GOVERNOR'S MESSAGE.
We presented yesterday briefly our impres
sions, after a hasty perusal of this important
document. A more deliberate reading satis
fies us of its great statesman-like merits.
There are three topics treated that require
extended comment. 1; The Finances. 2; The
Penitentiary, 3; The Laws regulating Inter
cat. The view presented by the Governor of
the state of the finances is much more favor
able than we were led to expect from cir
cumstances. Tbe estimate of expenditures
fo r 1865, is in the aggregate $S06,830. For
3667 and afterwards, $791,455. The estimate
of income in 1867 aud afterwards, from Wes
tern and Atlantic Railroad, $600,000. To be
raised by an ad valorem tax of 1-8 of 1 per
cent., $1,050,000. *
The mode of providing a revenue suggest
ed by the Governor is the wisest under ex
isting circumstances. The entire indebted
ness of the State reaches the moderate sum
of 83,500,000.
The income from the State Road will more
than pay the interest on this sum, aud de
fray the current expenditure. If, to' this
amount is added what will he. required to
meet present wants aud repair all damages,
$2,600,000, the whole indebtedness of the
State will not exceed $6,000,000. It is the
most judicious system of finance, when re-
< vering from an exhausting war, to tax ex
isting resources as lightly as possible. An
ad valorem tax of 1-.8 of 1 per cent, will be
felt as a light burden .until privnte revenue
has been recuperated. The provision of a
einking fund suggested is not likeau ordinary
siuliiDg fund,to wit raisiug a sum by taxation
for the formation of such a fuud, but
the application of surplus of revenue over
expenditure for the extinguishment of debt.
Tbe proposition made to fund all the arreas
of interest will no doubt be accepted by the
Legislature. Tbs scheme of funding all ex
isting obligations by tbe creation of a stock
• aving not less than twenty nor more than
thirty years to run, at a rate of interest not
exceeding 7 per ceut., will find ready ac
ceptance by European capitalists should a
sinking fund of 2 per cent., as proposed by
the CoverJor, be made part of the loan. By
the suggested scheme of finance the State ot
Georgia will have its finances resuscitated
rapidly.
The recommendation to rebuild the Peni
tentiary will meet with opposition; but the
true po'icy is reformation, not destruction.
The Governor’s experience as a judicial mag
istrate suggests improvements in the admin
istration of the criminal code of Georgia
which merit the attention of the Legislature.
His experience and sagacity furnish hints
that ought not to be lost for the reformation
of our criminal jurisprudence. A return to
the coda which for so long a period dis
graced the penal code of South Carolina
could not be imagined. Tbe Legislature of
Georgia should not prove insensible to tbe
improvements in progress in every part of
the world in criminal Jaw and its adminis
tration. Governor Jeukin3 is aware of the
light that has been shed on this branch of
jurisprudence by recent inquiries in Europe.
Ilis humane and wise purpose is that legis
lation in his own State should march hand
in hand with legislation in Europe, and not
recede into the barbarism of the dark age3.
The repeal of the usury laws of Georgia is
demanded not only by general enlighten
ment of the age, but the peculiar circum
stances of the people of the State. It would
indeed form a singular commentary on the
times, that while there is au unprecedented
scarcity of capital tbe Legislature should
continue those barriers by which it is ex
cluded from tbe State. The Governor re
commends a limitation of 10 per cent. We
question the expediency of any maximum
for the interest ol money, except where the
parties have neglected to fix the rate by
contract.
Tne remarks on pauperism are the dictates
of a spirit of humanity that will meet with
due attention while they appreciate tbe diffi
culties ot the task of reconciling the social
changes induced by the transition.
Georgia Legislature.
Milledgeville, Jan. 22.—In tlie Senate
to-day a bill was passed incorporating tbe
Georgia Express Company, with a capital
stock of $200,000, subject to be increased to
$1,000,000. Tbe stockholders ore made per
sonally liable. The headquarters of the Com
pany are to be at Atlanta.
In the House, a bill renewing the restric
tions on tbe distillation of ardent spirits was
passed.
Mr.’ Redley, of Troupe, introduced a series
of resolutions recommending to the President
of the United States to proclaim a general
amnesty aud pnrdon.

ing that President Juarez arrived there on
the 18th December, having been driven from
Chihuahua by the French.

Washington, Jan. 22.—In the Senate to
day the proposed amendment to tbe bill en
larging tbe powers of tbe Freedmen’s Bu
reau, restricting the limits of its jurisdiction
lo the late rebellious States, was discussed.
Mr. Wilson, of Mass., spoke in opposition
to the amendment.
Mr. Cowan, of Penn., said if such a Bureau
must exist, its operations ought not to be
felt by the loyal States.
The questloa being taken on the adoption
of the amendment, it was rejected.
In the House, Mr. Finck of Obio, intro
duced a bill to repeal tbe test oath, which
was referred lo tbe Judiciary Committee.
Mr. Williams, of Penn., introduced a reso
lution calling for the trial of the leaders of
the rebellion by court-martial or military
commission, asserting that it would not
answer tbe purjmse of the Government to
have them tried by a Judicial tribunal in tbe
South, where their peers are equally guilty
with the persons charged with the crimi of
treason.
FEARS OF A FENIAN INVASION OF
CANADA.
New Yokk, Jan. 22.—The Herald’s To
ronto correspondent says the reason for the
postponement of the meeting of the Colonial
Parliament until May next is fear of a Fen
ian invasion.

