LARGEST CIRCBLATIOin TKEIITT ARB COUNTY SATURDAY FEBRUARY 17, 1806. sail FACILITIES FOR GEORGIA. During the session of the MilledgeviUe Convention, Col. A. L. Harris, Special Agent of the Post Office Department, was in at tendance for nearly a week acting on au thority from Washington, consulting with the delegates in regard to the re-establiahment of mail facilities in Georgia. With large dis cretionary powers, he not only performed his duties with great faithfulness and thoroughness, but in a manner which we have reason to believe secured for him the confidence and esteem of every delegate Tlie members were consulted, not aa to the politics of candidates suggested for post* masters, but with a view to securing such officers as would best promote the public in terests, and. so far as we know, every can didate named by the delegations was recom mended for appointment. In this way a most efficient class of postmasters were nominated, and we have already published several lists of appointments based on those nominations. We give the names of another batch io-day, gratifying in its length, and belonging to the class of intelligence which we are most hap py to publish, as illustrating the progress of successful reconstruction, and the re-estab lishment of the Sontb on its old footing. THE STATE OF EUROPE. Tlie speech made by the French Emperor at the opening of the Legislative Chambers is the most important public document that has emanated from the head of a govern ment for many years. It is important be- cau°e it' is indicative of permanent peace in Europe ; for Napoleon shapes the policy of its government most unerringly. There is not a cannon that can be fired in any part of Us territory except with his permission. The mo-t significant portion of that speech, and that which is the index to his policy is the reduction of the army to what is called a Peace establishment. If he contemplated any changes of policy which would lead to a change of international relations he would not recommend a reduction of the material forces of the empire. Toe feature of the speech, however, that occupies the most prominent position is the announcement that the French troops will, as soon as convenient, be withdrawn from Mexico. This promise has been extorted from the French ruler by outside pressure. It must be accompanied by loss of prestige. Notwithstanding his disclaimer of ambitious ■ motives, no one believes that he intended to scat Maximilian on the Mexican throne for no ulterior and sinister purpose. Our merchants who desire to cultivate baeineae relations in the upper and central portions of the State will do well to avail themselves of the columns of the Constitutionalist. [From the NaahviUe, Gazette, 14th.].- The President and the Virginian*. The report of the President’s response to the Virgin ia delegation given in our issue of yesterday was very imperfect. There were omissions which rendered it al most unintelligible as a whole, and even the coherent portions do not correctly represent the author, aa nuiy be observed by later and fuller reports. As an evi- dence of this, and to correct impressions which may have been drawn, we append the following paragraphs from the report in the Cincinnati papers of the-12th : “I have no doubt that your intentions were to carry out and comply with every tingle principle laid down in the resolutions you have submitted. I know that some of you are distrustful, but I am of those who have confidence in thejudgment, in the integrity, in the in- telligence, in the virtue of the great mass of the Ameri can people, and having such confidence I am willing to trust them ; and I thank God that wo have not reached that point where we have lost all confidence in each other, through which the spirit of the government can only be preserved. “We can only become prosperous and great as a people by mutual forbearance and confidence. Upon that faith and confidence alone can the Government be successfully carried on, on the cardinal principles of representation to which you refer. I wiU only make a single remark : That principle is inherent; it consti tutes one of the fundamental elements of tills Govern ment “The representatives of the 8tates and of the people should have the qualifications prescribed by the Con stitution oi the United States, and those qualifications unquestionably imply loyalty. He who comes as a representative having the qualifications prescribed by the Constitution to fit him to take a seat in either ol tlie deliberative bodies which constitute the National Legis lature. must necessarily, according to the intent of the Constitution, be a loyal man, willing to abide by and be devoted to the Union and the Constitution of tho States. "He' cannot be for the Constitution, he cannot be for the Union, he cannot acknowledge obedience to all tho laws, unless he is loyal. When the people send such men, in good faith, they are entitled to represen tation through them. mpany ice Com. ting of that i, at office, in elect Directors other matters of “ I shall continue to pursue Ihe same line of policy that has been my constant guide. I cannot take tho position that a State, which attempted to secede, is out of the Union, when I contended all the time it could not go out, and that it never has been out. I cannot be forced into that position; hence, when the States and their people shall have complied with the require ments of the Government, I shall be in favor of their resuming their former relations. " X do not intend to say anything personal, but at the beginning of the present gigantic struggle between the different sections, North and 8outh, there were ex treme men North and extreme men South. This great Government