An individual named Patrick Conlin was arraigned
on the charge of drunkenneas, having been found ’y.
ing on a doorstep. To an interrogatory of the Mayor
he replied that he was working on the Atlantic and
Gnlf Railroad, and had come to town and indulged in
too much stimulant. Mayor Anderson remarked that
this gang must be a pretty hard one; that none of
them could come to town without getting drunk. This
doesj really appear to be the case, as there is hard
ly a day some of them is not before His Honor on
this charge. Fined two dollars.
Another named Geo W. Pettus was brought up,
having one eye nearly closed and a face having gen
erally more the appearance of a butcher's block than a
human head. He was fined three dollars.
A man named John Riley waa charged with wearing
a policeman's badge and refusing to give it up when
the sergeant demanded it of him. Upon being asked
how he came in possession of it, he stated that the
owner of it had come into a bar-room and was flour
ishing it about as a breastpin, and that he took it fur
fun. The Mayor fined ltUey ten dollars, and the po
liceman Shaw, who as was testified was very drunk
and had deserted his post, was fined twenty dollars,
dismissed the force and ordered to be confined for ten
days in jail.
■93* It is sometimes a matter of complaint that In
surance Companies are loth to |>ay up losses when
they have occurred, and that vexatious delays often
depress the insurer like ''a,hope deferred." Hus
should not be so. When a loss has occurred and all
the proofs and other usual requirements have
been furnished and complied with, the in
surance company should promptly meet its ob
ligation and place the suffering insurer once more in
possession of the means which his foresight has laid
up in its hand9, and thus enable him to begin anew
his efforts to establish bis fortune.
The underwriters Agency in this city, under the
management of Messrs Thomas & Son, presents a
most praiseworthy example of promptness in ad'
justing and paying losses occurring in the District o 1 "
Georgia, Alabama, Florida and Mississippi, for which'
the gentlemen are Special Agents, having paid
policy holders within the last three months
upwards of $35,000. Oar readers will remember
that we chronicled among the Bufierers at the fire in
our city on the 16th inst., Mr. John C. Rowland, who,
fortunately for him, was insured in the above agency.
With the same promptness already referred to, on the
•21st inst., five days after the loss occurred, he received
from the above firm the full ammount insured, and is
thus enabled immediately to set to work to repair hia
losses.
We commend thi9 example to all Insurance Compa
nies, and recommend Messrs. Thomas & Son to the
insuring public.

Financial and Commercial.
Washington’s Birth.Day.
The annual return of Washington's Birth-day was
appropriately observed yesterday in this city. The
shipping in port was gaily dressed in bunting, some
fine displays being made by vessels lying at the
wharves. A handsome fiag war, flung to the breeze
from the new flag-staff of the Custom House, and the
national ensign was displayed from several other flag-
staffs about the city.
At 12 m. a salute of twenty-one guns waa fired from
the revenue cutter, Nanaemoud, Capt. Coleaberry, ly
ing in the arream opposite the city. A salute of twenty-
one nine-inch guns was also fired from the U. S. sloop
of war Tacouy, which lies down the river.
Besides these there were no other demonstrations of
a public character to mark the anniversary,

SAVANNAH MARKET.
Remark.,
The market during the past week has been generally
dull, but the prices have remained Ann. The supply
of all descriptions of goods is very large, and although
advices frum the North tend to enhance the prices,
buyers are as yet indisposed to give an advance, and
are awaiting a decline, which is improbable.
The rigor of the money market continues, with but
few transactions. Sterling with bills lading connot be
sold at over 42; franca 390® 396; checks and short
time bills on New York one per cent, and interest off.
Out door rates in small suma for remittances dis
count.
Cotton—During the early part of the present week
there was considerable depression in the market, and
sales wore made at prices much lower than our la9t
week’s quotations, but during the latter part it became
more buoyant, owing to better advices from New
York, and at the close of business the following quota
tions were asked, with but few transactions:

Sea Island.—'There is very little demand for this
description of cotton, and that only for the better
grades.
The receipts since February 15 have been 6169
bales of Upland and 103 Sea Island. The exports dur
ing tbe same period have been 5982 bales Upland and
481 Sea Island, leaving on hand and on shipboard, not
cleared, a stock of 10,952 bales Upland, and 1386
bales Sea Island.
Hyson at SI 40® 160; aid Imperial at $140 @ 160.
VfNxoan—There k.toi supply in the market—and
the demand is extremely light, and limited to the
home trade. We quote Cider Vinegar 30c ; White
Wine at 40® SOc.
Wool.—The demand is good, but the market con
tinues scarce of supplies. Wc quote at 32c per lb;
washed wool, in lots. 36 @ 38c.
Whisxet—During the past week the market has
been very dull, and prices remain unchanged.

