being married in Preston church the other morning, the mother of the young lady, who was under age, rushed imo church aud forbade the wedding. The officiating minister at once stopped the service and ihe bridegroom bad pronounced the words, “With this riog I tbee wed,” declared that no legal marriage had taken place. Since then, however, the matter has been discussed at a meeting of the clergy, and the unani mous decision they arrived at was, that the couple had been properly and lawfully mar ried according to the rites of the cnurcb. The point is a very ticklish one, aod will probably have to be settled in the law court. —Chicago Times. It is stated that the Falls of St. Anthony are rapidly undergoing a change; that during the Spring of 1859 they receded about 250 feet to the middle of the river, and nearly HO teet further the next Spring. It is not im probable that in a few years they will he de etroyed altogether, leaving nothing behind but a long reach of rolling, tumbling rapids. —Edward B. Ketchum, the New York de faulter, who was sentenced in the court of General Sessions to be confined in the State prison tor four years aod six months, was taken on Friday last from the Tombs to Sing Sing prison, by Sheriff Kelly. The young man was accompanied from the city prison by bis father and one of bis brothers. i iinnisMiiM mkhchaatk, JOHN L. VILLA LONG A, COTTON FACTOR, FORWARDING and COMMISSION MEII- UIIA NT.