was kept upon the anvil and hammered during the rebellion, and it has been hammered sine, the rebellion, and there seems to be a disposition to continue the hammering until the Government is destroyed. I have opposed that system always- I op pose it now. “The government, in the assertion of its powers, and in the maintenance of the principles of the Con st! utton, has taken hold of one extreme, and with the strong arm of physical power has put down the re bellion. Now, as we swing around the circle of the Union, with fixed and unalterable determination to stand by it, we find the counterpart or duplicate of the same spirit that played to this feeling and these persona, in the South, this other extreme, which stands in the way and must get out of it. In is that it was a peachmenf of a sagacity that been at fault. There is uo apprehension of Russia as re gards the safety of the sick man. She had trouble enough wilh Poland in modifying the system of serfdom. Turkey besides is under the guardianship*of the two watch-dogs, England ana France. As regards the lesser German States, the leading powers will exercise such a supervis ion over them as will preclude their dis- ot Europe, ifch disturbance t of the Dano will manage that so as not to lead to war. The next feature of his speech that staDds prominently forth, is the announcement that the Papal authority will be maintained. The inviolability of that authority may be assured as a cardiDa! principle of the international system ot^Earope—as inwoven with the pol icy by which that system is controlled. Its stability is owing not only to the fact that the Catholic religion is the predominant faith of both Austria and France, but like the pro tection afforded to Switzerland, the mutual jealousy of two powerful neighbors i* the source of the security of ihe Popedom. Another favorable indication of permanent th ®, “ * r6e ie » ra ’ bm " confirming the titles granted v under General Sherman a famous lield order, and peace is the consolidation of the monarchy of Italy. The removal of the capital from Turin to Florence is a necessary adjunct to this consolidation. One of the parties into which Italy is divided was extremely anxious to have the territorial rights of the Papacy merged into the Italian monarchy with Rome as its capital, and the functions of the Pope to those simply of a Bishop. The adoption of i capita* was, therefore, a com- ?ht about, no doubt, through the agency of Napoleon* The maintenance of the entente cordial* be tween England and France will keep Burope in that state of quietude so essential to a per manent peace. Austria and Prussia have causes of dissension that will keep the fermer friendly to the Southern and the latter to thb Nil hern German States. There is uo apprehension of Russia as re gards “the sick man.” She has received a lesson she will not sohn forget. She has trouble enough with Poland, and in adapting the system of serfdom to the state of Rus sian Society. The only apprehension of a disturbance of the peace of Europe was the complication arising out of the Danish Hoi- stein dispute. Diplomacy has removed that question beyond the forum of international controversy. The only exception to the general place of the world is the war between Spain and Chili and Peru, aud between Brazil and her allies with the Argentine Republic and her allies. We confidently expect European mediation in the former of these disputes ; the latter was on the threshold of peaceful adjustment at the iast accounts. To conclude, the speech of the French Em peror, for the candor and fullness of its infor. mation, is a model among European docu ments. It reads more like the Message of an American President to Congress than the communication of the Head of Monarchy to his Legislati chambersve. The Post Office Department is fully keeping its promises good to supply the South with mail facilities at the earliest practicable day, and especially is the work promptly and well done in Georgia. Orr to the President, remonstrating against the sale of the Sea Island plantations by the Direct Tax Commissioners, and their occupation by freedmen, the Port Royal New South, in the spirit of candor and fairness which has uniformly characterized that ably conducted little weekly, says: “We do not agree with the Governor in many of his opinions, because we have neither bis standpoint or his prejudices from which to look at the .abject, but yet we must heartily sympatize in many of his views snn believe, as we have always expressed in onr col umns, that, after.the smoke and passion of battle has more fully cleared away, the former owners of these islands will be fairly and leniently dealt with by a Government which can better afford to be just and generous than to pursue a course which can only result in continued bitterness and sectional feeling “We have become acquainted with many of the former planters of this section, and if it were in our power would restore to some of them, at once, the property which has been taken from them, while others we should wish to put on probation for a short time longer. Bat we must say that one of the most foolish and ruinous acts of the present Congress is which we then and always looked upon as a very grave joke. Wo have no idea that General Shenuan really intended to have that order carried out to the very letter, for we have a better opinion of his common sense. Liko his terms with General Johnson, he made a great mistake, and the error should have been corrected at once, as were those terms. The sooner it is corrected, tlie sooner this most valuable section of the ootton 3b tea will begin to contribute to the wealth of our whole country.” Georgia Historical Library.
