waa received from the Commissioners of Pilotage, pray

devoted to the improvement of the navigation of the
river. It was referred to the Committee on Finance.
The resignation of Thomas Holcombe as Port Warden
was accepted, and the Mayor authorized to fill ths va
cancy in the Board until an election could be held.
Upon taking up new business, Alderman Gue offered
a resolution to the effect that a special committee be
appointed, consisting of the Mayor, three Aldermen
and two citizens, to take into consideration the pro
priety of establishing a new gas company.
In offering this resolution, Alderman Gue ezpreat.l
his determination to continue his fight against the Gas
Company as long as he was a member of the Boai d o
Aldermen. He had ofiered the resolution in earasst.
The present condition of the gas lamps in the streets
was an imposition on the citizens and a scandal hnd
disgrace to the city. He had caused reports (o be
made by the policemen of the number of lamps which
the contract with the Gas Company requires to be
lighted, not lighted on the nights between the lfith
and 23d of December. The reports made showed that
on the 13th of December 113 lamps were not lighted
and on the 23d, 131; the number unlit on the nights
between these dates averaging 100. This state of affairs
still continued. It was high time that the city looked
to the interests and benefit of the public. He had
fought the Gas Company for the past twelve months,
and he would fight It to the end of hi* term on the
one principle that it does not fulfil iu contract with
the oity.
Alderman Johnson rose to Inquire if Mr. Gue had
any idea of the enormous outlay that would be re
quired to build new gas works, furnish new pipes and
lay them throughout the city. He waa informed that
the Gas Company was willing to sell out or to lease the
works to the city. He was in favor of amending the
resolution. It would be impossible to establish a new
company at present. The city could more readily
lease the works if it Is in earnest in this matter.
Alderman Gue responded that he saw no reason for
amending the resolution. It would be time to Inquire
into the details of the expense after we had resolved to
do something about the matter. Parties were ready
to undertake the work if they should be Invited. He
was in favor of effecting a change from the present
condition of affairs if we had to light the streets with'
kerosene lamps.
Alderman Schley said he would not buy out the
dilapidated works of the old Gas Company. It would
be better to extend the patronage of the city to
some new company. If this change is authorized, a
new company will rise up and stimulate the Gas Com
pany to a better performance of its duty. Alderman
Schley dwelt at some length upon the evils of the pre
sent unlighted state of the streets at night, and the
perils to which the persons and property of the citi
zens were exposed in consequence.
The resolution of Alderman Gue was then adopted,
and the Mayor appointed the following Special Com
mittee: Aldermen Gue, Cunningham and Schley, and
Messrs. Stoddard and Hunter, citizens.
The presentments of the Grand Jury were then
taken up and referred to the Committee on Gas.
Law and Lovell, attorneys for the city, in its suit
against the Central Railroad Company, Marine Bank
Dr. Willis et. al., reported the decision of the case
against the city in the Superior Court, and inquired
whether it was desired to take it up to the Supreme
Court.
Alderman Gue moved that the report be received-
and that no further action be taken, which was car,
ried.
The report of Chief Fireman Casey was presented.
The report strongly recommends superceding the
present Fire Department by the introductiSh of steam
fire engines.
Alderman Johnson spoke in favor of this measure,
and the matter was referred to a special committee,
consisting of Aldermen Lachlison, Johnson and
Casey.

“The death of William D. Hays—son of Dr. Isaac
Hays, the distinguished physician of this city—which
occurred on Tuesday last, bae caused a feeling of uni
versal sorrow among all to whom the deceased was
known, either in private life or life official relations.
Mr. Hays graduated with honor at the University of
Pennsylvania, in the year 1853 ; and, after spending
the two succeeding years in the locomotive works of
M. W. Baldwin A Co., went to Pittsburg in 1858, in the
capacity of private secretary to Haskins Dupuy, Esq.,
President of the Pittsburg, Fort Wayne and Chicago
Railroad Company. He remained there until Mr.
Dupuy’s.reeignation, in 1860. When Mr. D., in that
year, assumed the Presidency of the Catawigsa Rail
road, Mr. Hays was appointed chiefclerk to the Super
intendent of that road, Mr. Goodwin, which position
he held until 1862, when began his connection with
the Northern Central Railroad.
“At the time of his death he occupied the position of
Superintendent of a Division of the Northern Central
Railroad Company—though, being the confidential as
sistant of Mr. DoBarry, be waa in reality the Assistant
Superintendent of the entire road. For this post his
excellent abilities and acquirements In all matters per
taining to the management of railroads peculiarly fit
ted him. But his energies were overtasked, and the
seeds of the fatal disease which brought him to the
grave were too surely sown. Yet, like the faithful sen
unel, he kept at hi9 post of duty until complete pbyai
cal prostration compelled him to leave it. With diffi
culty he reached his tether’s residence in this city,
where, for two weeks, his devoted parents were hte
faithful and tender nurses. At length death's icy hand
touched bis warm heart, and on Friday teat all that
vras mortal of him was laid to rest.
' ‘ Modest and unassuming in his deportment, diffident
almiKst to a fault, ever gentle, kind and affectionate, his
quiet virtues and genuine worth won the respect and
attachment of all who met him as friends, or with
whom he had official intercourse. In such high esteem
was he held by the employees of the railroad company
with whom be waa connected, and so much was he
beloved by them that, when the sad tidings of his
death reached Harrisburg, every engineer on the
northern division craped his engine, while the clerks
in the superintendent's office dressed their rooms in
mourning drapery.
‘ * These tributes of respect to bis memory were purely
voluntary and spontaneous; they were as earnest and
sincere as they are unusual.
” These memorial lines are written, not in the spirit
of eulogy, but in the hope that those to whom Mr.
Hays was nearest and dearest, may, In the depth of
their distress, gather some consolation, slight though
it be, from the knowledge that there are many hearts
beating with sympathy for them and with sorrow for
the loss sustained by all. c. h.

