Proposed Funding the National Debt.
The bill reported in the House of Repre-
seuUvtives on Monday, by Mr. Morrill, from
the Committee of Ways and Means, pro
vides :
First—That the Secretary of the Treasury
shall be authorized to issue to the amount
that may be required, coupon or registered
bonds ot the United Spates, payable in not
over forty years from date, and redeemable
at such time after date as may be fixed by
bim ; that such bonds may be sold, and the
principal and interest may be made payable
either in the United States or in Europe; ana
such bonds as are payable at the Treasury of
the United States shall bear interest not ex
ceeding six per centum per annum, payable
semi-annually ; aud such as arc made pay
able, principal and interest, in Europe, shall
bear interest not over five per cent, per an
num, payable semi-annuaily. The poilion
payable at the Treasury shall be paid in the
coin of the United States, and that payable
in Europe shall be paid iu the coin or cur
rency of the country in which they shall be
made payable. The Secretary of the Trea
sury shall fix the denominations to be issued,
aud may dispose of the bonds at the market va-
lue|for foreigu coin or exchange, United Stares
notes, Treasury notes, or notes of national
banks, or other obligations of the United
States, and may exchange them for any other
bonds of the United States. The bonds Bball
not be taxable by State or municipal au
thority.
Second-—That these bonds shall be in such
form as the Secretary of the Treasury may
direct, and shall bear the written signatures
of the Register of the Treasury or other
officers appiuted to sign the same, aud also
as an evidence of lawful issue the imprint of
a copy of the seal of the Treasury.
Third—Appropriates money for the neces
sary expenses of engraving, priming aud
preparing, issuing and selling, and for agents
for this purposo in Europe.
Fourth—Makes it a felony to engrave,
trausrer, import or sell materials for such
notes, except by authority of the Secretary,
with a penalty of $20,000, or by imprison
ment not exceeding twenty years, or both.
Fifth—Re-enacts all laws against counter
feiting applicable to these issues.
Sixth—Provides that the interest-bearing
Treasury notes shall no longer be a legal
tender.
Seventh—Repeals the provision for a one
per centum sinking fund.
The “Liberator ” of last week contains the
valedictory of Wm- Lloyd Garrison, who
announces that this is the last number, the
paper having been published thirty-five
years. He says the object for which the
Liberutor was commenced has been glorious
ly consummated.
Some of our readers, perhaps, would like
to see what Garrison fiually said, and here it
is, as put iu type with his owu hand, for the
last Liberator:

stands. Hail, redeemed, regenerated Amer
ica : Hail, north and south, east and west.
Hail, the cause of Peace, of Liberty, of
Righteousness, thus mightily strengthened

nant hopes, its glorious promises, its illimita
ble powers of expansion and development!

sold iu the market, robbed of all rights,
hunted as partridges upon the mountains in
your (light to obtain deliverance from bon
dage, brauded and scorned as a connecting
link between the human race aud the brute
creation ! Hail, all nations, tribes, kindreds
and people, “made of one blood,” interested
iu a common redemption, heirs of tho same
i mmortal destiny! Hail, angels iu glory,
aud spirits of the just made perfect, and tune
your harps anew, singing, “Great and mar
vellous are thy works, Lord God Almighty ;
just aud true aie thy ways, thou Kiug of
Saints! Who shall not fear thee, O Lord,
and glorify thy name? for thou only art
holy : for all nations shall come and worship
before thee: for thy judgments are made
manifest.”

The attention of citizens and others Is called to the
following extract of an Ordinance passed August 2,
1S39:
EXTRACT.
Sec. 3d—If any person shall ride, lead, or drive
any horse, mule, or other animal usually ridden, or
used for draft in anv sort ef carriage whatsoever,
within or between the double row of trees, in the
centre of South Broad street, or the double or triple
row of trees on the Bay (except through or across
the said trees when ihey are intersected by die
streets) or who stialt ride, lead or drive the same
over any of the sidewalks or footways within the
said city, he or she shall be punished as is herein
after mentioned.
Sec. 5. Upon the conviction of. any violation or
nnv of the provisions of this Ordinance the offender
mav lie fined in a sum not exceeding one hundred
dollars, at the discretion of the Mayor, Chairman or
Alderman presiding at the Police Conn, or of the
Council. * * « * * * *
And the said fines and forfeitures may be levied, re
covered. collected and enforced In tbe manner pre
scribed by law, and one-half thereof shall lie paid,
when collected, to ihc Informer and the remainder
shall be paid to the City Treasurer for the use of the