Bacon.—The stock on hand la large and the demand
continues light. We quote ribbed sides at 21@22c

Baooino.—The market continues dull, and prices
remain unchanged. We quote Gunny bagging at 31
@ 33c, and Sea Island at 30®33.
Beeswax—The market is dull and the receipts con
tinue light. Prices have somewhat declined, and we
quote small sales at 37c ft lb.
BDTrEB.—The market is well supplied, but the de
mand continues light. Prices remain firm, however^
with an upward tendency. We quote prime Goshen, in
tubs, at 45®48c; in firkins at 35®40c.
Biscuit—Tbe market is well supplied, but the de

Coffee—The market is well supplied, with a fair
demand, but prices have been maintained. We quote
SL Domingo at 29®30c; Rio at 29® 32c; and Java at
42® 46c.
Cobn—There have been large arrivals during the
week, and the demand has been fair. Prices remain
firm at $1 26 y bushel, in bulk l'l-om wharf ; from store
we quote at $1 35 to $1 40.
Candles—Continue in fair demand for the interior
trade, and prices remain about the same. We quote
adamantine at 28®30c; and Hull’s at25®27c p. lb.
Cheese—The supply is somewhat limited, and the
demand continues fair. Prices remain firm, with an
upward tendency. We quote Goshen at 22@23c; ex
tra cream 23®25c; English dairy 26®30c; pineapple
32c..
Flour—There has been but little improvement in
the market during tbe week, and prices remain about
os last week. We quote good Ohio at $10 ; good Fam
ily at $12®$14 ; and ordinary at $8 50®$10.
Fecit—There hi, been but ols arrival of fruit dur
ing the week and uie market continues dull. Oranges
are scarce and selling at $8 V box; lemons are plen
tiful and lower and selling at $5 70 $ box. We quote

Gunpowder—The stock on hand continues large,
with small demand. Prices remain firm at last week’s
quotations. Hazard’s Mills Kentucky R. P. Powder
at $10 60; F&irlawu brand, In cases, 65c y lb.
Hay.—Considerable lias arrived dnring the week,
with a fair demand from tbe interior. Prices remain
firm at $1 85 Jo $2 P 100. lbs for prime northern.
Hides—Tbe inquiry is good, but the supply exceed
ingly limited and prices remain firm. We quote dry
salted at 12c; deer skins at 15®20c.
Iron" and Steel.—A supply adequate for the present
demand is offered. We quote sheet iron at 7fy®
9’,c p lb; fiat, round, square amt ordinary sizes of
iron, 6\|c; horse shoe iron, 7c; Swedes, 9@10c; plow-
steel, 12fyc; cast steel, 30c p lb.
Labii.—The market continues well supplied and the
demand fair. Prices have au upward tendency, but
remain about as last week. We quote Leaf at 21®26c;
Pressed, 19® 21c.
Lime.—There has been nothing doing in this article
during the week, but prices have been maintained.
We quote from stare at $3 00® $3 50 os to quality.
Lumber.—So in*.of the smaller mills are beginning
to offer to take orders, and during the week there have
been a few operations, bqt we can hardly give correct
quotations. Some idea can be formed on the basis of
$36 00 for cargoes suitable for West India trade.
Mackerel—The market is well supplied, and the
demand light. Prices, however, remain firm, and
we quote No 3 Boston family at $7 50; No 1 in half
bbls, $10; No 2 do, $9; No 1, in kits, $3; No 2 do,
$2 76; codfish, in drams, 9@llc p lb.
Molasses.—There have been some arrivals during
the week, and the demand bas been moderate. Prices
ore firm, at lost week’s quotations: Porto Rico
65®70c; Muscovado, new crap, at 60®60c; now clayed
Cuba, 45; New York refined ayrup, 76®80c per gallon;
Golden syrup. 85®90c; Florida syrup at $1 05 per
gallon.
Oats.—Several thousand bushels have been landed
during the week, and the demand has been limited.
Prices have on upward tendency, and sales from wharf
have been made at 76c; from gtgre at 85®90; black
seed oats at $1 08.
Oil Cake—Has been dull but prices have been main
tained. We quote at $0 p 100 lbs.
Onions—The market is well supplied and the de
mand light Prices remain unchanged. From store
we hear of sales at $3®3 25 p bbl.
Oils—The stock is ample and demand <air. We
quote Linseed st $1 60® 180 f) gallon; whole at $195®
2; sperm at $3®310; neatafoot at $2 36; lord at