revenue Ordinances of said city;
Sec. 1. Be it ordained by the Mayor and Aldermen
of the city of Savannah iu Couucil assembled, anil
u is hereby ordained by the authority of the same.
That on and After first day of January next. 1866,
taxes and revenue for the support of the govern'-
mem of the city of Savannah, and for the advantage
and heneut of the Inhabitants thereof, shall be as
sessed, levied and raised at and after the following
rules, that is to. aay :
1. At the rate of one per fentum per annum on
the valuation tor the year 1830, of ail real estate in
uieclty limits, deducting from said valuation such
depreciation as may have occurred by dre or milita
ry occupation, and where no income is derived from
such property, such valuation, however, to exist
and be a basis only until a new valuation shall have
been completed uuder the authority of Council.
Provided, nevertheless, that said valuation for 1860

first day of January next, and until Council shall
further order.

salaries, and the pursu.t of any profession, faculty
trade or calling whatsoever.
6. One per centum on gross receipts of any busi
ness transactions not Included in the foregoing, and
including all insurance companies and agencies
gas companies, express companies, cotton presses!
all receipts for freight and for passage money which
*re payable in the city, and all hotels and restaurants.
7. One per senium on the gross earnings of everv
bank, bank agency and banker.
8-On every horse and mule, except those actually
used in wagons, drays, t,rucks, or other vehicles, for
which badges may have been taken out, one dollar
per month.
Sec. 2. And be it further ordained by the authority
aforesaid, That whenever, under this or any other
Ordinance of said city, any return may be required
or any tax be asseswjd or due, by or from any non
resident company or corporation, tbe return shall be
made and the tax be payable by the agent or other
manager or director of such company or corporation
and for every default, execution shall issue accord!
ingly;and tbat iu the case ofevery person or persons
liable or subject to make a retdrn under this or any
other Ordinance, and where default may be made
execution shall issue for a double tax ou the lmrne!
diately previous return, and if no retnrn shall have
been made then the party in default shall be liable
to a penalty of $200, for which the City Treasurer
shall forthwith Issue execution, and iu all cases of
default in making returns or payment of taxes, exe
cutions shall issue and the taxes and penalties col
lected In the manner now pointed out by existing
Ordinances ; and that the same rule shall apply to
the cases of persons falling or refusing to take out
badges or licenses; Provided, always, that nothing
herein contained shall interfere with the right of the
police court to inflict fines or other penalties herein
prescribed.
Sec. 3. And belt further ordained by tbe authority
afore»aid,Tliat the following persons andsarties «hall
be compelled, and are hereby required to take out
licenses annually, on the first day of January or
within ten days there ifler, and Independently of the
Income or commission tax, and to pay for such li
cense the sums severally herelnalter designated
that is to say: *
Every auctioneer, a license annually at the Drlce
or $200 ; every wholesale and wholesale and retail
dealer in goods, wares, and merchandise ex
clusive of liquor license, a license annually at
the price of fifty dollars; every retail dealer an
annual license, exclusive of liquor license at
tbe price of $25 ; every bank, banker, or b’auk
agent engaged in buying or selling exchange an an
nual license at the price of $100; every person or
house dealing In exchange, and e very broker monev-
broker, and pawn-broker, «n annual license at the
price of $100 ; every insurance company or agenev

of July, in any yea. , shall, for the year pay only one-
half the price of such license; and the following
shall lie compelled to take out badges ou the first

after, at the prices herein designated, that is to say •
every porter an annual badge at the price of $10;
every vender of small wares, and every huckster,
and hawker and keeper of a cuokstove or shop an
annual badge at the price of $15, which may be re
duced one-half ir not required to be taken out until
after the first day of July; and any person subject
or liable to take out any aucb liceuse or badge and
falling to do so for ten days after the said first day
of January in each year, shall be liable to a fine of
not more than $30 for every day’s default, ou con
viction before the police court; such licenses and
badges shall be issued by the Clerk of Council, and
tlie licenses shall be signed by the Mayor, attested
by the Clerk, uud have impressed on them the seal
of the city.

Sec. 6. And be It further ordained by the authority
aforesaid, That on and after tbe first day of January
next the price of a license to retail spirituous liquors
for one year shall be one bundred and fifty dollars,
and the applicant shall be required to submit as se
curities. two responsible freeholders of the neighbor
hood as a prerequisite to the issue of said liceuse ;
and for a wholesale liquor license the price shall be
one hundred dollars.
Sec. T. And be it further ordained bytheauthorlty
aforesaid, That all returns required by this Ordi
nance for real estate, lacome, and commissions,
shall be made quarterly, that is to say, on the first
day of April, the first day of July, the first day of Oc
tober, and the first day of January of each year or
within ten days (hereafter, respectively, for the three
months immediately preceding such respective days,
and for gross sales returns shall be made between
the first aud tenth day of each month for the preced
ing month, beginning with the month of February
next, 1866.
Sec. 8. And be It further ordained by the authority
aforesaid,That all Ordinances aud pans of Ordinances
so far as they militate witn this Ordinance, be, and
they are hereby repealed.
