The announcement in the Hkhald of yes terday, that the work of reconstruction on the Savannah and Gulf Railroad had been completed, and that a train of cars hnd made a through passage from this city to the Hourirl.ing little town of Toomasvllle. will bo liearlily greeted’ by the comtnanilies inter ested as formiog a new and highly in teresting epoch in the commercial history of southern Georgia, and, as ou the recent occurrence of a similar event in the equally striking career of our great Central road, will be received abroad with as much satisfuctiou as at home. Wo do not hazard too much in sayiDg that there is nothing in which our people, and those of Savannah especially, should take a deeper interest than the improve- ineot and extension ol our railroads. These may be justly looked upon as so many ar teries through which the trade* and com mere? of the magnificent country commer cially tributary to Savannah circulates.— Ar.d hence our gratification to learn that, un der lb*- efficient management ol those having the immediate control and supervision of our tw > great thoroughfares, they am extending daily more and more the commerce of the and enlarging greatly the facilities of trade. The Central road, especially, has b- u of immense service to the city since it has been placed in running order. As soon t;.« its extensions and ramifications are com pletely repaired and renewed, so that pro duce for this point shall experience no delay in shipment, then there will be such an in crease find tevival of trade as will astonish those who for many months have been com- pe’!'\t to carry oa their business without the use of this great improvement. The same remark is app'ieab’.e to the Savannah and Gvi:i road, which, until now, owing to the ravages of war, has been in a very dilapi dated condition. This road passes through ore i'f the finest cotton growing legions of the south, and from its juxtaposition with two-thirds of the northern boundary of Flori da, ruay be considered aa of almost equal importance as a medium of communication to a largo area of that productive State, in advance even of the completion of the con- n> cling link between it and the Florida ro-J. Tau enterprising citizens of oue or t wo commercial towns in Florida, aware of the commercial tendencies to which we have adverted are making strenuous efforts to counteract them. Nevertheless, Savan nah, l'torn her superior facilities of transpor tation and shipment, and her large capital in furnishing supplies, must obtain the larger share of the products of that section ; and on tire completion of the branch from Law- ton to Live Oak will command the whole. This is aa important feeder to the Gulf road, as wa have had occasiou to demonstrate heretofore, and therefore deeply concerns and interests the trade of this city. For the early establishment of this connection we mast look to the great exertions and the ac knowledged financial abilities of our Presi dent, Maj. Screven, and the President of the Florida road, Col. Houston, both of whom have a just appreciation of the value of the mutual interests involved in its early con summation. We frankly acknowledge that this branch road, tapping as it does a rich and fertile country, of which Savannah is the rightful entrepot, is a speciality with us, and wa cannot refer to it wiihoul ex pressing a deep interest in its success. But putting aside ior the nonce this pet measure, we think our city has reason, in view of what has already beem accomplish ed, to congratulate itself upou the increas ed prosperity which awaits it, and its rapid recove; y throngh the means mentioned, from the depression and loss of trade during the war. The resolution was referred to the Committee on Re construction. In the House, the Committee on Reconstruction re ported a joint resolution for the admittance of the late insurrec tionary States into the Union on certain con ditions, to be ratified by the people. The resdfution provides that no pert of the Confederate debt is to be paid, and that those who engaged in the rebellion shall not be allowed to vote nor be eligible to office for certain period. This is the Republican programme as to all the southern States. The House, by a vote of thirty-seven to one hundred^ refused to receive a communication from the Governor of North Carolina enclosing resolutions of the Legis lature of that State signifying the acceptance of certain lands appropriated by Congress for college purposes. The vote was taken after Tbad. Stevens had declared that they did not recognize North Caro lina as a State in the Union. COUNTY TREASURE it. Mb.