The attention of captains of vessels is called to
the following extract from an ordinance paseed in
Council Nov. 2*Bt, 1860.
BXTBAOT.
Section 1. Be it ordained by the Mayor and Aider-
men of the city of Savannah and the hamlets there
of In council assembled, and It is hereby ordained by
authority of the same , that It shall not be lawful
hereafter for any matter, captain, or commander of
any steam or sailing vessel arriving in the harbor
of Savannah, to land, or permit to be lauded, any
steerage passenger, or other person likely as a pauper
to become a ebarg. on said city, without permission
from the Mayor or Acting Mayor of said city ; and
that for a violation of the foregoing provision such
master, captain or commander BtiallDe liable, on con
viction before the police coart, to a fine of twenty-five
dollars for every snch eteerage or pauper passenger
so landed os aforesaid ; but such fine may be remitted
on 8ti<h master, captain or commander either con-
veyiug such passenger or pauper bark to tile port
whence lie can e, or entering into bond, to be ap
proved by the Mayor, that such passenger or other
pauper shall not become a charge to or on said city
lor the space of at letist twelve mouths from such
lauding; aud on such master, captain or commander
paying all costs of prosecution, and all expenses at.
tending the enforcement of the order of the Mayor in
carrying out this ordinance in every given case.
The police will report all violations of the above.

To amend an Ordinance entitled an Ordinance to
levy and assess taxes, and raise revenue ror the
City of Savannah, and to amend the various t,x
and revenue Ordinances of said City, passed iu
Council 27th December, 1866.
Sec. 1. Beit ordained by the Mayor and Aldermen
of the City of Savannah, In Conncil assembled, ami
it is hereby ordained by the authority aforesaid,
That so much of said recited Ordinance of 27th De
cember, 1806, as requires returns to be made
quarterly be as to returns of all receipts for freight
owl passage money, so amended as to require that
said returns for freight aud passage money be made
monthly ; ihe first return to be made on the first day
of February next, or within ten days thereafter, and
that so much of Haid recited Ordinance as militates
with this Ordinance, be and the same is hereby re
pealed.

Police.
Sec. 1. Be it ordained by the Mayor and Aldermen
of the City of Savannah, iu Council assembled, and It
is hereby ordained by the authority or the same, 'Hist
it shall and may be lawful lor his Honor, the Mayor,
to make contracts and conditions with the privates
of the City Police, to the effect, that no snch private,
already or hereafter to be appointed, shall resign or
vacate his position as such private, without ilr„i
giving thirty days’ notice to tne Mayor or said pri,
vate's intention so to do, on pain of loss of all pay or
compensation due at the time of such resignation or
vacation ; ami that, hereafter the Mayor be author
ized to make no new appointments of privates in
said Police, without requiring said stipulation, con
dition or contract to be made.

AN ORDINANCE,
To authorize the issue of new bonds or the City of
Savannah, for the purpose of funding a portiou of
the public debt of said City.
Sec. ]. Be it ordained by the Mayorand Aldermen
of the City of Savannah, in Council assembled, and
it is hereby ordained by the authority of the same,
That His Honor the Mayor be, and is hereby author,
ized to issue bonds of the city of Savannah to an
amount not exceeding ($400,000) lour hundred thous
and dollars, In sums of one hundred, three hundred,
and five hundred dollars, respectively, aud having
twenty years to run, with conpons attached, and
payable semi-annually, that is to say, on the filth
day of July, and the first day of January, In order to
take up coupons now due on city bonds ; said new
bonds to bear the same rate ot Interest as the old
ones, to which said coupons now to be funded, be
long ; and said new bonds lo be redeemable in New
York or Savanuah, as the applicants for snch new
bonds may designate by giving notice to the Mayor.
Sec. 2. And be it further ordained by the authority
aforesaid, That the coupons so redeemed by the issne
of new bonds ha cancelled by the Mayor, or other
wise destroyed by him, under the supervision of the
Finance Committee of Council; and that the Mayor
be, and he Is hereby authorized to draw from the
Treasury such amount as may be necessary for pre
paring and Issuing said new bonds.
Sec. 3. And be it lurther ordained by the authority
aforesaid. That all ordinances, and parts of Ordi
nances, bo far as they militate with the ordinance,
be, and the same are hereby repealed.

mediately soluble. It is quite as active as Peruvian
