The court room was again crowded with blacks yes
terday. Henry Willianu, cpldsed, sou charged with
committing an assault andhattery oil Mr. Wm. Otter-
man. Mr. Ottertnan, who is a German, and keeps a
store at the corner of Weet Broad and Huntingdon
streets, testified that this man had bought some arti.

wanted credit. She refined, and he ouninenoed abus
ing her and-was doing to when ha came in. He then
pulled off his coat and ordered the negro to leave. The
negro clinched him, wheu they struggled for the fall,
and he gained it. The black mar, afterwards came on
top, and seizing a one and a two pound weight com
menced pummelling him about the head. His wife
then seized a stick which - was used in the store for
beating gritz and dealt the negro two or three cracks
over the head and hands to make him let go his hold,
when be threw the smaller weight at her heed, in-
ffiotlng a wound.
Mr. Ottermau exhibited the bruises upon his head
wliich'was bandaged, and presented a shocking ap
pearance. Dr. Hardy, who attended him, stated that
he found ten incised wounds on the scalp, all of which
were severe, but only one of them dangerous. It had
severed one of the arteries of the head, causing a bem-
orhage, which would have resulted indeath had it not
been arrested in time.
A negro employed in the store told substantially the
same story of tho affair, and said the negro Williams
had threatened to cut his heart out.
The case wen not concluded at the adjournment of
the court, but being one of those cases which this
court, by a recent order, is not competent to decide,
will be turned over to a military commission. It is
a military Offence.
Several cases of mule stealing -were brought up dur
ing the morning session, bat were continued over
until this morning.
£We understand that this is the last day of Jndge
Pollard’s presidency of the court, his time expiring on
the first of March.
We regret to learn that such ts the case, as he has
filled his office with dignity and ability, and treated
with uniform courtesy all who have been thrown in
contact with him, among whom our court reporter de
sires to return his thanks for fitvors received.
Police Matters.
In the Mayor's Court yesterday morning there were
no cases for drunkenness, which bespeakH an im.
provement of morals or a lack of the necessary green
backs In those usually in the habit of indulging to an
excess.
The first case was that of a lady who keeps a mil
linery store, and who was charged with abnsfiig a po
lice officer in discharge of his duty. The policeman
testified that he found some snn-bonnets hanging acros R
the pavement in front of this store and some others in
its immediate neighborhood and that he notified them
to take them down as they were violating a city or
dinance. He came to this store a second time and the
bbnncts not being down be again spoke when some
words occurred between the lady and himself when
she abased him out of all reason. In answer to this
charge, the defendant stated to the Mayor that the po.
licuman had approached her in a very violent and
abrupt manner, and she asked if his badge gave him
license to speak to a lady in this maimer. She said
she did not abuse him, nor did she intend to violate
the law,but she was shocked|,st the mannner in which
he approached her. She produced a witness who tea.
titled that the took the goods down aa soon aa she
could and that she did not abuse the policeman. On
the contrary his Uhgnage to her was to say the least of
it, unoffioerlike. The lady’s appearance hardly war
ranted the belief ttiat the should be guilty of abusive
language, and His Honor thought so, as he merely
fined her In costs.
A carter was arraigned on the charge of asking more
than the ordinances allowed for hauling two barrels of
ale from the wharf to a liquor store. The evidence
stated that the liquor dealer gave him twenty-five
cents, which the ordinance allows for anything Icbs
than a load in a one-horse wagon. The defendant sta
ted that all he asked was forty cents, and it was fully
worth that much; that no person ever thinks of giv
ing less than that amount. Mayor Anderson caused
the ordinance regulating drayage to be read, which
very explicitly stated the charge per barrel to be
charged for liquors, which is ten cents per barrel, any
thing less than a full load twenty-five cents. He then
fined him three dollars.
It would seem that the rates are entirely too low for
this kind of work, and should certainly be raised.
There should of conrse be a standard, to prevent
draymen from charging extortionate prices, butcer'
taiuly twenty-five cents does not pay for hauling a
load from one end of the city to the other. Draymen
have to live and so do their horses, and in these timos
such wages as the ordinances allow them can hardly
keep a man's soul and body together.
An individual was arraigned on the charge of fore
stalling the market. The policeman testified to seeing
the man buying a load of fowls from a countryman,
put them in his cellar, and the next morning sell them
In the market, at a considerable advance. One witness
testified that he had seen the accused count out and
pay for fifty-nine Lead of chickens, at the rate of one
uollar and fifteen cents per psir, and the next morning
retail them at a dollar and a half. The accused did
not deny buying them fi om the countryman, but said
he took the whole load as much to oblige the man sb
anything else. He was in a hurry to go away and had
asked him to buy them. He also thought he was ac-
commodsting the citizens in selling them cheaper
than they could get them elsewhere aa he sold for a
dollar and a quarter. He was Ignorant of the law,
and had no intention of violating any ordinance of the
city. Mayor Anderson only imposed a fine of ten dol
lars in consequence of his ignorance of the law. .
The Captain of one of our steamships was fined five
dollars for obstructing the passage way on the wharves
He Baid he knew nothing of the matter, and thought
that the delivery clerks attended to that business end
kept the passage way open. One of the lieutenants
stated that this blocking of the road waa an almost
every day occurrence; that goods were placed .entirely
across the etreet, and that sometimes the street was
completely blockaded so that drays and wagons could
not pass.
A-tailor named Corcoran was charged with violently
assaulting another sailor in the streets on Monday
night. The witness testified to the man's striking
him about the head, when he called lustily fora police
man and had the accused arrested. The man com
plained of said, in reply to a question of the Mayor,
that it waa only a friendly quarrel and that it dlda'f
amount to much; bnt the other man seemed to take i
different view of the matter, and to think that the
friendliness waa a little too atrtifcing. A volunteer
witness testified that both men were drunk at the
time, and Mayor Anderson thinking it well to ad
minister a reproof to them both, fined tfcgm in costs,
to be divided eqnglly between each.
A man named Allen was charged with committing
an aggravated assault and battery on Dr. Sergeant, and
on hearing the evidence, which will be found in
another column, the Mayor remarked that this
coart could not Inflict a severe enough penalty for this
offence, and as people were being knocked down and
robbed almost nightly, be would turn this cue over to
a magistrate for examination.

