The Savannah Daily Herald SAVANNAH. SATURDAY, JANUARY 20. 1866. Views of the Hob. John Bell, of Tennes see. The Louisville Journal is publishing a se ries of letters by the Hod. John Bell, of Ten nessee, on the issues of the day. Mr. Bell was a candidate for the Presidency in 1860, in conjunction with Mr. Everett, on an avowed Union platform; but when Tennes see seceded he identified himself with the Confederacy, and continued to support it until the last. Mr. Bell now discusses the questions of the day from a Southern point of view. He heartily accepts the legitimate results of the war, and devotes himself to the important work of reconciling tiie Southern people to an unreserved indorsement of President Johnson’s policy of restoration, and general ly adopts a line of arguments consistent with the soundest statesmanship. He deprecates, with great force, the dangerous policy of the radicals who are striving to defeat the Pre sident's plan, and points out the importance of baffling the schemes of Southern dismem berment by a consistent support of the con stitutional policy of the administration. The World and Time* on Hon. W. II. Seward. The most desirable thing for Mr. Seward, as a Presidential aspirant, is to have the ex isting difference kept open. If it were closed, by the admission of the South with white suffrage, Mr. Johnson or Qea. Grant would be the next President; if by admission with black suffrage, Mr. Chase would be the in evitable candidate of the Republican party ; but liy keeping the question unsettled, Mr. Seward hopes to slip in as the compromiser of an otherwise irreconcilable difference.—A 7 . Y. World. Dr. Biimber’s dog Diogenes was always barking at another dog round the corner that he had never seen. In like manner the World barks at Mr. Seward, whom it only sees through its chronic prejudices. If the assassin’s aim had been a little more sure— and the World expressed disappointment that it was not—what an opportunity for party expectoration would have been lost! Through eight months of intense suffer ing, during one half of which period the chances of recovery, in his own case and that of his son, were lartrely against them, the World has been vindictive and vicious. Its pretexts for alarm are as far-fetched and strained as the article from which we quote. No man is more anxious than Mr. Seward to see “order reign.’’ No man labors more un selfishly for adjustment and restoration. And no man is less a candidate for Presi dent.—A 7 . L Time*. -The Montgomery Mail The Davis Fund-- says: _ The following was gotten up by an asso ciation of ladies in New Orleans, and copies are circulating in all the Southern States. Those who feel inclined to aid in so noble a cause, can do so by leaving their contribu tions at this office or at the Montgomery Club House, where a sum has alieady been collected, or with Mr. T. R. Wyatt: To raise an adequate fund for the relief of the present necessities of the family of the Hon. Jeffersou Davis, the following plan is proposed. That each ■Woman should con tribute one dollar (aud each man be requested to do the same), so that in the present con dition of our country none may be denied the privilege. That lists be circulated throughout this aud other Southern States, by appointing some suitable person in eae[i county of the State, aud the sum thus col lected he placed in the hands of the treasun r appointed for the State, and the amount transmitted by her to Mrs. Davis. Mrs. Dr. J. C.Nott, of Mobile, is appointed treasurer the State of Alabama. OFFICIAL. NOTICE. CITY OF SAVANNAH, Office Clerk of Council, January 6th, 18C6. The attention of citizens and others Is called to the following extract of an Ordinance passed August 2, 1S39: EXTRACT. Sec. 3d—If any person shall ride, lead, or drive any horse, mule, or other animal usually ridden or used for draft in any sort of carriage whatsoever, within or between the double row of trees, in the centre of South Broad street, or the double or triple row of trees on the Bay (except through or across the said trees when ihey are intersected by the streets) or who shall ride, lead or drive the same over auy of the sidewalks or footways within the said city, he or she shall be punished as is herein after mentioned. Sec. 5. Upon the conviction of any violation of any of the provisions of this Ordinance the offender may be flued in a stun not exceeding one hundred dollars, at the discretion of the Mayor, Chairman or Alderman presiding at the Police Court, or of the Council. * * *» * *** And the said fines and forfeitures may be levied, re covered, collected and enforced in the manner pre scribed by law, and one-half thereof shall he paid, when collected, to the informer and the remainder shall be paid to the City Treasurer for the use of the City. AN ORDINANCE, To authorize the Issue of new bonds of the City of Savannah, for the purpose of funding u portion of the public debt of said City. Sec. 1. Be it ordained by the Mayor and Aldermen of the City of Savannah, in Council assembled, and it. is hereby ordained by the anthorlty of the same, That His Honor the Mayor be, and is hereby author ized to lssne bonds of the city of Savannah to an amount not exceeding ($400,000) four hundred thous and dollars, in sums of one hundred, three hundred, and live hundred dollars, respectively, and having twenty years to run, with coupons attached, aud payable’ semi-annually, that Is to say, on the fifth dav of July, and the first day of January, in order to take up coupons now due on city bonds ; said new bonds to bear tiie same rate ol Interest as the old ones, to which said coupons now to be funded, be long ; and said new bonds to be redeemable in New York or Savanuah, as the applicants for such new bonds may designate by giving notice to the Mayor. Sec. 2. And be it further ordained by the authority aforesaid, That the coupons so redeemed by the Issue of new bonds be cancelled by the Mayor, or other wise destroyed by him, under the supervision of the Finance Committee of Council; and that the Mayor tie, and he is hereby authorized to draw from the Treasury such amount as may be necessary for pre paring and Issuing said new bonds. The Riceliopc Plantation contains two thousand four hundred and forty-five (2446) acres, one-half of which is chuice hammock and rice land, the other Half pine land. The rice land will produce seventy bushels of rice per acre; the hammock, from forty to fifty bushels of corn or a bale of sea island cotton per acre The pine land is very productive—will produce from fifteen to twenty bushels of corn per acre, or a hall bale of sea island cotton, and is very easy of cultivation.— Upon it is a vast quantity of ranging or mill limber, within a half mile to a mile and a half of the Atlantic & Gulf Radroad, which passes through the middle of the tract. This place is situated on both sides of the Gulf Railroad, thirty-four miles from the city of Sa vannah, aud tiie wood and timber npon it, which can be easily transported to the city, will pay what I ask for it ten times over. The health of t ins place, espe cially the pine land, cannot be excelled even by the mountuii.s of Georgia There are a number of de sirable settlements upon it, and the tract can be di vided npintoa number of small farms.
