A sbniiar misprint occurs in,he communication upon tho RhiiiG sul'jcCt. THE AMERICAN QlKSlIDN. Our relations with France and Mexico pre sent a question of grave importance. In the hope of embroiling our Government iu then disreputable transactions the adventurers who infest ihe banjos of the Rio Grande, in the vicinity of Brownsville and Matamoras, have at la-t brought about a collision be tween a force of men from our side of the river and the troops of Maximilian on the other side. Notwithstanding the sympathy of the Administration is enlisted in behalt (t the Republican party in Mexico, it will hard ly sanction these fillibustering operations by a" gang of disguised buccaneers, as they are represented to be. War should be avoided at all times, unless absolutely essential to a nation s prosperity and gthicral welfare ; and certainly the peo ple of the United States, encumbered with a debt of the greatest magnitude, aud just emerged from a most saugttmary conflict, should bo more than ever guarded in taking up the gauntlet of war. If wc are to battle with Napoleou and Maximilian, let us be fully aw are that we are iu the right. The policy which was advocated by Mr. Monroe should scarcely be considered so binding upon our Government as, if violated, to re quire us at every hazard to take up arms in its defense. The quesliou of interference iu the a flairs of Mexico stands, we think, on its own merits, abstracted from any policy that ntav have beeu heretofore advocated, eitliei by the Executive or Legislative department of the Government. That the Government of this country has grave matters at issue with other powers growing out of our late civil war, is not to be denied. But the chief of these, per haps, do not relate to the Mexican complica tion ; and wc have reason to hope, more over, that they can be honorably settled without an appeal to arms. What the Amer ican people have done in the fighting line, during the liist five years, aud in years pre ceding the late internecine struggle, we ap prehend, is quite ample to establish their reputation as a nation to be respected lot their prowess, and abundantly abletoprolec. themselves and their rights from aggression. It they forbear to exercise their physical power to back up diplomacy in any given case, it will certainly not be attributed to cowardice, but rather to a spirit of modera tion aud magnanimity, by other nations.— Nothing is required of or to be regained by ’h-m at this day in the way of a crusade lor demand the interference of the United States with the present order of things iu Mexico, it would be worse than folly for our Govern ment to yield to the demagozical cry ot itios c who have nothing to locate but something to gain by keeping the country embroiled in the calamities of war. For the want of a stable government tn Mexico, the commerce of this country an os alf civilized nations lias long suffered; and the political complications which have grown out of this want may be traced iu the wars which have devastated and impoverished her rich provinces, which have resulted in transferring to this country so la:ge a por tion of her territory, and finally placed a tor- reign potentate at the head ot affairs. The instability of affairs in this hitherto unfortu nate country is fully illustrated by the fact that in the last thirty-five years it lias had sixty-five different rulers, a large majority o! whom were military usurpers, and were de spised by the people. And even under the administration of Juarez, who is acknow ledged to be intelligent aud patriotic aud far leBS°sangumary than many of his numerous predecessors, nothing was done to im prove the condition of the country ; hut, on the contrary, iu lime of peace, while yet unmolested, it was a den of thieves and robbers which plunged her still lower into the gulf of bankruptcy. Her previous disregard of international law and obligations had compelled the United {states to make war upon her, and to sign a portion of her territory in satisfaction of just claims. The existence of similar claims ou the part of Fr&uce and England, with no prospect of indemnity, afterwards led to a similar course of action. Although no advocate for monarchical governments, yet, if Mexico can prosper un der no other and a majority of the people prefer such rule, we cannot see the necessity tor our interference, when the restoration of a Republican form ol government, will restore the reisn ot anarchy, and ultimately, it may be, result in the entire extinction ol civilization aud humanity. In another place we pubfibh the General Order of Brevet Major Gen. Brannau, re leasing Gen. Meicer from arrest aud an nouncing his acquittal of the charge?, pre ferred against him. As a specimen of the evidence on which the authorities at Wash- rngtou relied tor his conviction, we give the following: „ n. “New Youk, Jan. 19.-The Herald’s Washington Special says Wm. H-Evans, late Lieut, of the 2lst Penn. Regt. has been sum moned as a witness in the trial of General Mercer, uovr pending at Savannah, for exe cuting several prisoners just before the oc cupation of that city by our forces. ‘•He will testify that on a givem day, just before the Federal occupation of Savannah, Mercer rode over to the post prison and or dered the. summary execution of seven Fed eral soldiers, merely to preveut their recap ture by our forces. The lieutenant remem bers the order given by Mercer to be as fol lows : “Bring out and hang those damned Yankee sotdiers higher than Haman ever bung, aud send them to hell, where they ought to have been long ago." If the reader will compare this statement with the testimony given by Lieut. Evans beforo the Military Commission on the trial as published m the Herald, he will be able to determine how lar his sworn evidence sustained his voluntary declarations against Qen. Mercer. We think we may safely as- cess. —The New Orleans Delta 1 ou3 that pontoon trains have I the Rio Grande. They were ordered from New Orleans by the direction of Geu. Sheri dan, whose Chief of Staff is now at Browns- ille. —The New Orleans papers announce the arrival there, ou the sixth instant, of Bishop Wilmer, and states that Louisiana lias been without Episcopal visitation during the past four years. -Dr. Everrtt, of New Orleans, claims to have invented a new telegraph requiriug no insulators, batteries or poles. It is noticed approvingly by the Picayune, which says the pparatus is simple, the process easy, and the alphabet easily learned. —A Washington special says a Union Sen ator has received a letter from Kentucky, staling that a movement is being organized to return John C. Breckinridge to the Senate in place of Garrett Davis. —TheVicksburg Herald strongly urges the re-assembling of the Convention of the State ■ .f Mississippi, and there are indications that Judge Yerger, its Presiuent, favors it. —The widow and child of the lamented General Stonewall Jackson arc in Richmond, guesis in the family of the Rev. Dr. Hoge. Si any gallant members of her lamented hus- hamfs old command called and paid their respects to her on New Year’s day. —In thirteen years the public library in Boston lias risen from a collection ol a few thousand volumes to above 120,000, and from a circulation of about 7,000 a year to above 190,000. —A railroad track has been laid across the Mississippi river on the ice at Atchison, and tiains cross regularly. —The alleged attempt to assassinate Sena tor Wade is stripped of its startling propor tions, as it appears that it was the freak of an it*6une man, who claims that he has been discharged from the Boston Navy Yard. The same crazy fellow has been loitering around Congress lor several days, and has been turn ed away several times by the doorkeeper of the House. Gkougia Looking Up.—A correspondent ol a northern paper 9ays ; “Georgia is likely to prove one of the great est States of the Union. She is more active, lias a larger quantity of cotton, gold, and silver, aud her people exhibit more energy and enterprise Ilian most of the Southern States combined. The Northern and Western element is prominent in this Slate, aud they are not only recovered from the effects of the war, but are advancing rapidly toward pros perity. I found Savannah, Augusta, Atlanta, Macon aud Columbus doing a driving busi ness. The people themselves are astonished at tbe quantities of cotton brought to lignt since tbe war closed, and large amounts ol coin are in use daily.” Quick Time.—We were shown an invoice of goods yesterday which were shipped from New Yltfk on the 2d of the month, and ar rived on the 12th—and this by tbe regular freight line. They were sent from Savannah, by way ol the river, by the steamer Two Boys.
