PRINTER WANTED. A first-class journeyman printer can find pood employment by application at the HtKALD composing room. Universal Amnesty in Exchange for Uni versal Suffrage. TVe give in another column the joint re solutions offered in the Senate on Friday last by Mr. Stewai t of Neveda in favor of a gen eral Amnesty in return for universal suffrage. Tne fact ti.at these resolutions emanate from a friend of the President, one who has voted in the Senate to sustain him in his recent conflict with the radical wing of the Repub lican party, and who is presumed to be in his confidence, has very naturally given rise to the opinion that they were not introduced withou t his concurrence,and that they aie per haps to be made the basis of compremise be tween him and the extremists in Congress. However improbable this may be, the manner in which the resolutions were received by the leading radicals in the Senate and the press of their faction, would warrant the belief that if Mr. Stuart's proposition should be approv ed by the President, the radicals would glad ly accept it. The New York Commeicial (radical) says: “The resolutions attracted much attention in the Senate, and the Neva da Senator was welcomed to the ‘ radical’ side in a few gushing words by Mr. Sumner.” In the course of the brief debate which followed tbe presentation of the resolutions, Mr. Henderson (radical) of Missouri, claim ed the President as being in favor of negro suffrage, and stated that he had been author ized so to declare in a public speech before the people of Missouri. The New York Tribune says“Mr- Stew art’s Reconstruction resolves, submitted yes terday to the Senators are about as right as acy thing we are likely to get. They may hear amendment in minor details, but in principles and substance they are sound and wise, as well as humane. We commend them to the earnest consideration, not mere ly of the Reconstruction Coramitte, but of Congress and the whole American People." The Washington correspondent of the same piper, after stating that “Mr.'.Sumner ro.-e and welcomed the new convert witli open ana', 1 ' remarks: “Tbe well-known relations of the Nevada Senator to the President give especial signifi cance to his proposition, and it is looked npec as a good omen among those most so licitous for the restoration ot the Union." Forney (the dead duck) hails the resolu tions with joy, declaring that he is “not without hope that Mr. Stewart speaks for Presidem Johnson.” Tbe editor tbiuks Mr. S. “has finally accepted the panacea for all our ilia." We give these expressions of radical opin ion in favor of Mr. Stewart's new programme f r the information of our readers, whr t waiie ineyrifeTncJiitAieepiy'inieiiBsieu iu me result are deprived of all voice in the settle' ment of a question which is to influence for ever their political and social destiny. It may be possible that some of the more moderate Republican friends cf the Presi d=nt, Mr. Stewart among them, are prepared for the sake of party concord to claim uni versal negro suffrage, and barter mercy to the vanquished Confederate for this ruinous concession, but we greatly mistake President Johnson’s character if he i9 prepared to yield acy such compromise of principle. The Pre sideot is distinguished not less for his devo tioa to princ’ple than for his inflexible firm ness. We have regarded him as fully com mitted in opposition to universal negro suf frage. and to the support of tbe principles of the American Constitution, with which such a requirement upon any terms by tbe Federal Government would be utterly inconsistent. I his is the position he has steadfastly main tained, and from which we do not believe he wili permit himself to be either coaxed or driven. Until he does abandon the noble stand he basso bravely maintained in defense of the Constitution and the Union, we wili continue to cherish the hope that through his wisdom, patriotism, justice and firmness, out common country may be redeemed, regen erated and oreserved. Tiik Union Prisoners and Bishop Ltnch op CmRtesTos.—The "Union War Prisoners’ A-sociation. comprising officers who were in rebel prisons in South Carolina in the early part of the war, have testified their apprecia tion of 'he great kindness extended to them by Bi-hop Lynch, of Charleston, at that time, by tendering him the proceeds of a lee lure iu this city for tbe rebuilding of the orphan asylum of Charleston, which was de-troyed in 1862—the Bishop being now here to obtain funds for that purpose—N. Burning of The Steamer Gen. Mer in Charleston Hariior. We learn from persons who arrived here last night that the steamer General Hooker was destroyed by fire while off Sullivan’s Island, Charleston harbor, on Wednesday morniDg. The Gen. Hooker was making her regular trip between Charleston and Georgetown. Iu about five minutes from the time she was first discovered to be on fire the flames had spread throughout the steamer. It is uot known from what cause the fire originated. The steamer “Pilot Boy,” which fortu nately was near by, came to tbe assistance of the “ Hooker” and took off ail her pas sengers. with some casualties, however. A lady, believed to be a Miss Risiey, got into the water and was drowned, among others. Captain Davidson, with his wife and child took to the small boat of the steamer. The boat was capsized by some accident, but all in it were picked up. The Gen. Hooker was a side-wheel steam boat, and was built at Boston about four years ago. She was employed in the Quar termaster’s Department, at Hilton Head, and subsequently at this city. A short time since Bhe was sold to private parties, and at the time of the disaster was being run as a pa'ScUger boat between Charleston and Georgetown, 8. C. Periodicals.—E*U11 Bros.
