Senator Wilson’* Militia Bill.
Washington, Jan. 20.—Mr. Wilson of Mass., intro
duced a bill providing for the national defence by es
tablishing a uniform militia, and organizing an active
volunteer militia throughout the United States.
Section first repeal* the acta of May 8, 1792, and
March 2, 1803.
8ection second declares that all able-bodied citizens
or those who have declared their intention to become
citizens, between 20 and 45 years of age, shall be en
rolled in the militia.
Section third exempt* from militia duty the Vice-
President of the United States, the Judicial and Ex
ecutive officers of the Government, members of both
houses of Congress and their officers, custom
house officers and clerks, inspectors of exports,
pilots, marines actually employed in sea service,
officers who have served three years in the army
or navy, all officers and workmen in armories,
postmasters, assistant postmasters and clerks,
post riders, post officers and stage drivers employed in
care or conveyance of the United States mail, ferry
men of any ferry on a post road, telegraph operator**
when employed as such, Quakers and Shakers, and
all who are, or may be hereafter, exempted by State
law.
Section four prohibits the enrollment of idiots,
lunatics, common drunkards, vagabonds, paupers, or
criminals, and if convicted of crime after enrollment,
to be striken from the rolls.
Section five creates a bureau of militia in the War
Department, which shall have the execution of tliis
and all other laws respecting the militia.
Section six provides that the chief officer of the Bu
reau shall be appointed by the President, with the ad
vice and consent of the Senate, and shall have rank
and pay of a colonel of cavalry, and shall make provi
sions for enrolling, organizing, arming and equipping
the militia, prescribe rules for discipline, superinten
dence, distribution and care of arms and equipments,
and shall furnish the Secretary of War with a special
abstract of the annual returns of the militia, which
shall bo laid before Congress on or before February 1
in each year.
Section seven provides for the appointment and
classification of the clerks of the Bureau of Militia.
Section eight provides for the appointment of one
adjutant general of militia in each State, who shall dis
tribute orders, attend reviews, furnish blank forms of
returns required and explain them, when necessary,
receive returns of militia throughout the State, report
condition of arms, equipments, etc., and make returns
to the adjutant general of militia of the United States
annually, before the first of November.
Section nine provides that the militia, when called
out by the President, shall have the same pay, rations
and emoluments, and if killed or wounded in the line
of duty to have the same pension to them, their
widows or children, as is provided by law for officers
and soldiers of the United States army of like grades.
Section ten directs the organization in each State of
one regiment of active volunteer militia in each Con
gressional district; one in each Territory, and one in
the District of Columbia.
Section eleven provides that the member* of the
volunteer militia shall be citizens of the United States,
or who have declared their intentions to become such,
between twenty and thirty-five years of age, and resi
dents of the State or district in which they are enrolled,
Section twelve—the volunteer militia is to be en
rolled for six years, or during war if declared within
that period: and those who serve faithfully and con
tinuously for six years or during war to receive an hon
orable discharge from tlie adjutant general of militia,
under seal of the War Department, which shall exempt
them from further military duty.
Section thirteen provides that the volunteer militia
shall be an infantry force, and prescribes its organiza
tion, which is the same as volunteer infantry during
the war.
Section fourteen provide* that the officers shall be
appointed by Governors of States, and by the Presi
dent in the District of Columbia, and shall be selecte d
from persons who have been examined by a military
board, appointed by the same authorities. Regimen
tal commanders are to appoint their own non-commis
sioned officers.
The last section provides that the President may
order tlie whole or any part of the volunteer militia
into the service of the United States during insur
rection, rebellion, foreign war, or obstruction of the
laws t«M> strong for the civil authorities to overcome,
or upon apprehension of either. And any member
who shall fail to appear without valid excuse may be
tried by court martial for desertion.
The bill was referred to the Military Committee.
Patriotic Resolutions.
