The Savannah Daily Herald Northern Claims Against Southern Cred itors.—The special committee appointed by the York Chamber of Commerce to consider the propriety of enforcing, by every means afforded by the law, Northern claims against Southern debtors, submitted the re sult of their deliberations to that body on Thursday, in the shape of a memorial to Congress. The committee set forth, that at the com mencement of the late civil war citizens of the rebellious States were indebted to credit ors in the North, for money loaned and goods sold, to the amount of about $150,000,000, and that only a small portion of it has since beeD liquidated; while on the other hand a large proportion of the residue has been, or soon will be, barred by the State statutes of limitation. In order that these claims may be adjusted, therefore, the memorialists pray for the passage of a law exempting suitors in the Federal courts of the Southern States from the operations of statutes of limitation passed by the State Legislatures, for a period long enough to afford legal creditors an op portunity to enforce their demands. After an animated discussion, the memo rial was unanimously adopted, together with a resolution calling upon Senators and Rep resentatives in Congress to use the most earnest endeavors to procure the passage of the desired bill. The memorial was introduced in thq Sen ate on Monday last. Proposed National Military and Postal Railroad between Washington and New York.—The bill introduced by Representa tive Stevens on Monday last, sets forth that the necessities of the Government require the construction of a national military and pos tal railroad between the cities of Washington and New York- TJhe company is authorized in the name and on behalf of the United States to survey, locate, lay out, construct, equip, maintain, operate, use, collect tolls upon and enjoy a continuous line of railway, with one or more tracks, between the cities of Washington and New lork. The engi neer is to be appointed by the corporation, but to be approved by the Secretary of the Interior. The route is to be through the States of Maryland, Pennsylvania ana New Jersey, and first class passengers are to be carried at three cents per mile, and the road Is to cross the Susquehanna river above tide water. .Mayor Mat of Augusta Caned.—The Chronicle says: A handsome hickory cane was presented to Mayor May, Tuesday, by the city officers under his charge. It was f olten up for the occasion by Mr. Thomas lussell, of this city, and is of hickory grown in Richmond county. The head is of solid gold, and engraved with the legend: “Pre sented to Mayor May by his officers—1866.” It is a worthy tribute to the honorable gen- gentleman who has so long presided over the municipal destinies of our city, and who purposes to retire from office at the termina tion of his official term in April next.