THE FREEDMAN’S BUREAU.
We learn from the Richmond Whig of the
3 7th inst., that the bill to enlarge the Freed
man's Bureau, as amended by tbe Judiciary
Committee, has been presented by Mr.
Trumbull to the Senate. It provides lor the
continuance of the Bureau and ita extension
to all party of the United States where freed-
men tuny lie. For this purpose there are to
b ; twelve Freedmen’s districts, with an As
sistant Commissioner over each, with sub-
districtB aud the necessary clerks. The
President is authorized to place the whole, if
he deems it best, under officers from tbe
A my, aud to give all the employees of the
Bureau military protection. For destitute
refugees and' negroes the Secretary of War
is authorized to issue provisions, fuel and
clothing.
The important feature, however, is tbe au
thority given the President to reserve for the
freedmen and Union refugees unoccupied
lands in Florida, Mississippi and Arkansas,
not exceeding in all 3,000,000 acres of good
land. Each family or laborer is to have
forty acres, at such rent as may be agreed
upon between the Commissioned and tbe
freedmen. After a time the tenautacan pur
chase and own the lands on valuation-^-this
latter to be determined by tbe Commissioner
under the direction of the President. The
titles granted under General Sherman'8 spe
cial order are confirmed and made valid.
The pauper freedmen now depending on tbe
Government for support are to be provided
with such lands in the different districts as
the United States may be able to purchase
and the Commissioner shall build upon them
such schools and asylums as may be neces
sary, and from time to time he is lo let and
sell those lands to tbe freedmen in the same
manner with tbe public lands; provided,
however, that the lots shall never be sold lor
less than the cost to the United Stales.
Another section authorizes tbe President to
extend military protection to the freedmen
in all cases of making discrimination against
them on account of color; and still another
prescribes punishment for subjecting ft ted
men tc slavery,
i’bis important bill was to be up for discus
sion ou tbe I8tb, and its provisions having
the sanction of one of the leading commit
tees of the Senate, it will in all probability
become a law.

—The river at Augusta was ten feet four
inches on Friday.
—The colored population of Augusta re
joice in a newspaper published aud edited by
colored men. One Sbeftall, a barber, has
abandoned his razor and lather for the edl
torial scissors and paste. A white teacher
of a colored school is understood to hnve
control of the affair.
—Col. John O'Fallon, of St. Louis, who
died a few weekB ago, during his iife gave
away about a million of dollars to advance
the causo of education at the West.
—Dr. Abernetliy’s prescription to a rich
patient was, “Let’your servant bring you
three or lour pail9 of water and put it into a
washing tub; take off your clothes, get into
it, and from head to foot rub yourseif with
it, aud you’ll recover.” “This advice of
yours stems very much like telling me to
wash myself,’’ said the patient. “Well,”
said Abernethy, “It is open to that objec
tion."
—A parrot in a confectionery store at
Waterbary, Conn., has been taught lo say
“pretty creature” to each lady that enters
the store. The result is that the store is
crowded all day—to see the parrot, of course,
not to listen lo its flattery.
—Antonio Curreo was tried in New Yoik
recently for keeping a gambling house for
children. It was shown that children from
nine to fifteen yoars of age frequented the
place to play billiards for money.
—Bierstadt, the artist, has made $120,000
with liis brush in three years. He is now
building a princely mansion on the Hudson,
and drives the most stylish team in the Cen
tral Para.
—At a performance of “The Lady of Ly
ons,” in Columbia, Ohio, last week, a spec
tator was bold enough to biss something
which displeased him. A policeman tried to
put him out without success, when Claude
Mel not left the stage, carried the disturber
into the street, and then returned to bis act
ing-
—A young stock-broker, having married
a fat old widow with £100,000, say9 it wasn’t
his wife’s face that attracted him so much as
the figure.

The attention of citizens and others is called to thp
following extract of an Ordinance passed August 2,
1839:
EXTRACT.
Sec. 3d—If any person shall ride, lead, or drive
any horse, mnle, or other animal usually ridden, or
used for draft In any sort of carriage whatsoever,
within or between the double row of trees, in the
centre of South Broad street, or the double or triple
row of trees on the Bav (except through or across
tlie said trees when lhey are intersected by the
streets) or who shall ride, lead or drive tlie same
over any of the sidewalks or footways within the
said city, he or she shall be punished as Is herein
after mentlooed.
Sec. 5. Upon the conviction of any violation of
any of tlie provisions of tills Ordinance the offender
may be fined in a sum not exceeding one hundred
dollars, at the discretion of tlie Mayor, 1’lialrmau or
Alderman presiding at the Police Couic, or of the
Council. ****»»•*
And the said fines and forfeitures may be levied, re
covered. collected and enforced in tbe manner pre
scribed by law. and one-half thereof shall he paid,
when collected, to the lnrormer and the remainder
shall be palt to the City Treasurer for the use of the
City.
The Police will report all violations of the above.

Crime in Macon.—Tbe local column of the
Macon Telegraph of Thursday last, opens
with “A Cnapter of Blood,” followed by “A
Bloody Rencontre.” A negro girl in attempt
ing to escape from a soldier who attempted
to embrace her in tbe street was shot by him
and mortally wonnded. After a considerable
earch the perpetrator of the deed was
found and arrested.
Tbe next case recorded was a bloody fight
between two white men in the market with
butcher knives. Both men received severe,
if not fatal wounds. Tneir names are Wash.
