We have before us a printed copy of the "Charter of the Georgia JoBt Stock Land and Immigration Company,” recently granted by the Superior Coiirl of ChatOTm County, Ga. The following named gentlemen are the corporators, viz: Solomon Coheu, Geo. P. Harrison, John Screven, Noble A. Hardee, Richard W. Adams, Joliu W. Anderson, Harrington King, Charles B. Kiug, William C. Daniell and Wm. S. Rockwell. The purposes contemplated are the procur- plaeed would be broken up by a mob in lorry-eight hours. The Prolcctionists nt tbe Eistward are making desperate efforts bo to change the cur rent ot opiniou in the Western States as to in fluence the legislation of Congress. A reac tion has set in, and the formation of free trade associations in the cities of the West have become necessary, in counteraction of these efforts. The friends of protection not only dispute the policy of free trade, but as sail the motives of its promoters. The free trade leaguers of the city of New York are charged with interested views in becoming members of associations intended to promote the interests of liberal commercial inter course. Such men as David Dudley Field, Lncius Robinson, Isaac H. Bailey, Alfred Pell, William Wood, Charles A9tor Bristed, Wm. B. Scott cannot be permitted to asso ciate together for the furtherance of a lpgiti. mato purpose but that they are classed among the “importers and British jobbers” in New York. It is this low system ot personal imputa tion pursued by the Protectionists that is driving all men of honorable dealing from among them, and is causing the reaction throughout the Western States, of which we have spoken. But this imputation of motive is not limited to men of business, and who belong to tbe contemplative classes of society whose pur suits are not blended with active occupation, but such is tbe low style of controversy that prevails lhat the motives of men of science, on whose characters tbe world has long since passed judgment, have been arraigned corrupt. “How intense (says the New York Commercial Advertiser) must be the hatred of our contemporary, (the New York Tribune) against free trade when, he cannot name even Adam Smith, without casting a slur on the motives which induced him to utter the great truths which he first presented in a scientific form.” It is very questionable whether the attempts made by the Protection party to acquire power in the West will be successful. Tbe Western States b«?gin to perceive that their interests are UDitcd with those of the South and not those of ■ the Ea9t— with tbe agricultural and not tie manufacturing States. The grain-grow ing sections raise a surplus that is not want ed in Europe; beside, tbe cotton producing section produces nothing that comes into competition with the producers of stock aud provisions. Nature and interest point out the .couuection. The war has temporarily interrupted the trade between them. It will soon be resumed. The commerce that united the Southwest with the Northwest is now rapidly beiDg restored to its former channels. Can it be presumed that that proiific sec tion which finds its markets on the shores of the gulf will seek it on those of the Southern Atlantic—that the grain which is raised in the remote West will be made to nourish manufacturing industry on the banks of the Connecticut ? Trade will not pursue circui tous channels when it can be made to take direct ones. The people who have found it their interest to exchange their surplus wheat for European manufactures, by the agency ol those with whom they are geographically and commercially connected, will not dis solve those ties and establish'new connect ions far less profitable. Tbe effoits made, therefore, by t'eose who are organizing societies in the West to influ ence public opinion and control tbe action of Congress in regard to protection must be at tended by failure. It is an endeavor to coun teract tlie purposes of nature which dictates a connection between the South and Nortli- west. x The attempt has led to re-actinu. The cities of the Northwest are forming free trade associations. WILLIAM DURYEA, J25-ly Gcueral Agent States, be asks : “Why should the people ot the South hesitate to accede to any requisi tion or suggestion implying no dishonor, coming from such a friend to their interest and welfare as President Johuson could show himself to be consistently with his sense of what is due to his situation as Chief Magis trate and guardian of a government that has been so recently compelled to defend itself against a most formidable and fearful rebel lion at an immense cost of blood and trea sure” ? Mr. Bell is uot sanguine that President Johnson will be able to consummate fully the plan of restoration presented iu bis late message, as we may infer from bis inquiry : “What man of any experience orobservitiou in affairs of government does not acknow* ledge that a President may sometimes be compelled, by sound policy, to make a pow erful opposition concessions, 89 modifications of his own favorite plans and policy, which his individual judgment may not dictate or approve?” Ilis remarks upon the subject of negro suf frage disclose the fact that, On this point at least, be is in full fellowship with tbe con servative Republicans of the North. He says that the President holds that the regulation of that matter rests solely with the several States ;*but “doubtless he would be gratified by a prompt and liberal exercise of that jiower by their Legislatures or Conventions in forming their constitutions, us such a course would tend to satisfy the North that the South are not disposed to act illiberally or unjustly by tbe colored population.” The opiniou is expressed also, that if the colored mau owned a freehold of $250, and possessed the ability to read and write, it would not be dangerous to allow him to vote. But he is by no means hopeful as to tbe future of the African race on this continent, and believes thet “when all" is done that can be done to mitigate the condition of tue African rj^ce in the South it is melancholy to reflect that a small remnant only win survive the present generation.” He denounces with severity the test oath of 18G2, and characterizes it as one of the most insidious devices that could have been 1 framed to revolutionize the Government; i or adopted as a precedent, it would place it iu the power of any party which might acquire control of the Government, to apply any test, whether referable to politics, religion, color or what not. The opinion of the dis tinguished statesman onj this point is in ac cordance with the spirit of constitutional liberty ; and whoever holds a different one 1 is either unable to appreciate this blessing, or would ruthlessly sacrifice it for the pro motion of party or personal objects. mediately dismissed him from the service. —The Spanish Admiral Parejn has com mitted suicide. Thomas J. Fbsher—A few days siuce we published a brief paragraph stating that Rev. Thomas J. Fisher, an emi nent Baptist clergyman, ot Louisville, Ky., bad been knocked down and robbed on tbe streets of that city, receiving injuries which it was feared would prove fatal. In the Courier of tbe 15th inst. we find a notice of tbe funeral of Air. Fisher, which took place on tbe day previous. After an account of the funeral obsequies, which, after the usual services of his church, were duly solemnized by tbe Alasonic Order, of which he was a member, tbe Courier adds: Tue Rev. Air. Fisher leaves a wife and ac complished daughter who are plunged into irreparable griet at their overwhelming loss ; but we are gratified to know that tbeir pe cuniary circumstances are very favorable. During tbe long and successful ministry of the deceased be was tbe means through God of the conversion to the Baptist Church of over ten thousand persons. His last ef fort in public was an address at Bagdad in defence of the order uf Masonry. The Pope, it seems, no longer conceals from himself the impending doom of his temporal dominions. In addressing the French troops on the 1st of January he ex pressed the fear that tbe enemies of the Church would go to Rome after the depar ture of the French troops. So it seems all parties in Italy are agreed that this with drawal of the French troops will be very soon followed by a revolution in Rome and a detnaud of tbe Romans for annexation to Italy. London Times urges acceleration in the payment of the English debt, and quotes the proposithm made for the payment of the American debt as an incentive. The official Gazette of Prussia "likewise speaks of the success of the American institutions, and censures the attack made upon them by the Kreuzzeitung and other organa ot the aristo cracy. Stop Fooling. A Washington telegram to the Philadel phia Ledger says : “I hear that Air. Bigelow wrote out by the last steamer, cautiouiug the Government agaltist putting faitb in the reports about the contemplated withdrawal of the French troops from Alexico.” The caution is needed. There has been a good deal of nonsensical newspaper talk for sometime past—tbe most of it originating at Washington—about the recall of Nupo- leon’s European legions, but as we have from time to time shown, it is utterly without foundation.