Strange Assault Caw.
A hearing was had before Justice Staley yes
terday afternoon, in the case of William Allen
charged with assaulting Dr. tiargasmt on Monday nigl.gi
about ten o’clock,'*in Whitaker street. The Dr. testi
fied thatjhe waa standing talking with • friend who
was looking out of a second story window, «nd that a
man came behind him and dealt him n heavy bk>w
upon the side of his head, knocking his hat off; that
immediately after, and before be recovered from the
effect of the first, he was visited with another; be then
called for the police and the man started ^nd ran; a
policeman appeared and followed the man, who ran
through Congress itreet lane and into the store of Mr.
Rothschild, at the corner of Barnard. The Dr. on
entering the store pointed out hia assailant from a
number who were standing thore. He was positive
the prisoner was the man, from his general appearance
and from hia dialect.
The arresting policeman testifies to this man being
the one who had ran, and whom he followed into the
store.‘"He said the man shut and locked the store
door behind him and he wan compelled to knock to
gain an entrance.
Mr. Rothschild testified that the accused came run
ning into the store aud fastened the door behind him,
and that he opened the door for the policeman.
The accused said he deliberately walked into the
store, and that Mr- Rothschild turned the key in the
door. He gavs as his reasoh for running that he heard
tlie policeman cry “atop, or I'll shoot,” and he did
not want to be shot, bnt that the man whom the po
liceman was punning ran pot him.
Justioe Staley held him in .four thousand dollars bail
to answer the charge of committing an assault and
battery, with the intent to commit a robbery.

and comfort of itn inhabitants; and whereas, it is
necessary that some rule be adopted to - prevent the
obstruction or such drainage by persons bwnlbg

ence to any pal ticular plan or grade within portion!

of the city of Savannah, in Council assembled, and
it is hereby ordained- by the authority of the same,
That it Shan not hereafter be lawful for any person
to ertct,"or cause to Ire erected or pot op, any bond
ing or improvement of any kind within uie corporate
limits of said city, except upon a grade to be ap
proved by the Mayor, or acting Mayor, alter exami
nation aud under tile direction of the City Surveyor,
anti any peison ( trending against this section shall,
on conviction before the Police Court, be fined in a
snm not less tban thirty nor mote than one huudrerl
dollars; besides which U shall' be tlie duty of the
Mayor or acting Mayor forthwith to have such erec
tion, building or improvement pulled down at the
cost and charge of tlie person putting up or causing
tlie same to be pat up,.

aforesaid, That to prevent obstructions of proper
drainage of the city it shall be the duty of tlie City
Surveyor to submit forthwith to the M-yor. or acting

may be calterl or employed to lay off, by the person
or persons owning such lamls ; and that, for every
failure or default In the premise' by such Surveyor,