The following resolutions were introduced in the
Virginia Senate on Thursday last, by Mr. Keen, of
Pittsylvania, and unanimously adopted;
"Resolved, by the General Assembly of Virginia,
That the people of this Commonwealth, and their rep
resentatives here assembled, cordially approve the
course of policy pursued by Andrew Johnson, Presi
dent of the United States, in reference to the recon
struction of the Union. We abide the issue of the late
contest: we do not desire to renew what has been so
conclusively determined; nor do we mean to permit
any curt* subject to our control to attempt its renewal
or to violate any of our obligations to the United States.
In the wise, firm and just action that Andrew Johnson
has commenced, we mean to co-operate with all the
energy and powers which we can devote to what is ob
viously the cause of liberty and repose in all our bor
ders.
"Resolved, That knowing, as we do know, that the
above declaration represents the universal sentiment
and purpose of our people, we perform a duty to our
selves and to the people of Virginia when we denounce
as criminal and cruel assaults upon our character and
our interests, the efforts of those who promote evil
designs by representing our views and intentions to
be different from those which we here assort. That
we have in our midst persons who find their interest
temporarily promoted by such a course of misrepre
sentation, is one of the misfortunes of our present po
litical condition. To the intelligence and the integrity
of those who rule the powers of the United States Gov
ernment we look for our safeguard and protection
against these riialign influences.”

THE KIDNEYS.
The kidneys are two in number, situated at the up
per part of the loin, surrounded by fat aud consisting
of three parts, viz. : The Anterior, the Interior, aud
the Exterior.
The anterior absorbs. Interior consists of tissues
or veins, which serve as a deposit for tht urine and
convey it to the exterior. The exterior is a conductor
also, terminating in a single tube and called the
Ureter. The ureters are connected with the bladder.
The bladder is composed of various coverings or
tissues,divided into parts, viz.: the Upper, the Lower,
the Nervous, and the Mucous. The upper expels, the
lower retains. Many have a desire to urinate without
the ability, others urinate without the ability to re
tain. This frequently occurs to children.
To cure these affections we must bring into action
the muscles, which are engaged in their various func
tions. If they are neglscted. Gravel or Dropsy may
ensue.
The reader must also be made aware, that however
slight may be tbe attack, it is sure to affect his bodily
health and mental powers; as our flesh and blood are
supported from these sources.
GOUT, OR RHEUMATISM.
Pain occurring in the loins is indicative of the above
diseases. They occur in persona disposed to acid
stomach and chalky concretions.
THE GRAVEL.
The gravel ensues from neglect or improper treat
ment of the kidneys. These organs being weak, the
water is not expelled from the bladder, but allowed
to remain; it becomes feverish and sediment forms.
It is from this deposit that the stone is formed and
gravel ensues. ■
DROPSY
Is a collection of water in some jiarts of the body,
aud bears different names, according to the parts af
fected, viz.: when generally diffused over the body;
itis called Anasarca; when of the abdomen, Asoites,
wir'd of the chest. Hydrothorax.

twenty years, with gravel, bladder, and kidney affec
tions, during which time I have used various medi
cinal preparations, and been under the treatment of
the moet eminent physicians, experiencing but littla
relief.
Haring seen your preparations extensively adver
tised. I consulted with my family physician in regard
to using your Extract Buchu.
I did this because I had used all kinds of advertised
remedies, and had found them worthless, and some
quite injurious; in fact, I despaired of ever getting
well, and determined to use no remedies hereafter
unless I knew of the ingredients. It was this that
prompted me to use your remedy. Aa you advertised
that it was composed of buchu, cubebt, uni juniper
berries. It occurred to me and my physician as an
excellant combination, and, with his advice, after an
examination of the article, and consulting again with
the druggist, I concluded to try it. I commenced Us
use about eight months ago, at which time I was con
fined to my room. From the first bottle I was as
tonished and gratified at the beneficial sffect,and after
using it three weeks was able to walk out. I felt much
like writing yon a full statement of my case at that
time, but thought my improvement might enly be
temporary, and therefore concluded to defer and eeo
if it would effect a perfect cure, knowing then it would
be of greater value to you and more satisfactory to me.
