CONGRESS AA r D THE FREEDSDEN'I BUREAU. The announcement from Washington that ail ihe Republican Senators voted afflrma- tivtly on the passage of the bill introduced by Mr. Trumbull of Illinois, to enlarge the powers of the Frecdmap's bureau shows, we think, a lamentable want of firmuess on the part of some of the professed conservative members in Congress. Mr. Doolittie availed himself of that occasion to retract, by voting for the bill, much that be had said, in his re- c.-nt elaborate speech on restoration. If the positions assumed by him in that spereh are correct, then the bill is clearly a trespass u jon the rights of the 8mtes and a flagrant vi o'at ton of the Constitution. The theory oi U;c indestructibility of the Federal Unton, presented by. him in his able defence of Presi dent Johnson's restoration policy, is in direct antagonism with the assumption that the con stitution authorizes any such intervention in the affairs of the States, and the governments ot the people, as is provided for in the Senate bill. It can only be justified by the revolu tionary doc r'n°, advocated by Mr- Stevens, that the South is not in the Union, and it was ibis doctrine that Mr- Doolittle opposed in Ids speech. Bit apart from the grave constitutional objections to the measure designed to cn- jar'e fbe powers of the Bureau, it is open to just criticism upon other important points entitled to serious consideration. The moral effect of such a law would be injurious both to the freedmen and the planters. The bi 1 provides that the Givernment shall feed, clothe, shelter and doctor refugees and des- timte frtediucu, and alto furnish them with transportation. Tne provision is intended to give only temporary relief to such treedmen, but, prac'.ieally, it is a great induce ment for tbc negroes to quit work and become pensioners upon the bounty of tbe Government. Many of them will feel that it matters little whether they woik or not, since they will be sure of a good living iu any event. Instead of being urged to in dustry by the lear ot want, they will really be led to indolence by the promise of Gov ernment rations. The bill is calculated to act with equally bad effect in respect to planter.-. It gives the Freedmen's Bureau almost abso lute control in all matters concerning the rela tions between the planters and tbe freedmeu, and enables that institution, however unob jectionable it may be as to the versonnal oi its org tnizuiou, to dictate in matters that should belong entirely to employer aud em ployee. The result of such a policy would naturally tend to make the planters anxious to esc.tpe the surveillance of the Bureau, by employing white laborers to supplant the freedmen. The cost of the concern, accord ing to the bill, would be another grave ob jection to it. It provides, according to tbe abstract published, for the ap pointment of an Assistant Commis sioner in each State, who shall have a salary of live thousand dollars a year. We can form some idea of the cost of this plan, by considering wbat these agents aione will cost in the matter ot salaiies. It cannot but be seen by every intelligent person, not biased by prejudice, that the practical effect of the measure will be simply to entail a heavy expense upon the Govern ment ; to increase the discontent. of the freed men, to give tbe planters more ground for grumbling, nud to perpetuate an institution tha; cannot be otherwise than objectionable to the entire people of the South. monopolist*. Mr. Trenholm was arrested, not ar e block ade-runner, but an ex-member of the Cabinet of Jef ferson Davis, but was released on parole." The last proof that Wagner waa a skilful and suc cessful blockade-runner waa this, that he ran tha blockade of the Praaldent'a "exceptions” list RK-OPKNINB OF HAjZhOAP~ oomlmu NICATION WITH AUOUSTA. Trip or tha First Through Train. We have already announced the re-opening of rail, road communication with Augusta. We had the plea- sure of being a passenger on board the train which left this city On Thursday morning last, at half-past seven o'clock, for Augusta. The day was delightful, and the trip waa accomplished without the occurrence of a single accident or detention to mar the enjoyment of the auspicious occasion. The up train, under the direction of that veteran conductor, Capt Pat. Whealan, reached Millen precisely in sohsdule.time, the down train from Augusta arriving precisely at the same mo ment, thus completing the connection so long inter- rupted by a most remarkable conjunction. At Millen a considerable ooncourse of people of tha vicinity were gathered to witness the interesting event of the first psassge of ths cars over tbe track slnoe its destruction by Sherman's force*, at the new dinner house erected by our old Mend Bob Gray, near ths ruins of his old mansion. A most sumptuous dinner was served which gave tbe heartiest satisfaction to all who partook of it. Even our old host aeemad to be rejuvenated— ho was in excellent aplrlta, and aa a provider of crea ture comforts, even excelled his achievements in for mer days when he Justly earned the reputation of hooping one of the beet wayside eating boueeslntbe country. At the junction, during the brief stay tar dinner, we met Messrs. Maxwell, Duncan and Van Biccle, the oontractors, who are engaged in the Herculean task of reconstructing the road, and to whoae persevering en ergy In the midst of difficulties and embarrassments of the most disoouraging character the public are in debted for ita present advanced state of completion. From them we learned that the work on the main line to Macon is rapidly progreasing, and that with reason- ably fair weather they confidently expect to have the entire line of road completed and In running order early In May next. All the bridges between Millen and Maoon are completed, and s large portion of the ctobs ties are already on the line of the road. There is no longer any embarrassment lor want of labor or timber, and nothing now prevents the steady and rapid progress of the work, whioh the public may reat as sured will be pressed forward with vigor. In passing over the new track we were pleased to observe the thoroughness of the work and the smooth ness of the paseage of the oars. When the "roonstruc- tion” of the Central Railroad is completed, it will be what it formerly was, one of the beet and safest lines of railroad in tbe oountry. Tbe importance of the re-opening of communi cation with Auguste by whioh our city is placed again in railroad connection with the railroads of the inte rior of the State is already felt snd duly appreciated by the business public, not only in the reduction of freights bat in tbe renewed facilities of intercourse with distant points. The regular schedule of two daily trains between this city and Augusta will commence to-day, and as will be seen by the advertisement in another column, with a view to afford tha business men of Savannah to renew former associations with thair friends in Au gusta, on Wednesday next tickets to go to that city and return within three days will be told for $6. As the same favor will no doubt be extended to our Au gusta friends, it ia to be hoped that the liberality of Mr. W&dley, ths pnblio spirited President of the Com pany, may have the effect to promote a very genera 1 reunion of tbe business fraternity of the lister cities of the Savannah. Editor Herald: The election for judges of tbe Supreme Court which has attracted hither eo many candidates and engendered eo much bitter fcelir^, passed off on Friday last, with what result you have already been informed. To the surprise of all, Hon. Dawson A. Walker of Dalton, was elected for the long term, instead of either Hon. B. F. Lyons or General Henry L. Banning. Mr. Walker silently worked hi* way into the affections of the members, and achieved a viatory over Gen. Benning contrary to the opinion of almost every one. We thought that the contest would lie between Banning and Lyons. The noted bank decision of Gen. Banning when he sat on the supremo b-.-nch is all that Is left by which to account for. his defeat: for that lie is an eminent juriat none will deny, and moreover he had military prestige, which has hardly ever failed in this legislature to carry am to the summit ot his aspirations. Tne House has already pasaad a bill, which If it be- oome a law, will materially damage the interests of the railroad* of this State. The bill proposes to restrict each railroad to tho charges for freight and passage to the rai03 allowed tho Georgia road; and forbids them to hire a car or a portion of a car at moro than a cer tain amount, altogether too low for prosperous man agement. Ono bill proposes to relieve tho stallholders from personal liability for the debts of the banks; and another to relieve tho banks from debt* inca-rod by tho banks, for tbe purpose oi aiding in tie prosecution of the war.
