One of the ablest constitutional arguments ever delivered in Congress was that made on the 9th ult., by the Hou. Re verily Johnson, which has been published in pamphlet form. We are induced to call attention to this speech not only in consideration of its abili ty, but of its freedom from topics of parn- zin warfare. It is essentially a constitu tional argument which deserves to take its ph.ee by the side of the be.-t congressional e£f >rts on questions of organic law. That portion of Mr. Johnson’s speech in which he was’ most successful was in his interpretation of that part of the constitution that provides for the election of representatives to Con gress. “’And the electors in each State shall have the qualifications requisite for electors of the most numerous brancli of the State L irislaturo.” The following is his com- Good I Id ports from the Sea Islands.—The Charleston Courier of Thursday says : “Gen. The powers vested in the court are bo extensive und the responsibilities incurred so great that the conferring of the position on an unworthy or incapable party would he fraught with evil consequences to every member of the community.
